This will allow the company to maintain tighter control over wastes compared with washup at commercial truck tank washer the present procedure. This will not increase � , the company' s profit. The City' s Planning Commission requirement will increase the project cost by about $30,000. Georgia - Pacific has already agreed to cover the facility at a cost of $17,000, to eliminate rainwater flow to the Unified Sewerage Agency, althou4,Yh this will not improve performance ''of the wash facility. The site is not visible from the surrounding highways 72nd Avenue, 1-5, 217 . The area is zoned JA--2 heavy industrial. Changing the parking area is an unnecessary requirement that will not improve the facility appearance. Georgia - Pacific does not believe the Planning Commission has authority to require these changes to the existing parking area. The project we are trying to undertake will enable us to comply with the new EPA rules and regulations related to the handling, hauling, and disposal of waste industrial chemicals, Presently, our tanker trucks are cleaned at facilities not under our control. This outside cleaning prevents us from recycling some of the useable residual material remaining in the trucks after hauling, and prevents us from controlling the contaminated waste water to its final disposal site The new EPA RCRA regulations are such that we would like to wash our own trucks in order to be assured that all of the Georgia-Pacific wastes are handled according to these • • regulations. If we are to be in compliance with these requirements, we must proceed immediately with this project. , r The project we have proposed will cover approximately • three tenths of one percent of our site, It will not require an additional operator as the truck drivers will provide for the operation. Maintenance will be provided • by our existing staff. • Your planning department staff recommended approval of the project based on seven conditions. We agree to six of these conditions and object only to the f.,txst condition requiring us to modify the parking area we provide for our emvloyees. The area adjoining the employee parking area is unpaved and we are concerned that breakage at the edge of the parking area will be excessive. It also seems illogical to pave and stripe our employee parking area when our larger truck parking area will remain unpaved and unmarked. 5 . We also need to use the parking area used by employees during the day for nighttime and weekend parking of • trucks and therefore cannot make modifications that will interfere with truck parking. 6 , Funds allocated for the project will not cover the additional Costs of this requirement and current economic conditions are such that this additional cost will not receive construction approval and the • project will be cancelled. "The new SPA Restoration, Conservation and Recovery Act regula� tions are such that we would like to wash our own trucks in order to be assured that all of the Georgia-Pacific wastes are (handled according to those regulations. Aldie could you speak on the City's standpoint against the appeal? • Howard: Wells the projects that come for review -- It is clearly out- • lined in the Code that we should bring them up to a specific code requirement. The other Georgia-Pacific location in this city, when they came in to expand and put an office space back of Co-op on Eunziker by the railroad tracks--their entire parking lot was brought into conformance, the area was landscaped, the medians were put in the landscaping was put in the median, en irrigation 0 system was pat in -- it went along. Now they weren°t happy at that time -- and this was two or three years ago, I can't remem- ber the exact date. At this particular location the applicant • makes the comment that the majority of the area is not paved - quite true. By code it should be; but I felt -- I was just asking for the banks to be clowled up you could see b those pictures, even in the blacks dark, that it wasn't too appealingo We did have comments from people in the area that were notified of this objecting to the unsightliness of the project. It is my responsibility to bring that project into conformance with the Tigard Municipal Code. I stated all the sections that pertain to this project. He points out that other projects in the area have not been brought up to standard. Well, when Ted Nelson's "-- he showed a picture of Ted Nelson's parking lot — when that area is completed you w ; l not only have adequate parking, curbs, plants --the Whole Maryanne--but you will have an improvement on 72nd Avenue that we are going to put on the road next summer. A couple of other projects: William Air Control developed before --you know, I couldn't find the date-h-but we have substantially • increased our requirements for development in this community for reasons, and those reasons are e7pressed at the City Creuncil level • when they adopt an ordinance which clearly states, as I mentioned -- each, one of those sections I pointed to is a Council -dictate for planning staff to take some action relative to a project. Now all I am asking for is bringing the employee parking up to an acceptable standard, Now if he wants to negotiate about every seventh space, okay, we are negotiable there. If he is worried abo. u the asphalt breaking off, actually the entire project should be brought up to code and the entire parking lot should be paved. Now that's in the code also , o I think that we took a reasonable approach, to this thing. This will allow the company, to maintain tighter control over wastes compared with washup at commercial truck tank washer the present procedure. This will not increase the companies profitability. The City' s staff recommendation will increase the project by , about $30,000. Georgia - Pacific has already agreed to cover the facility at a cost of $17,000, to eliminate rainwater flow to the Unified Sewerage Agency, although this will not improve ' � performance of the wash facility. The site is not visible from the surrounding highways - 72nd Avenue, 1-5, 217 . The area is zoned M-2 heavy industrial, and it is surrounded by industrial facilities that do not have parking areas meeting the City' s staff recommended requirements. Further, Ord. 70-32 S190 - 2 (a) , 1970 states "In case of enlargement of a building or use of land existing on August 24, 1970, the number of parking and loading spaces required shall be based only on floor area or capacity of such enlargement. " .i ; Since the facility was built and paved prior to 1970, only one additional parking space should be required. Georgia-Pacific will provide appropriate training and keep in its employe at least two people who are qualified to operate and maintain a biological treatment plant, in addition to being responsible chemical handlers . 2. Wastewaters to be treated by the biological plant will be restricted to truck tank washings in dilute form to insure that the plant will --- perform adeq 'tely; no other waters or waste will be allowed, 3. All concentrated truck washings and resin retains wi l l be disposed of at suitable land or hazardous waste disposal sites , or recycled. 4. (b) Establish and maintain required lines and grades, including crown and cross-slope, for each course during construction operations. 2.6 .2 Job Conditions • (a) Weather Limitations: do not apply prime and tack coats when temperature is below 50 degrees F or when base is wet. Check subgrade for conformity with elevations and section immediately before placing aggregate base. 2. Place aggregate base material in compacted layers not more than 6" thick. 3. Spread, shape, and compact aggregate base material deposited on the subgrade during the same day. 4. Compact aggregate base course material to not less than 98% of the standard proctor maximum dry density. (b) Leveling Course: 2" after proof rolling . (c) Soil Sterilant: apply borate-chlorate soil sterilant to finished leveling course in accord with manufacturers recommendations, approximately 4 pounds per 100 square feet. (d) Proof Roll: 1. This section covers the materials and work necessary for the instailtion of concrete foundations and concrete work. 3.2 MATERIALS All concrete work and materials shall be in accordance with ACI 301-72 (Revised 1975) , Specifications for Structural Concrete for Buildings, except as modified below. Concrete and steel reinforcement shall be provided by the Contractor. 3.2.1 General (a) Any area of concrete found to be defective after the removal of the forms or not conforming to these specifications, shall be called to the attention of the Owner who may require repair or reject the concrete unit partially or in its entirety. Rejected concrete shall be repaired or replaced by the Contractor at no cost to the Owner . (b) Transporting and placing of concrete shall comply • with ACI 3043R-15 Recommended Practice for Measuring , Mixing Transporting and Placing Concrete. • (c) Pla cing conc rete in c old weather shall co nf orm tL ACt 306-66 Recommended Practice for Cold Weather Concreting Cold weather is any time temperatures occur within the condition of ACt 306-66 . (d) All concrete work performed in hot weather shall be in accordance with ACI 605. Contractor shall furnish all materials covered by this section. 5, 2.1 Carbon Grade Steel ( Carbon grade steel for all-purpose riveted, bolted, or welded constructions shall conform to ASTM A36 . 5.2. 2 Circular Washers for Common Bolts These washers shall conform to ANSI B18 .22. 1. 5.2. 3 Beveled Washers Beveled washers for American standard beams and channel shall be square or rectangular , shall taper in thickness, and shall be smooth. 5.2.4 Steel Bolts and Nuts These shall conform to ASTM A307, or as noted on the drawings, ( 5.2.5 Welding Electrodes and Rods 4 1 All welding of structural steel will be d one with E70XX electrodes, in accordance with AWS 0l.1' 5 .3 TANX DESIGN 5.3. 1 General The Contractor shall furnish complete design design calculationS, and shop and erection drawings for the work required under this specification. Surfaces to be welded or bolted shall not be coated within three inches of the connection prior to erection. Surfaces shall be thoroughly dry and clean when the paint is applied. No painting shall be done I . in freezing or wet weather except under cover; the temperature shall be above 450E 'I but not over 900F Paint shall be applied in a professional essional, L manner, and all joints and crevices shall be coated thoroughly. Surfaces which will be concealed or inaccessible after assembly shall be painted prior to assembly. Shop paint specifications shall be submitted to the Owner for approval prior to painting. The qualifications of welders and the duration of qualification period shall be in accorcance with the requirements of AWS D1.1. Any welder found to be producing unsatisfactory work even though he has passed qualification tests shall be immediately recertified or replaced with a qualified ed welder. 5.5.2 Visual Inspection of Welding � Visual inspection of welding may be required while the --) operators are making the welds and/or again after the work is completed. After the welding is completed, welds shall be hand or power wire brushed and IP thoroughly cleaned before the inspector makes the check inspection. Welds shall be inspected with magnifiers under strong, adequate light for surface cracking, porosity, slag inclusions, excessive roughness, unfilled crater, gas pockets, undercuts, overlaps, size, and insufficient throat and concavity. . q 5. 5.3 Correction of Defective Welds Weld areas containing defects exceeding the standards of acceptance in AWS D1.1, shall be corrected at the Contractor ' s expense and in accordance with AWS D1.l Section 3.7. Minimum sizes of ribbons shall be 3/32 inch by 1/2 inch for rectangular • areas and 1/4 inch diameter for circular areas. All joints at accessories and flashings shall be sealed in a manner similar to the sealing of sheets and panels.
