Applicant has requested access to the project via the improvement of SW 70th. At
the south end of the proposed SW 70th, 30 square feet has to be dedicated by

Portland Federal Credit Union (see attached map) . The applicant will be
required to pay for all necessary improvements to the street. The applicant
must also apply for a variance to allow 70th to be improved to a narrower
width than City standards permit.
STAFF RECOMMENDATION:
Staff recommends approval subject to the following conditions:

this development by the City of Tigard have been satisfied and inspections
verifying this have been ca' led out 1py the appropriate department.
2. No changes will be made to approved plans or specifications unless formal

SHEET 1
Consists of vicinity map locating site and a basic tree mass showing
tree locations in relationship to development. We have had all trees 4"
and larger in diameter survey on-site, A copy of this survey is attached.
Our tree count is as follows:

have the least impact on the tree cover also yet provide orientation to the
- "front" or north entry from S.W. 70th Avenue.

Landscaping: It is our intent to maintain as much of the site as possible
[ in its natural state, The undergrowth will be "brushed" removing blackberry
vines and undesirable undergrowth from the site The tree cover will be left
as is in its basic natural state outside the immediate confines of the build-
ing and parking areas, '

Oregon grape, salal, other natives to the area. We may try to inject a
few spots of color with azalea and rhododendron. Landscaping piano have
, . been prepared by the landscape architects Beighley/Krause and Associates
'
and are included in these drawings. The areas immediately around the
building will be provided with an automatic irrigation system. We expect
to keep irrigation to a minimum as we do not want to disturb the natural
growth cycle of the tree cover. Too extensive irrigation and watering
would affect the existing tree cover and lead to die-off of trees.
SHEET 2

Indicates the roadway system and utilities. S.W. 70th Avenue would become
a curbed paved street. On-site paved roadways would be asphalted and
curbed. We have spent considerable time trying to reach agreement with the
Federal Credit Union for street development to no avail and desire the
street developed as a public right of way. See attached letter of request
dated 15 August 1980.
SHEEW 3 provides tree survey for the site.
SHEET 4
Provides field survey of S.W. 70th Avenue right of way indicating its
relationship to Hampton Street and to the site. We have reviewed this

with Washington County Public Works concerning the juncture of 70th Avenue
with Hampton Street and with the City of Tigard Public Works. It is our
' understanding that Hampton Street will be improved in the next 2 years and
' an interim asphalt connection will be satisfactory,
SHEET 5
Shows landscaping and irrigation plans. As mentioned, landscaping will
occur in and around the building area. Remainder of site will be in a
natural state. Grades will be left virtually intact, The floor elevation
is 236 feet which coicides with grade line 236 running through the site.
Minimal backfill will be provided around the building.
Grade at the building will be allowed to slope as the existing grade slopes
gently down towards the c7eek at the northeast side of the building.

Dear Mr. Currie:
. This letter is to request review and to petition for development of
S.W. 70th Avenue from S.W. Hampton Street approximately 500 ft.
south to the northerly line abutting Farmers Insurance property.
This request is a result of several factors which I will enumerate
. as follows:
, . .
Farmers Insurance have developed plans for 8 Drive In Claims Office
to be located on this particular quadrant of their existing undevel-
' oped property. This claims office is one of several being constructed
0 in the Portland metro area to more conveniently serve customers who
have had damage and require claims adjustment for their vehicle.
. .

• The main intent of the claims office is to act as a location to . • .
. which the customer may drive the automobile to have the damage assessed
, ' and a value set as to the cost of repair. This allows the customer
the option of visiting one place for damage assessment instead of
, .
having to travel to several garages for various repair estimaLes. .
This is a big factor in saving a customer's time in visiting garages
as well as conservation of fuel in the process. These claims offices . .
have proved to be extremely satisfactory and an efficient way to

handle customers claims.
This particular facility was located here with the concept in mind .
that a street could be developed as indicated (see the utreet devel- .
. . opment Drawings attached for your use). The orientation of the
building is such that Farmers Insurance Group would plan to provide
. , on-site parking, extensive landscaping and construction of the
. ,
facility and street extension at their own expense, They are willing
to spend the funds for street improvements as they want to provide
. . not only a facility for customers but one that is attractive and
• convenient at the same time.
Considerable money, time and effort has been expended in developing
this site with the consideration that the use of S.W. 70th would be ,.• , . .
available. We hsve approached the Federal Employees Credit Union in •,
',.., -
June/July on several occasions in good faith to try to work out a
mutually satisfactory agreement for vacating the street, with this 1
street then being developed as a private access drive. All of these , -,
efforts have failed to date, which has set our time-table for con- .
struction behind, As you can see from the Drawings it is a logical ,

extension of and use of the existing right-of-way,

Several other factors for maintaining this access are as follows:
1 . The sanitary sewer line extends down S.W. 70th Avenue
as well as an 8" water line. Both utilities are
available and have been scheduled for hook-up to
the new facility.
2. In addition, existing electrical service and telephone
service are available at Hampton Street and would be
extended down this right-of-way into the property.
We have reviewed the access with Mr. Joseph Greulich of the
Tualatin Rural Fire District. Mr. Greulich has found, in our
initial discussions that the access is adequate and because of
the size of the development (a 5,000 sq.ft. structure) that there
would be no problems with access nor with the particular circu-
lation as shown. The one point Mr. Greulich did mention was that
it would be most desirable to have a 24' street width in place of
our proposed 20' width within the 30' right-of•-way.
Farmers Insurance is quite willing, and our general consensus is
that Mr. Greulich is correct and a 24' wide street would be devel-
oped. We understand that the 24' width is less than City standard
development widths of 32' to 34' . As the existing right-of-way is
now 30'-0" maximum it was felt that:
1 . We would not be able to meet the 32' to 34' width
as our right-of-way is not wide enough.
2. Since the street basically becomes a dead end street
into the adjacent property the traffic use of this
street would be restricted and minimal.
Traffic use would include a maximum of 25 employees that would use
the facility plus an estimated customer use of approximately 10 `1
•
vehicles per day in and out. This then is a total of approximately 1.
70 trips in and out to the facility per day, 5 days a week.
We further understand that the previous vaction of Irving Street
creating a 30' X 30' block of land at the south end of the pro-
posed street dogs in effect belong to the City as a condition of
. the Irving Street vacation accomplished a year ago by the Federal
Employees Credit Union.
The Farmers Insurance Group has reviewed all the alternate methods
of approach to the site and feel that this i

being 'held and have been for the last 2 months we are petitioning
• the City at this time to proceed with development of this street.
The time delay has caused considerable expense and with the advent
of the winter season approaching, this may cause even, more delay 9
project before the ro ect could' b e completed.
Please advise as to the next step necessary towards petitioning for
street improvement through the City.

Reviewed Tigard site. Brian indicated that the access from 70th street
would be the one to use. We are to proceed w; negotiations with the
two adjacent property owners to review and come up with acceptable solu-
tions for access to this site. Negotiations to purchase the 30' by 30' strip
necessary at the end of 70th to be dealt with by Farmers Insurance and
the Federal Employees Credit Union, Owners of the Property. I will ask
the Owner to assign a value to that piece of property.
North Portland site drawings are acceptable with changes as reviewed and
discussed.

Next order of business will be to redesign Tigard site layout with orienLa-
. tion toward the 70th street access with revised parking. A secondary exiting,
would still be maintained through the existing parking area. The two
• adjacent property Owners are: •
East side Federal Employees Credit Union -- Mr. Eldon Hookstra
West side R & B Enterprise Commerce Plaza -- Mr. Cline Martin
Will need landscaping plans for both sites.. Tom Bronson indicated some e
dissatisfaction with previous landscape architect who had previously done
the landscaping drawings. We Will be using different landscape architects,
probably Beighley/Krause. Can tie into the existing automatic irrigation
system and existing controller at the Tigard site. Indicated basic land-
'
soaping at Tigard will be left natural with some landscaping around the
building. North Portland site will be fully developed with landscaping.
Will proceed with getting survey for the access road in for the Tigard site.
• Will discuss with L. R. Squier, ,Geotechnical Engineers concerning soils r'
test for the Tigard site, and let Brian Hodson know what the cost for this �y •
study will be.
Time Line: would like the Tigard development under construction and finished
as soon as possible. The North Portland Site is not as critical: Indicated f. ,
some time lag due to access determination, therefore, it will probably, be
the 1st of August or thereabouts to put on street for bidding.

Brian will investigate getting additional specifications for the project. ,
Reviewed specification criteria and very definitely have the feeling that ; '
they prefer the local products as would be necessary for holding down costs.
Color schedules as shown come fairly close but not necessary to stay exactly
to those schedules.
