PARKING REQUIREMENTS: One (1) space per three-hundred--fifty (350) square ,
feet. Proposed building is two-hundred (200) square feet.
One (1) space required„ No spaces are specifically provided.
SITE PLAN/DESIGN REVIEW COMMENTS:
The Staff has concerns about traffic circulation around this site. Particularly
the intersection of 99W and Hall Boulevard which is at capacity. Circulation r'
through the site could become a major problem with the bank placed so close
to the major entrances and exits. There is not adequate stacking distance
for the bank customers to avoid blocking traffic lanes in the lot as well
as both exits.
Due to the owners' complaints about crowded parking conditions, Staff is
concerned about the elimination of Six (S) spaces in the "prime parking
area" onsite. There are no spaces specifically for risers of the 24 hour
walk-up window, Also, the applicant has not provided any parking for the
two employees.
Sewer is also a concern. The plans submitted do not show how the applicant
intends to hook to sewer.
STTAF DECISIONS
Staff denies this Site Design due to potential circulation problems from

STATEMENT OF INTENT
IThis request is to permit a 200 sq. ft. drive-up branch bank in the existing '
parking lot of the Tigard Plaza Shopping Center located at Pacific Highway
I. and Hall . The building would require a maxiimum of two employees performing
I�,
, normal teller functions who would be there for eight hours per normal work -� ,
T day. An automatic teller machine will be provided for 24 hour banking service.
The building will have one walk-up window and two drive-up windows. The I.
N public will never enter it. The building might expect to serve up to 40
customers per day, many of whom will probably use it at the same time that
.'1 they would come to the shopping center for other services. The traffic
generated by this bank will have a negligible impact on Pacific Highway ,.
/ : or Hall . Twenty to twenty-five cars per day are expected. The "convenience"
, nature of the facility might in fact help reduce the distance customers
,`t ' would otherwise have to drive about town for normal banking services. The "
proposed branch bank is compatible With the existing use and zoning of the N,
site„ It makes better use o f the intended density of the commercial al zone,
does not require expanding municipal services, nor contribute to inefficient
sprawl . .
The proposed building will be built within the existing parking lot of the
',I, shopping center. The space to be used is presently totally paved. 190 square
J° feet of landscaping will replace paving, thereby reducing the impervious
surface and reducing the effect on storm sewers. The proposed location for
0 the building allows for clear line-of-sight for 140 l i'n.ft. in both directions
from the corner.
Vehicular access to the drive-up window can be made either from the existing
,' driveway on Pacific Highway or from the existing driveways on Hall with minimum
interference with other traffic. circulation within the parking lot. Far test
