The purpose of this letter is to summarize our meeting and to outline the steps which need to be taken in order to obtain a building permit for this store. It is my understanding that you have received and .w s revia ed a copy of Mr . Stayer ' s letter of April 15, 1982, with the enclosed site plan. That site plan shows tWo curb cuts and accessways to the store, one off of SW Hall, Blvd. and one off of SW Durham Road. It is my understanding that this plan is acceptable to the City of Tigard. You indicated to me that one additional step that would have to occur would be the approval of the detailed engineering drawings for the curb cuts, building and accessways by the affected utilities, which include the utility companies providing electricity, water, telephone, natural gas and sewerage. It was your recommendation that we hand carry these plans through these various utilities in order to • expedite the approval process. Mr . When the property was purchased, in July of 1981, the limitations imposed by a "Planned Development" zoning designation, obtained by the seller were not fully understood, or disclosed. Since that time I have attempted to improve site access by modifying ., this plan. I have worked with both the city and state, but have . had no success in either cased The city, responsible for Durham . Road, has not responded to verbal or written request, and the - 'State has not revised their position of leaving the access on , Hall Boulevard as it is in the plan. ., . \ Access is a key factor in determining the desireability of a ,„ . 4 piece of property as well as its value. This property has 245 .,1 . q feet of frontage on Hall and the furthest edge of th$. driveway , . is actually the full 245 feet from the corner. We know, from as eXperience, a store located with this arrangement will 4 face reduced sales volume. As you know, this is the ' parcel approved as a convenience center under the planned development sub- mitted by the Randall Company and approved approximately one year ago. J . Plaid Pantry had strong interest in this location and, approximately eight months ago the property was acquired for development as a convenience center with Plaid Pantry as a major tenant. We were made aware, in subsequent conversations with staff, that the site plan was quite inflexible, and , the development of the property had to be based on that plan. This plan r • allows for only one curb cut, approximately 230' from the corner, and at the furthermost North end of the property. • Based on meetings and telephone conversations which have transpired since , that time, we have formulated an alternative site plan, which we would like i 1 1 W i / f II�, • considered. This plan has two, basic revisions. First, the bui.i.ding,size will be reduced to either 40' x 155' or 50' x 155'. The original building was approved at 50' x 175' , or 8750 square feet. Second, there is a curb approach proposed on Durham Rood, approximately 95 feet from the corner. In support of these changes, we submit the following: ■ 1) The curb approach on Durham will significantly reduce left hand turn traffic onto Hall Blvd. from Durham Road for customers f , ", of the convenience center, , The density of originally proposed will 1 2) the Convenience center 4k . . be reduced between 111 and 29% under the revised layout. We had prepared a report for you . analyzing the trip generation of your project and its impact un the adjacent streets in October, and Mr. Failmetzger asked for further cor si derati on or certain parts of our analysis. The problem which has been identified which we did not discuss in our report, deals with access into your commercial site from Hall Boulevard. We made 1; an estimate of the trips to be generated by the project, and recommended 41 that the most southerly access (a joint access to the commercial site and ' the housing project) be about 250 feet north of the intersection, so as not h' • a to interfere with left turning vehicles. We did not develop any detail for f;, the intersection design,+g however, nor did we suggest a design for Hall Boulevard adjacent to the design. This consideration has now been requested. The 1979 daily counts (ADT) and the current peak hour counts are shown on the following p �' It should be noted that during the peak hours, the current traffic control de vices (four-way stop signs, with a free right turn in the NE quad- I I , 'rant) operate quite well, considering the heavy volumes. Observation showed an almost constant east-bound queue of traffic (as long as ' 20 vehicles, and an average of eight vehicles) during the AM peak hour, with only a 10% left turn desire. A similar, but much shorter '' queue occured in the PM peak hour for WB` Durham Road traffic, al- though the queue was tress noticable due to the heavy (50%) right turn demand to NB Hall Blvd. Virtually no traffic traveled south of the intersection other than that bound for the USA treatment '' plant. The demand for SB traffic on Hall Blvd. seemed relatively constant at approximately 70% left turn (EB) and 30% right turn (WB) PROPOSED CAPITAL IMPROVEMENT'S !I The 1979 Traffic Safety Study showed that this intersection ' wasl very close to signal ;warrants, and in fact recommended the in- , , stallation of a signal and ;widening project for 1983. Thus, the 72 units are expected to generate 367 trips per wecik , „ . day. The convenience shopping facility is expected to generate the exceptionally high rate of 323 trips per 1, 000 square feet. All trips to the convenience shopping site are expected to access from HallBlvd. Because of the location of the High School and the location of existing housing, the majority of trips trp and from the convenience shopping site are expectAd. to come from the South. Thus, only 1, 400 trips are expected to travel through the Hall-Durham intersection, since most of the townhouse- generated trips will travel away from. the site, rather that through the intersection. ' , . b OREGON STATE HIGHWAY MINIMUM 'REQUIREMENTS FOR TRAFFIC REPORT PROPOSED DEVELOPMENTS The following are minimum considerations to be dealt with by Traffic c C4ensu,tants in their analysis of high traffic generating developments adjacent to state highways. 1 . The analysis should include alternates other than what the developer originally submits as a proposal for access to highways, city streets, �. a and county roads. 0 2. The analysis of alternate access proposals should include: a. Existing turning movement counts at adjacent intersections to be effected by generated traffic from the development. b. Projected turning movement counts for these same intersections p ' and proposed access points wheu the development is in full service. c. The break down of volumes on a 24-hour weekday, 24-hour weekend, and the appropriate design peak hours for the studied development. d. A determination of the existing levels of service and projected levels of service at each intersection and access point studied. e. A discussion of the need for traffic signals. This should include a traffic warrant computation based on the National Manual on Uniform Traffic Control Devices. F w •I 3. The recomm€ndations made in the report should be specific, and should he Lased on a minimum level of service "<1" when the development is in full service. As an example, if a traffic signal is recommerded, the recommendation should include the type of traffic signal 'control and what movements should be signalized. If a storage lane for right turns or left turns is needed, the recommendation should include, the amount of storage needed. If several intersections are involved for signalization, and an interconnect system is considered, specific analysis should be made concerning progression of traffic between , intersections. 4.
