T :N - : - On May 23, 1974, the Planning Director approved a Site Design Review for expansion of truck maneuvering and outdoor storage and additional ,r. chemical storage tanks. i,';. - On May 11, 1976, the Site Development & Architectural Review Board , ,„' approved a Site Design Review for a proposed loading dock enclosure. - Cox October 3, 1977, approval was granted for a storage tank and retaining wall. SITE PLAN/DESIGN REVIEW: The applicant is proposing to expand ��the existing , 4 facility in three phases. The application submitted 1.`, at this time deals only with Phase I. Phase I improvements proposed are as follo ws (a) Expansion of the existing tank farm '(four tanks - 6,000 Gal. each are added). (b) New tank farm with six (6) tanks - 6,000 Gal; each. .ci . (c) Treatment pond. (d) Boilerhouse wi I The site is fully deve �d with water and �sewer ' serv; � and storm drains. Access to the site is flour S.W. Tiedeman. Tiedeman is 'not fully improved to City standards. There is also an access across the railroad tracks from S.W. - Tigard Street. However, that access is not improved and is currently not in . use. The applicant has indicated that Phase 11 will include road improvements. The facilities proposed in Phase I meet setback requirements outlined in the M-4 zone standards. (Reference Code Section 15.52.040) The landscaping for the existing facilities meets the code requirement. Additional landscaping ' will be required with Phase III approval.' The applicant states in his letter of September 3, 1982 that `no waste will be !� disposed into the sanitary sewer. However, staff feels that the line should be monitored in some way to insure against hazardous waste disposal into the public sewer line. STAFF RECOMMENDATION: . Staff recommends that the Planning Director approve the Site Design Review for o Phase I improvements to Great Western Chemical as follows: 1" (a) Expansion of the existimq tank farm (four tanks - 6,000 Gal.' each - are added). r (b) New tank farm with six (6) tanks - (5,000 Gal. each.
