Dear Aldo :
I am writing in reference to SDR54--78 which is an office
building we are constructing on Pacific Highway across from
its intersection with McDonald Street. On January 12th,
Design Review was approved for that site with conditions.
Those conditions have been approved and Ted Millar, the
applicant, has signed the letter from Peter Green and returned
it to your office. Our concern now is that we are able to
put the King Size Photo Island in place as soon as practical.
The approved site plan has minor differences from what is
• actually in place at this time. Peter had indicated those
modificatitns would have to be done before a building permit
would be issued.
We would much prefer to modify the site at the same time as
the King Size Photo Island is being put in place. It would
be more economical and also better construction management
to follow that procedure. We would certainly watt to modify
the site prior to commencement of construction on the office
building.
If y ou concu r with this approach to the matter,i I will ,
instruct King Size to proceed immediately to obtain the '
building permit that they will need.

Site Location: Southwest Pacific Highway (wash. Co. "lax Map 2S1 3DD, Tax Lot 1100) .
Site Designation:
The site is currently zoned C-3 Planned Development (Phase II Development) .

Site Description:
•
The proposed commercial office site was graded when Phase I of this Planned
Development was initiated (Ref. Elmer's Pancake Restaurant) . The site is
bordered by Pacific Highway to the east, Eimer's Pancake Restaurant to the. south,
a duplex subdiva;sion to the west and a used car lot to the north. The site t,• �,
contains no significant vegetation
Proposed Use:
The applicant is proposing to build a 5,683 Square foot office building and, ■
a 72 square foot photo kiosk. The photo kiosk is to be located in the parking
area on the site.
Previous Action:
Zone Change ZC 27 -77 On June 13, 1978 the Tigard Planning Commission approved

Phase II of a "Residential/Commercial" planned. development (4.24 acres at' the
intersection of S.W. Pacific Highway and S.W. Gaarde) subject to the following
conditions (see attached)
1. That prior to submission for Design Review a complete storm water
detention plan, covering Phase I & II be submitted for both Oregon I
State Highway Division and Public Works Department approvals. !;

and pedestrian/vehicle access be subject to design review.

Required Parking:
5,683 square feet (gloss floor area of commercial office building)
Code requirements 350 square feet/1 parking space
5,683 sq.ft./(350 sq.ft./l parking space) = 16.23 = 17 required parking spaces
Site Plan Review:
The proposed plans show sufficient parking facilities for the commercial offices
while allowing adequate traffic circulation. The proposed location of the
photo kiosk in the parking area should not significantly affect parking or on
site traffic circulation.
The benefits of the proposed staggered building style are two fold. r'i.r-at, the

tenants will have a greater sense of individual offices, and secondly, the building
will have greater visual appeal which is most beneficial for, Pacific z-ti,ghwal .
The exterior of the building will utilize 1" x 8° cedar siding with an earth
tone stain.
Staff Findings:
The proposed site satisfies the zoning requirements, but there are still several
areas of concern: The submitted plans fail to show any fire hydrants (to be
located within 250 feet of the furthest portion of the building) . The planter
iodated west/southwest of the southwest corner of the office building needs to
be modified because it presently juts into the main access drive. A signing
program for the tenants shall be initiated and submitted to the Planning
