Room and Counseling Center.
PREVIOUS ACTION: Ordinance 75-53 designated this entire site R'-30 and allowed
the school as a permitted use.
On October 7, 1981, the Planning Director wrote a Site Design
Review approval for an addition to the existing auditorium.
The three additions were listed on the application form for
the auditoriums Site Design Review. However, no plans were
submitted showing the three additions with the auditorium
application, so they were not addressed in the Staff Reports

1. Conditions attached to the SDR for the auditorium (SDR 27-81) also
apply to these three additions. However, unless those conditions are.

Related to parking on' site a considerable amount of work has
been done recently to increase the capacity.° If S.W. 92nd
4 , i Avenue is improved as proposed, additional parking will be
provided. When S.W. Durham Road is unproved, the School may
' loose a few spaces, but it will not be significant. Auditorium '
could create a probeim if a major event were scheduled. on° the '
same night as a football game. However, with only six (6) 0
games "at home" in the Fall, Staff feels that the chances of
this happening are negligible. The School Superintendent has
assured Staff that-this'

a R-30 Single Family Residential Zone shall be a "minimum of 30
feet" (Section' 18.20.100 Tigard Municipal Code) Because they have
required a 45 foot from center line dedication along S .W. Durham
Road the setback for the auditorium has been reduced to 20 feet.
The City created a "hardship" and therefore should grant a variance.
No application for a variance is necessary under these circumstances.. i
The applicant has agreed to . review" this project with the Planning
Commission on October 6, 1981 Surrounding property owners have been

6. All proposed utilities shall be placed underground. Street .

a dedication of public rights-of-way, parks, open space or
floodplain areas and shall be prepared by a registered
engineer or land surveyor.
8. A City of Tigard approved Non-remonstrance Agreement must
be recorded by Washington County and returned to the City .
of Tigard Planning Department before issuance of Building
Permits or change of property ownership.
9. All street and parking areas shall be concrete or asphalt.
