City Engineer Mike Stone will update the board on recent discussions with the Oregon Department of Transportation regarding
the Ash Avenue railroad crossing.
STAFF RECOMMENDATION/ACTION REQUEST
This agenda item is for information only. No action is requested from the CCDA Board.
KEY FACTS AND INFORMATION SUMMARY
The cityrs plan for vehicle,bicycle and pedestrian connectivity in Downtown Tigard envisions the extension of Ash Avenue above,
below or across the rail line.A recent meeting with Crossing Safety,Major Projects,and Planning section staff of the Oregon
Department of Transportation Rail office confirmed their legal and policy approach to opening,closing and maintaining rail
crossings.
OTHER ALTERNATIVES
The City Council is considering the viability of the idea to close a rail crossing elsewhere in the city in order to allow an at-grade
vehicle crossing at Ash Avenue.Alternatives to this approach include eliminating this concept from consideration and weighing the
relative costs and benefits of finding another way to cross the rail line to achieve improved Downtown connectivity. This may
include an overpass or underpass.

Five-year Council Goal:Obtain Ash Avenue railroad crossing in downtown.
DATES OF PREVIOUS COUNCIL CONSIDERATION
In Fall 2011 (Executive Session),the city council was briefed about the implications of various street closures related to this concept.
