• An auxiliary right-turn-in/right-,.turn-out driveway was
approved under Permit No. 27166 as part of the Pflaffle/
78th Street construction project. This access has not
been, constructed yet as there has been no development
of the parcel west of 78th Street.
A recent investigation of the access site in the field
has revealed that there will be an access and grade
conflict with the existing motel drivew •y. This memo
is to advise those concerned that there will need to
be plan changes made to resolve this conflict prior to
further construction along this frontage.

Dear Aldie:
Enclosed is a copy of a letter from Portland General Electric Company
outlining the underground conversion of utility lines aloag S. W. Pacific
Highway on the above referenced property. As you will note, before any
land acquisition, which is approximately 20,000 sq.ft. , has taken place
the cost is prohibitive and in excess of $900,000.00.
As we have had many conversations on this question, it is my understanding
the city shall allow the development with the exclusion of Item No. 10,
i.e. , placing the utilities underground as referenced in the site design
review letter from the city dated September 30, 1980, and acknowledged
by the undersigned October 23, 1980..
If this is contrary to your understanding, please contact the undersigned .
immediately, otherwise it is assumed Item No. 10 as referenced above is
waived.
Regarding the system development charge imposed by the City of Tigard,
it is our understanding we may credit the cost of construction of the
m street to be known as Dartmouth Street, and the half-street improvements
along S. W. Pfaffle against the normal systems development charge. If
the above costs are in excess of what the system's development charge
would be, the charge will be abated. If those costs would happen to be
less than the normal system's development charge, the developer would
pay the difference. Again, if this is not to your understanding, please
contact the undersigned.

The procedure for determining the cost of replacing overhead
transmission and distribution facilities with underground , is out-
lined in our PUC Tariff #E-11, (copy enclosed) .
The preliminary estimate for R. A . Gray Company to have PGE ' s I;
existing overhead facilities placed underground along S .W . Pacific
Highway, 700 ' South of S .W. Pfaffle Road is $541, 500, plus property
acquisition costs . Of this figure, $361 , 300 is for concrete en-
cased conduits and necessary vaults, which may be purchased and
installed by R. A . Gray to PGE specifications . "
Two above ground termination facilities are required to tinder-
ground the 115, 000 volt transmission line. Each requites a parcel''
of property of approximately 10 ,000 square feet , one at each end of
the project. The acquisition costs are not included in the above � �°
figure, due to the inability to forecast the market value or avail-' �, '
ability of suitable property.

This proposal recognizes the following important design ,constraints:
1. The site has high visibility from S.W. Pacific Highway? a major
traffic link from Portland (I-5) to Tigard, Beaverton, and
westerly suburbs.

2, The site is awkward in configuration containing acute angles and

curves imposed by a proposed bisecting street.
3. The site will be divided into 2 parcels with a Lew street (60'
R.O.W.) and signalized intersection.

4. Surrounding occupancies include highway commercial (south) and
i residential (north & northwest) .
The design solution consists of 2 buildings (one on each parcel) set back
the maximum appropriate distance from S.W. Pacific Highway. Customer access
to each site is from the new connecting street (no direct access from the
highway) , The buildings shield the residential areas (+north & northwest)
from customer parking lots and storefronts. The north and northwest exposures
i feature intensive screening landscaping and building elevations of solid
cedar siding, brick plaster @ 20' o.c. and fully screened roof mounted mech-
anical equipment.
The architectural style of buildings is intended to exptess a conservative
high quality and slightly classic appeal, through the use of vaulted brick free-
standing ;columns, visually weighted cornice and slanted ribbed metal mechani-
cal screen.
Landscaping is extensive, featuring large lawn areas, large deciduous trees
and low evergreen shrubs around parking areas. Perimeter buffer areas contain
hedge grow evergreen shrubs and trees .
