Mr. Baber was also i ven a copy of CH2M-Hill 's l 's October 1 3, 1978, given report, dated which states that the wetland's designation will not represent an obstruction to the, planned development. Site Location: 15605 S.W. 72nd Avenue • Site Designation: M-3, Light Industrial Zone Site Description: The site is a flat field (approximately 1% grade) with a 'natu!ral drainage flow to the southwest corner of the site. The runoff then flows into Fanno Creek. The only vegetation is some small perimeter' g p. trees of little value. The site area is a wet lowland and may have a seasonal water table within 18" of the ground surface. Proposed Use: The applicant is proposing to build a 121,550 square foot moving and storage warehouse. Previous Action: ZC 16-75. -- On November 10, 1975,. the Tigard Planning Commission approved a zone map amendment for annexed parcels. • S 5-78 -- On August 9, 1978, the Tigard Planning Department approved a 6 lot subdivision subject to Lhe following conditions. 1. That the Southern Pacific Subdivision street be dedicated to the public. 2. That adequate fire protection be installed in accordance with the recommendations of the Tualatin Rural Fire Protection District. 3. That a variance for increased cul-de-sac length be approved prior to Planning Commission approval of the final plat. 4. That a drainage plan be approved by Tigard Engineering Department prior to installation. h I V 9-78 _j On September 26, 1978, the Tigard Planning Commission approved , a variance request to extend the length of a cul-de-sac 65 feet beyond the 400 foot limitation: Required Parking: Proposed "Unit 121,550 square feet - required parking 1,500 square feet/1 parking space - 121,550 square feet/(1,500 square feet/1 parking ng space) ' 82 parking spaces. Due to nature of proposed use, 82 parking spaces are unnecessary. Therefore, the allowable site design review variance of 20% is being ,'xercised to fit site need. The plans reflect the 20% reduction in parkin, spaces and thin equates to 65 parking spaces for the sate The applicant will be required to pay the fee for 65 parking spaces, Site Plan and Architectural Review. The applicant is proposing to build a 121,550 square foot moving n and storage warehouse for furniture The unit will be constructed utilising 6" concrete, tilt-up panels, The panels will have a ,,varied textured surface which should help reduce the impact of a large, flat facade commonly associated with buildings of this type. The 'building will have 18 loading/unloading docks for trucks on the east face • • • • • H ' Pae2 Tigard Design Review SDR46-78 and seven loading/unloading d docks for rail cars, o n the west face. requirements a I The proposed landscaping meets all the setb ack and should work well within the Southern Pacific Subdivision. The parking and loading areas will bI e reasonably screened by a three foot berm around the perimeter of the site. The berms will be I'.planted with grass and crimson kin g pa les norwa Y maples (planted, 'll 30' on center) on the crest of the berms. Staff Recommendations: It would be,highly advisable to run extensive soil tests due , to the characteristics of the land so extensive foundation sinkage and structural damage can be avoided. ` . Staff Bindings: Staff recommends approval subject to the conditions specified in S 5-78, and 'the following Site Design Review conditions: is I I I 1 L The proposed drainage system is subject to approval by the Building Department. 2. Metal canopies (earth—tone coloration) shall be installed over the 18 truck loading/unloading bays on the east face of the warehouse. This is in keeping with previous planning policy with d buildings of this magnitude, as well as, lessening the impact + " of the flat 650' face of warehouse. Also, due to the extremely E, wet winters, the canopies will provide greater protection for loading dock personnel and the client's goods. 3. A five foot widewalk is to be installed on the north side of the site as indicated on the submitted site plans. 4. -wa I . The applicant shall dedicate 10 feet right—of for future y widening. of S.W. 72nd Avenue to 60 feet 5. The request states that this trailer is to serve as a lunchroom for the existing employees. The Director has approved the modification as proposed. This type of modification requires the City to assess a Transportation Impact Fee. I have estimated the fee to be over $300 for this expansion. The Building Department can provide you with an exact amount and also calculate the total for other related fees. Because you applied for Minor Modification approval prior to July 1, 1996, you also can apply for a T emporary Use Permit under the $50 fee up to one week beyond the July 1, 1996 fee increase. By doing so you would avoid the Transportation Impact Fee. As We discuss e d the Temporary Use Permit would allow tee n p ors rry trailer set up for than one year with up to a one year extension. A Temporary Use Permit • will also take approximately four weeks to complete if no appeals are filed. set the If h' Modification . Minor approval please trailer up under this resent a o copy of this letter with M©` " choose to rater p p . py ith any request for Building, Electrical or other related permits.
