Site Information The site contains a commercial building, which will be relocated to the rear of the lot. A duplex has recently been demolished. B. APPLICABLE PLANNING POLICIES • 1. Comprehensive `'Plan Policies . • e 2.1.1 THE CITY SHALL MAINTAIN AN ONGOING CITIZEN INVOLVEMENT PROGRAM AND SHALL ASSURE THAT CITIZENS WILL BE PROVIDED AN OPPORTUNITY TO BE INVOLVED IN ALL PHASES OF. THE PLANNING PROCESS. All property owners within 100 feet of the site were notified by mail of this application. A notice was published in the Tigard Times on November 17, 1983. In addition, NPO #2 was notified of this application. 2.1.3 THE CITY SHALL ENSURE THAT INFORMATION ON LAND USE PLANNING • ISSUES IS AVAILABLE IN AN UNDERSTANDABLE FORM FOR ALL ' INTERESTED CITIZENS. All interested parties are given at a minimum 10 days to review the application and submit written comments to the • planning department and are encouraged to do so. The planning staff was available to answer any, specific questions persons may have had regarding the application. 7.1.1 THE CITY SHALL REQUIRE AS A PRE-CONDITION TO DEVELOPMENT APPROVAL THAT: a. John 'Hagman, City Engineering Division, and Terry Plink, Oregon State Highway Division Assistant District Maintenance Supervisor, - request that the applicant must align the parking lot driveway as near, • as possible 'with the access, to the proposed Main Street Shopping Center, which is directly across S.W. Pacific Highway. Mr. Plink stated that the shopping center will be signalized and the restaurant parking access will be included in the signalization. . . Mr`klink requests that the City acquire an easement from the restaurant f q property for installation of traffic detection and signal equipment within the driveway. The Engineering Department requests that a single driveway of a minimum 30 feet s in width be installed. The separate entrance' and exit driveways that are shown on the site plan could create potential traffic problems. The Planning staff requests that the applicant, when eliminating they existing head-on parking adjacent to SW Pacific Highway, install curbing and sidewalks to City standards. Public Works ;Director Frank Currie requests that the applicant submit a drainage plan that would show how present and future storm runoff wilt be accommodated on the site. D. RECOMMENDATIONS Staff recommends approval of SDR 15-83 with conditions as follows: I. A revised parking and landscaping plan shall be submitted which �,. shows one driveway access (30 feet. minimum width). The ��. landscaping plan must eliminate trees and tall shrubs at the corner prof {SW McKenzie and Pacific Highway to allow clear vision for motorists. I I The driveway must align with the proposed access to future development across SW Pacific Highway. 2. An easement will be given to the City for the purpose of installation of traffic detection and signal equipment within the driveway. 3. Existing head-on parking adjacent. to SW Pacific Uighway must be eliminated. Curbing and sidewalks shall be installed along the SW Pacific Hightvay frontage. .1 4.
