(Note: The NPO #7 Comprehensive Plan has yet to Plan ( ' formerly be adopted) . ,,• 2 On September 19, 1978 the general plan and program review for a planned unit development (Morning Hill) was approved with conditions by the Tigard Planning Commission (Ref. zc 5_77) . 1,,, , , 11.
