This approval is subject to the following conditions: 1. That the applicant sign a nonrsmonstra.nce agreement for future street improvements to Hunziker Road. 2. No changes will be made to approved plans or specifications unless formal application is made to the appropriate department and changes • are approved by that department. Application for changes will be made in writing and shall include applicable drawings, engineering specifications and other details requested by the department. No con- struction shall take place in these instances until after the changes have been approved. Any deviation from this condition will result in the immediate posting of a stop work order on the project or any portion of the project. Main Street Tigard, Oregon 97223 • ' ' Attention: Hillary McKenzie Subject: Hallberg Office Complex Staff Report April 3, 1979 Deer Ms. McKenzie: In reference to the Design Review Staff Report of the Hallberg Office Complex we would like to request that the landscaping in the parking area remain as submitted in order that we can main- . tain the maximum number of parking areas. It is our feeling that an office complex of this nature needs more than -he required number of parking areas. We would also like to point out that • the landscape plan indicates an excellent combination of plant- ing in relation to the buildings and the site, and we feel that • to leave the parking area as it is will in no way detract from the project. We plan to replace the missing arborvitae hedge on the South prop- erty line with one of the fotina varieties which should give us a sight-obscuring hedge very quickly. Apparently the existing hedge, as well as many of the other plants which were to have been reused • in the new landscaping plan, were removed by County personnel; how- , ever, it is the intention of the Own0r to replace these. Gentlemen: We propose to water the landscaping on the subject site with garden hose and sprinkler and we choose this method as opposed to an underground system for several reasons. Since we will be the owner operator furnishing full service space to our tenants we will have personnel on site a great .deal of the time. This allows us to attend to sprinkling while doing other things. It is also our experience with other commercial properties we now own and manage and that do have underground systems that the cost of maintenance far exceeds the old fashioned hose system. Vandalism has caused us to abandon the underground system at one complex. Finally, it is much less expensive to � provide f acilat ZeS for manual irrigation a s co m pa red to under g round. In fact we would be in favor of said improvement using the LID Bancrofted concept. We would be opposed to any design that would remove the two accesses to our property as these are vital. Finally we question the need for any improvements as we understand • • . the State of Oregon proposes some change to the land they own between our property and the existing Hunziker roadbed. Hunziker, Tigard, Oregon I examined the large Walnut tree in the westerly portion of the site. This tree is in need of extensive' pruning and other repair, much of the tree being decayed and hollow. L _•rne runt ,... .0 TIGARD SITE DESIGN REVIEW STAFF REPORT April 3, 1979 Tigard City Hall 12420 SW Main Street, Tigard, Oregon Docket: Site Design Review SDR 12-79 - Hallberg Office Complex Applicant: Hallberg Homes, Inc. Location: Hunziker Road at 72nd Avenue (Wash. Co. Tax Map 251 1DB Tax Lots 101, 102). Request: For site plan and architectural review of a new office complex. Site Plan and Architectural Review: The applicant is proposing to build two 8,000 sq. ft. two-story buildings on a 1.1 acre site. The site is currently zoned commercial-professional 1 and designated as the same on the VP0 #4 plan. The site is bounded by apartments to the west, a vacant lot and houses to the south and to the north, Hunziker , Road. The project conforms to the NPO #4 plan and the zoning requirements of the site as to use and site layout. Parking Requirements: l space per 350 sq. ft. of floor area X 16,000 sq. ft. = 45.7 or 46 spaces required. The applicant proposes 55 spaces. Access to the site is adequate and would be off Hunziker Road. Hunziker Road has adequate right-of-way but no curbs or sidewalks. The percentage of on site landscaping exceeds the required 20% of total site area. However,, the landscaping around the parking area needs to be increased. The. Tigard Municipal Code specifies landscape islands of 8' minimum width placed 70' on center in parking areas or an aggregate amount and a minimum 5 land- scape strip along any lot boundary where a yard is required. Yards are required on 'loth lot lines of the parking area. The applicant has submitted to irrigation or site drainage plans at this date. The fintsh materials are acceptable. Cedar siding; and trim with a blue metal roof are proposed for the office buildings. That the applicant provide for a half street improvement to City of Tigard standards on Hunziker Road and that the revised plans reflect the improvement. 4. That elevation drawings be submitted for the east and/or west sides of the complex. 5. That the existing trees on the site be preserved especially those located in the proposed parking, and building area. These trees should be relocated and incorporated into the landscaping plan or included in landscape islands where possible. ..
