In 1967 when the original complex was built, O.E.A. developed and built the total street from S. W. • . Haines Road on the east to S. W. 69th Ave. The attached print shows the total street development which was installed and paid for by O.E.A. in 1968. There ,: were no contributions from lots bordering the fifty foot dedicated right- of-way and O.E.A. installed driveways and curb cuts to both residences on • S. W. Atlanta who used this road. The road from S. W. Haines was installed on O.E.A. property by request of the County to accommodate an acceptable Na access from S. W. Haines Road and allow the building-up of the road level at the 50 foot right-of-way location. O.E.A. has met with Division of Highways and worked out a tentative agreement with State on the proposed street alignment on the. O.E.A. property. This has been shown on the Design Development drawings for the project. At this time we feel that to ask O.E.A. to dedicate an additional thirty feet plus make additional improvements to the existing street is not accept- 41" able and request t that the City q y propose an acceptable alternate. O.E.A. property for this development extends on S. W. Atlanta from 69th to 70th. 70th Avenue from S. W. Baylor to the S. W. Atlanta 50' right-of-way is currently a one lane gravel drive. O.E.A. has blocked with chain access west on S. W. Atlanta at 69th Street and north from the gravel driveway on 70th. The reason being that these two accesses were allowing everybody to use the area as a dumping ground for everything from garbage to wrecked cars. O.E.A. would prefer if acceptable to sign an agreement that they will participate in half-street improvements on S. W. Atlanta from 69th to 70th b when the continuation of Atlanta to 72nd proceeds. To put half-street P improvements in at this time doesn't make any sense unless the City will commit themselves to removing all garbage and debris which is dumped there in the future.
