Dear Keith:
. We have revised our site plan in accordance with your staff recommendations, and
are hereby resubmitting for your approval:
1. The 11" 0 pine which was shown to be removed will be replaced approximately
6' to the west with a 3" 0 pine. We feel it would not be reasonable to
relocate such a large tree. All locations of new signs have been indicated
on the site plan.
2. Parking space #8 has been modified to 12' 6" wide to provide a handicapped
parking stall.
3. A 4' 0" wide sidewalk with a handicap ramp has been shown in the two locations
requested.
4. We have provided a landscaping buffer along the west and east sides of the
trash corral.
5. The trash corral was moved closer to the building. It could not be aligned
totally along the drive-thru and still have proper access to the trash .
compactor.

Zone Change 13-75 (Payless Planned Development) was approved in 'l975.
This included the establishment of a restaurant area on the corner of
Main and Scoffins Streets. On January, 1978 a site design for McDonalds
was approved (SDR 48-77).

The applicant now wishes to install a drive-up' Th �� windlow for P•TcDonalds. A
driveway is proposed to circle around the front of the building
beginning at the existing parking lot entrance on , Main Street to the
pick-up window located on the south side of the building. Existing
vegetation is to be relocated or replaced and the trash container area
will be moved closer towards the corner of Main and , Scoffins. Also,.
three parking spaces will be eliminated to accommodate the new driveway.

B N APPLICABLE PLANNING POLICIES
The relevant sections of the Code for this request are the CBD zone s
(18.66), Landscaping and Screening , (18.100), Visual Clearaanice, Areas e-
(18.102), Off-Street Parking and Loading (18.106), Access and Egress
(18.108), and Signs ns (18.114). The design of the drive-up window,
driveway and associated signs are in conformance with the standards set
forth in Sections 18,66, 18.102, 18.108, and 18.114 noted above.
Discussion relating to landscaping and, parking is included in the
analysis and conclusion section below.

C. AGENCY COMMENTS
The Engineering Division has reviewed the proposal and finds the
proposed drivewa y design to be acceptable.
D. ANALYSIS AND CONCLUSIONS
The proposed driveway will eliminate some of the existing vegetation,
however, the landscaped area will exceed the 20 percent requirement for . !
the CBD zone. According to the landscaping plan provided by the ,,
applicant, the majority of the trees and schrubs affected will be moved
or replaced except for an 11 inch pine near the northwest corner of the
building. City Code requires that all trees with 'a caliper diameter of
. 6 inches or more be replaced after construction. Maintenance of the.
existing vegetation buffer is especially important because of the close '
proximity of the proposed driveway and Main Street. ! '
In order to minimize the visual impact of the trash corral, it should be
located closer to the building so it is adjacent to the proposed
driveway. This trash corral should be screened in a similar manner to
the present facility.

The Development Code now requires the provision of parking for
handicapped persons. Based upon the total number of spaces required,
• w the restaurant should provide one such space. The modification of
parking space #8 on the applicant's site plan to a handicapped space (12
x 18 feet) would provide direct access to the building without the need
to cross the driveway.
It appears that several signs in various locations will be needed to
direct motorists to the drive-through window. The location of all signs

should be shown on the revised site plan noted in Condition E. 1 below.
E RECOMMENDATION
Staff recommends approval of SDP, 1-84 subject to the following
conditions:
1. A revised landscaping and site plan shall be submitted for the
approval of the Planning Director prior to the issuance of
building permits. Said plan shall indicate where all trees with a
caliper cf 6 inches will be moved and a revised location for the
trash corral (including vegetative screening) that is as close to
the building possible. The location of the new signs shall also •
be shown on the site plan.
