and water line to serve the site, A bond for 100% of the cost of
connecting the, sewer and water lines shall be posted with the City of
Tigard prior to issuance of Building Permits. In addition, the
Engineering Division shall inspect the sewer line prior to the line
being covered.
2. Engineering drawin s g showing the proposed water and sewer connections
shall be ,submitted to the City's Engineering Division; for approval

3. A site drainage plan showing amount and direction of runoff as well as
the detention method shall be submitted to and approved by the City's
Engineering Division prior to issuance of Building Permits.

PREVIOUS ACTION: On May 22, 1978, the Tigard City Council approved a zone
cbangE. from Washington. County B-4 to City of Tigard C-3 on
the subject property. On February 20,, 1979, the Planning
.Commigsion approved a Conditional Use request to operate an
Avis ,4elaicl,e rental facility on the property. That
facility was never constructed and the Conditional Use
Permit has expired.
SITE PLAN/DESIGN REVIEW: The applicant is proposing t& construct two
oeral buildings; one 2,500 sq. ft. for a
7- 11 store and one 9,300 sq. ft. building for two
- three retail outlets on 1.16 acres of land.
The site plan meets all setback and dimensional
requirements for the building set forth in Tigard
Municipal Code Chapter 18.28.

The applicant has submitted a landscape and irrigation
plan. Both are in accordance with Chapter 18.59 of the
Tigard Municipal Code with the exception of the landscaping
along the driveway entering off Cascade Avenue. The
applicant did not submit plans showing connection to public
water and sewer systems. In addition, site drainage plans
were not submitted. There is an open drainage ditch which
runs along the northern property line.
%. S.W. Greenburg Road is improved to City standards in front
of the site. The Frontage Road is not improved to full
City standards in front of the subject propety. However,
the Frontage Road is a private road.
STAFF RECOMMENDATIONS: ;
Staff recommends approval of SDR 25-82 with conditions as follows:
