I stated that I had specifically pointed out the ordinance
requiring a conditional use application for such a change of Use

location and the previous attempts to improve and change the use

Dear Mr. Alexander.:
Please be advised that the Planning Director on May 25, 1979 approved your
request for site plan and design review for an additional parking lot serving
Burger Boy Restaurant.
This approval is subject to the following conditions
1. In the interest of safety and efficiency the number of highway

access points shall remain as they exist.
2: • Landscaping of the slope (adjacent to Pacific Highway) is acceptable
if kept to a maximum of 3 feet high to eliminate any sight distance
problems. In addition, the parking stalls abutting Frontage Road
shall be effectively screened from the public right-of-way by a two
foot landscape strip along the property line.
3. There shall be no curb or sidewalk constrUction along Pacific
Highway as requested from the State Highway Department in reference

SITE PLAN AND DESIGN REVIEW
The proposed site is zoned C-3 and designated Highway Commercial on the
NPO #4. Plan. The property is adjacent to Pacific Highway and surround-
ing land uses include a vacant lot to the south and the existing Chalet;
Restaurant to the east, The project is in conformance with all setback,
landscaping, drainage, access and parking requirements. In terms of
. / ' developmental constraint on the parcel, it may be duly noted that the
site is situated within one of the proposed alternative 60 foot roadway
as illustrated in NPO #4 Plan, Figure 3., providing a connection of
Pfaffle and Dartmouth Streets to form a major east-west link between
Pacific Highway and I-S. Future alignment of the proposed intersection
will be determined irregardless of the parking lot improvement.
STAFF RECOMMENDATION
Staff recommends approval of the preliminary site pnd design plans
subject to the following conditions:

Dear Hillary:
I was contacted by Dave Larson of Waker Associates regarding
a permit for constructing sidewalk adjacent to the Burger Boy
Restaurant parking lot. In checking this out we found that
the site is adjacent to a proposed roadw-�y to a large planned
development. Since the future roadway will require a major
intersection reconstruction, I don't believe that it would be
practical to construct a sidewalk and curb which will have to
be removed.
Landscaping of the slope is acceptable if it is kept to .4
maximum of 3 feet high to el i mtnate any sight distance problem.
