This request was for a Planned Development (PD) designation for the two zones included in this parcel - C-3 General Commercial and M-3 Light Industrial. This project went to the City Council. as Ordinance 78-77, on November 27, 1978 and was approved. (Ref. file ZC PD 3-80 Park 217 Business Center. ) No development took place on site and the property changed hands. In December of 1979 , Trammell Crow, Mr. Bruce Hosford, requested a one year extension of the PD-ZC 36-77 . The Planning Commission approved this extension. r Trammell Crow applied for a major change in a General Plan (PD) review in February of 1980. On March l8, 1980 the Planning Commission approved, the application and added a condition "18 . Prior to the start of construction on Phase II, applicant shall submit to the Planning Commission a list of proposed commercial uses. " On May 12, 1980, the City Council reviewed this project and amended Ordinance 78-77 which included conditions of development. This amendment became Ordinance 80-38. A Site Design Review application was made (SDP 12-80) on June 6, 1980 and construction followed . The first major tennant was the SOYA Furniture warehouse, followed by several other retailers, a John Deer Tractor sales and service outlet and then Smith's Home Furnishings warehouse. Recently Trammell Crow notified Staff of its intention on to start Light i, construction of Phase II, zoned M-3 Industrial. Under the code section 18 .48 ,010, warehousing Wholesale distribution or sale businesses are allowed. It is clear from the original approval that the applicant asked for a combination of uses for this site, and was granted the necessary approvals . Condition 18 was added to insure that Phase II be reviewed. Staff recommends that you authorize uses as "adjusted" and subject Phase II to Site Design Review. The actual design and dimensions of these signs are under review. B. Directory. We propose to install one single-sided directory (enclosure 1, #3) for the park. Again, design and dimensions are under review. . . 2. Tenants' Identification. We require that all tenants comply with Chapter 16.36 of the Tigard Municipal Code. The key provisions of this chapter are that no sign shall exceed in area 10% of the building frontage occu- pied by the tenant, and no sign shall project above the wall to which it is attached. Ih addition to complying with City regulations, all signs must meet our approval. We will not allow signs painted directly on the Walls; insisting instead, on raised letters. (, 410 TRAFFIC VOLUME IMPACTS The measurement of a roadway's ability to process the demand of vehicles is expressed as Levels of Service. These various levels are defined in Exhibit 1 . The maximum Level of Service (E) is known as "capacity". The capacity of a roadway is measured at the location of least capacity, such as inter- sections. The 'T' intersection of Hall Boulevard and the proposed access road represents a point of least capacity. Based on recent research of non-signalized intersection capacity, various levels of service and associated traffic volumes were calculated and tabulated in Table 3. The maximum hourly (one-way) traffic volume floe (P.M. Peak Hour) on Hall Boulevard is 625 vehicles, with 16 vehicles estimated to turn left into the proposed site. The maximum hourly one-way flow on ORE 99W is 1 ,840 vehicles with 32 vehicles turning left into Garden Place. Comparing these volumes to Table 3, the present levels of service on Hall Boulevard are at ) Level of Service C, and Level of Service D on ORE 99W. Careful analysis of traffic operations and other factors at a large number of signalized and unsignalized intersections, coupled with the judgment of experienced traffic engineers, have provided the basis for the establishment of the MUTCD Warrants that define the minimuw Conditions under which signal installations may be justified. ' A” 4111) The projected total 8-hour volumes (1980 volumes plus estimated traffic gener- ' ated) entering the intersections were evaluated against the minimum criteria in the MUT'CD Warrants 1 and 2 to determine whether signalization would be justified upon completion of the park. The volumes summarized in Figures 1 and 2 have been correlated in Tables 4 and 5, relative to the minimum 8-hour • , volumes required for signal warrants 1 and 2. As a comparison of Tables 4 and 5 indicates, the main streets satisfy the warrant requirements, but the side streets do not. Therefore, no signals are required' at this time. I It is estimated that the park can generate an additional 1,465 vehicles per ' day before the Hall Boulevard intersection will require signalization. An additional 605 day are re trips per da required before the ORE 99W and Garden Place P q n intersection will require signalization. Figures 3 and 4 show the distribu- tion of traffic required for signalization. Tables 6 and 7 indicate the warrant requirements for both intersections. RECOMMENDATIONS A left turn lane be constructed on Hall Boulevard for left turning vehicles into the site. It is estimated that approximately 135 vehicles per day will make this movement. During the P.M. Peak Hour, it is estim ,;ed that 16 vehicles will make this movement.
