Site Location: 13599 S .W. Pacific; Highway
Site Designation: The site is currently zoned C-3 PD "Retail• Commercial-
Professional Planned Development.
Site Description:
The site is relatively flat with a natural drainage flow to the
northwest (approximate 2% overall grade) . The site has few trees
of significance with the, better species being retained.
Proposed Use:
The applicant is proposing to build an 8 ,242 square foot office
building.
Previous Action:
ZC 1-78 - On September 25, 1978 the Tigard. City Council approved
•
the zone change from C-3 (Retail Commercial-Professional) to C'--3 PD
(Retail Commercial-Professional Planned Developrttent) subject to
the following Conditions:
1. That a storm water detention plan be submitted for both Oregon
State Highway Division and Public Works Department approvals.
2 . That an agreement be obtained from the Oregon State Highway
Division accepting the storm water outfali within their system.
3. That an indirect source permit be issued by the Dzpartmentof
Environmental Quality prior to final zone change approval
4 . That a standard concrete sidewalk be installed along Pacific
Highway according to code, "
5 . That a half street improvement be made on S.W. Park Street.
6 . That the sewer will be extended at the developer's expePse
to proposed proposed

prior to issuance of a building permit.
9. That types of uses for buildings designated on the site •
plan i.e. , retail, housing, commercial office, restaurant,
etc. not change unless in strict conformance with NPO 43 Plan. .
10. That plans be approved by the Tualatin Rural Fire Protection
District for emergency access.
11. That Phase 4 be limited to "Commercial-Professional" use as that
. , term is defined in NPO #3 Plan as of September 25, 1978.
Required Parking:
8,242 sq. ft. (Gross floor area)
350 sq. ft./1 parking stall
8 , 242 sq ft./ (350/1 parking stall) = 24 parking stalls required.
Site Plan Review:
The applicant is proposing to build a 8 ,242 square foot office ,
• building utilizing a contemporary architectural style. The roof
will be comprised of a charcoal gray tile and the exterior
walls will be mostly brick veneer with the remainder being wood
siding stained in a brown earth tone.
The site provides an adequate means of traffic circulation and the
emergency vehicle maneuverability in the parking area satisfies
both the planning staff and the engineers of the Tualatin Rural
Fire Protection District.
A real area of concern is the access drive width of 40 feet. The
•
Tigard Municipal Code specifies an access drive width of 30 feet.
Any deviation from this standara will require a variance, even
though the 40 foot access drive was a State Highway Department
Requirement. It is very likely that the Tigard Planning Commission
• will grant the variance, but in the event this does not occur,
this staff report will be void and the applicant will be required .
to submit new plans for review.
Drainage plans must be submitted and approved by the building
department before a building permit is issued. Also, before an
occupancy permi t. is issued, 1H.ndscaping and irrigation plans must
be submitted and approved by the Tigard Planning Department,
Staff Findings:
Staff approves the proposed office building subject to the
conditions established by ZC 1-78 and the following:

1. A landscape and irrigation plan be submitted and approved
• by the Planning Department before an occupancy permit is
issued. ,
