In this case, the applicant proposed to add to an existing building (1440 square feet) . The addition will be 960 square feet makin.:3 a total of 2400 square feet. Parking spaces required equal twenty four (24) . Applicant shows twenty seven (27) on site plan. SITE PLAN/DESIGN REVIEW COMNENTS: The most important aspect of this particular site is the fact that there is significant developable land to the south which must be served with transportation facilities in the near future. NPO 44 clearly outlines the need for a connection from the 1-5, Haines Road interchange west on Dartmouth Street across 72nd Avenue, then to the north to intersect with g9W. This property is the "key" to development of this proposed street system. • At this time, the property owner directly to the west (Robert Randall Company) , has approached Staff with a development proposal. This applicant' clearly understands the need for the NPO 44 street system and realizes that he Must cooperate with surrounding property owners and has agreed verbally to do so. 'Mr. Alexander, . in this case, has agreed verbally to cooperate also. One proposal is to bring the Darmouth extension to 99W through, between the Chalet Pancake House property and the Burger Boy Restatrant for a four way intersection with Pfaffle Street through the Marine Lumber Company property. At a meeting earlier this year with the people in this area, there was a great deal of ' discussion concerning this proposal. Since that time, Mr. cordon Martin has not • advanced his development plans for a large atount of property directly behind Mr. Alexander's property. staff still has the responsibility to carry through • with the NPO 44 plan for streets. staff's position is that the% Oregon Department Of Transportation must be satisfied • with any plans affecting 99W. ' ` 1. The city intends to limit the ultimate population of the -rapping area. The comprehensive plan provides for a maximum population of around 73,000 people. There are four categories of residential density, ranging from a suburban density of two families per acre to a high in selected areas of up to 40 • families per acre. This range of residential densities is intended to provide a variety of living environments that will accommodate the housing • needs of different family size and income. The density of population in- : f lutiences the character of residential areas and determines the demand for public facilities and services in different parts of the city. The citizens of the community should know the density of development that is planned for • different parts of the city as it affects their own neighborhoods. City officials need to know the demands for different public facilities and • services in different parts of the city. ;;;; • A 2. The comprehensive plan recognizes the established character of existiir.g neighborhoods and seeks to preserve and enhance existing neighborhood values. .Future development proposals should be sensitive to the concern of 'citizens for their own immediate environment as well as to the well being f of the city as a wholes . A. 3. The comprehensive plan takes advantage of the natural features that give Tigard - , _ distinctive character and quality. These include topographic' futures such as Bull. Mountain, Little Bull :Mountain and Fenno Creek: Fenno Creek and its tribUta ry streams provide natural drainage way s and make possible a system of greenways connecting various parts of the city. ° The comprehen,sive - plan recognizes the potential of greenways in enhancing the livability of , 0, the community. It conflicts with residential 0 values and with many of the other activities within the city.. Therefore, b. major traffic routes need to be designed and located in a manner that will, minimize these inherent conflicts, at the same time allowing motorists to reach their destinations quickly and safely. The comprehensive plan. provides for improvements in the traffic system. It designates streets and ': highways by category, and it sets standards for their design. The major street pattern indicated in the comprehensive plan will give notice as to hove the city intends to route major traffic volumes in the, future • 5. The location of schools and parks affects the livability of Tigard's residential neighborhoods. Youngsters in the elementary grades should be able to walk to school and should not have to. cross busy streets Where possible parks and schools should be developed on ad'jacent sites tied to the greenway system. While the patterns of existing development and the t-epography do not always permit an ideal arrangement of schools and, I parks, the comprehensive plan will assist the community to approach this objective. • I Page 2 - ry . The future estimated traffic assignment for Alternative) 1 is shown on figure 2: The existing street system is inadequate to serve the future traffic needs to the neighborhood. The primary deficiencies occur in the Triangle where the proposed business development creates the need for a continuous stiect,systcri . with higl•t capacity connections to the adjacent freeways and Pacific Highway. Alternative 2 • . The second alternative proposes a street system designed to carry projected future traffic volumes and to provide adequate vehicular access to all properties located wi thin the neighborhood. The most notable features are a connection of Pfaffie ', and Dartmouth to form a major east-west link between Pacific. Highway and 1-5 and a loop street which would provide access to the land west of 72nd. • PHASED DEVELOPMENT OF THE STREET PLAN • , . Constructidn of the proposed street system represents the most ,subst_antial public facilities costs which further development of the neighborhood require, The • • most. efficient method of constructing this system is in phases as development oc- curs. Therefore, development will be permitted in those portions of the neigh-- ( boyhood where the street system has been improved to meet the increased traffic demands. This phasing of development to coincide with the provision of adequate streets will assure that the traffic demands resulting from further development will not exceed the carrying capacity of the street system. Polity 32. The rezoning of property to more intensive uses (or City design approval of projects on previously rezoned properties) will only be per- mitted on parcels served by a street improved to urban standards. The street must be fully improved from the subject parcel to the nearest freeway interchange or Pacific Highway connection. The primary implication of Policy 32 is that the separate property owners will have to work cooperatively toward upgrading the streets serving their properties..' This can be accomplished by the local improvement district process which qualifies the property owners for low interest, long-term financing. In addition, retirement of the bonds sold to finance the street inpro:Yements could come from the proceeds of the tax Increment financing method discussed on the following page. I I. In this case, the applicant proposed to add to an existing building (1440 square feet) . The addition will be 960 square feet making a total of 2400 square feet. Parking spaces required equal twenty four (24) . Applicant shows twenty seven (27) on site plan. SITE PLAN/DESIGN REVIEW COMMENTS: The most important aspect of this particular site is the fact that there is significant developable land to the south which must be served with transportation facilities in the near future. NPO #4 clearly outlines the need for a connection from the 1-5, Haines Road interchange west on Dartmouth Street across 72nd Avenue, then to the north to intersect with 59W. This property is the "key" to development of this proposed street system. • At this time the property owner directly to the west (Robert Randall Company) , has approached Staff with a development proposal. This applicant clearly understands the need for the NPO #4 street system and reali:8es that he must cooperate with surrounding property owners and ha S agreed verbally to do so. Mr. Alexander, in this case, has agreed verbally to cooperate also. One proposal is to bring the Darmouth extension to 99W through, between the Chalet Pancake House property and the Burger Boy Restaurant for a four way intersection with Pfaffle Street through the Marine Lumber Company property. At a meeting earlier this year with the people in this area there waS a great deal of • discussion concerning this proposal. Since that time mr. Gordon Martin has not advanced his development plans for a large amount of property directly behind Mr. Alexander's property. Staff still has the responsibility to carry through with the NPO #4 plan for streets, Staff's position is that the Oregon Department of Transportation must be satisfied ' , with any plans affecting 99W. Copies are available at City Hall at no charge. • 3n Read (attached) the "Instructions for'Completion of Street Impotrement/Excavation • Permit Form"; then complete items numbered one (1) through five (5) on the application form. The owner and lessee of Tax Lot 1700 which is the Chalet Pancake Restaurant property have agreed to make .03 of an acre of their property available for the . roadway in return for access to the roadway from the south line of their property via a parking lot service drive. If the owner of the Burger Boy Restaurant was , , required to provide the same amount of property in return for the same type of . access, as a condition of obtaining the Conditional Use Permit he presently needs or future design approval for some other use—then a 70 foot right-of-way minimum could probably be obtained at minimal cost and dispute either , . voluntarily or through eminent domain. .. . : The Comprehensive Plan shows the connection through Tax Lot 1301 with Pfaffie . • • realigned to said location. Correspondence with the Oregon Transportation ., Department appears to expect that the city will guarantee the Pfaffle realignment at such time as west bound left turns into the "Triangle" reach 250 ' per hour. Therefore, it appears that before the connection can be made to Pacific . • Highway at Tax Lot 1801, the City must require the proposed redevelopment of • the "Marine Lumber Company" property to include realigning Pfaffle. The importance of immediate action is that if the City as a condition of ' redevelopment of the "Marine Lumber" prr perty, does not require the realignment • • of Pfaffle then it would seem mandatory that the connection be made through Tax Lot 1900. This as explained above through failure to prevent paving of Tax Lot . 1900 until the roadway problems were all resolved would place the owner of the ,... . Burger Boy Restaurant in the position of controlling development of the Triangle". Such owner's past track record in regard to prices and cooperation, • . ' and his statements to the effect that this ''Triangle" situation is one chance in a . life time--would appear to make it likely that construction of the roadway would , be inequitably expensive and difficult for everyone. I. it is difficult to answer the question of whether a "T" intersection or a full " . . , . . ' intersection would be best from strictly a traffic viewpoint because of the high volumes of traffic on Pacific Highway. If there was sufficient space on Pacific to . accmodate the volumes of traffic that could enter and leave the "Triangle" area • , via the Dartmouth "extension" during its allocated green time, then the "T" intersection would be unquestionably best providing it was at least 700 feet from i ; •,., another intersection. , . However, it L not uncommon to observe periods where no west bound space is available on Pacific Highway during P.M. peak hours ih the vicinity of the , 1 . ( proposed "Dartmouth extension" intersection. In this type of circumstance the full intersection would be better because it would allow traffic, that did not have space to proceed on Pacific Highway, to proceed instead on Pfaffie. This .' opportunity to proceed on Pfaffle would be particulary important if the proposed . i. h., new connections to Highway 217 are not constructed. Since: (1) whether or t'.4`zot , . the proposed road connections to Highway 217 will be made, will not be known in the immediate future, (2) existing buildings preclude eXtending the existing ' • , Pfaffle south, (3) the Oregon Transportation Department is requiring realignment , ..,„,_ of Pfaffle when left turns off of Pacific Highway reach 250 per hour; decisions must be made now to prevent the possibility of losing the ability to construct a workable intersection. ,,.. . ‘,. ■,, • .2. , .....
