Aldace Howard Diretor of Planning City of Tigard, City Hall Tigard, OR 97223 Several years ago the City of Tigard annexed the area lying between S.W. 72nd and 74th Avenues and bounded on the north by Bonita Road and by Upper Boones Ferry Road on the south. In addition, this area includes the Oregon Electric Railway Company main line track, which parallels S.W. 74th Avenue, on the west, and the Southern Pacific Transportation • Company's Tillamook Branch main tracks on the east. This area has been residential-agricultural in the past but now is moving to a more industrial type of development. Informally, the PUC staff is aware of several proposals for the construction of new public railroad grade crossings in • •, the 72nd-74th-Bonita-Upper Boones Ferry land block. It is the prospect of a number of uncoordinated requests for public grade crossings which gives this agency cause to contact you. The Public Utility Commissioner has juris- diction over all public grade crossings and the legislative guidance to reduce the number of grade crossings wherever possible. It would appear that this block of land can be ' • developed without the construction of any, or at the most one or two, public grade crossings. Therefore, we propose an informal meeting between the PUC staff and the Tigard • planning staff to discuss this matter and to explore the various possibilities. The runoff then flows into Fanno Creek. The only vegetation is some small perimeter trees of little value. The site area is a wet lowland and may have 'a seasonal water table within 18" of the ground surface. '", , Proposed Use: The applicant is proposing to build a 121,550 square foot moving and ' storage warehouse. Previous Action: X16-75 On November 10, 1975, the Tigard Planning Commission approved a zone map amendment for annexed parcels. S 5-78 - On August 9, 1978, the Tigard Planning Department approved a 6 lot subdivision subject to the following conditions, 1. That the Southern Pacific Subdivision street be dedicated to the public. 2, That P adequate fire protection be installed in accordance with q the recommendations of the Tualatin Rural Fite Protection District. 3; That a variance for increased cul-de-sac length be approved. prior to Planning Commission approval of the final plat. S 4. That a drainage plan be approved by Tigard Engineering Department, prior to installation. V 9-78 - On September 26, 1978, the Tigard Planning Commission. approved " d. a variance request to extend the length of a cul-de-sac 65 feet beyond the 400 foot limitation. 1V Required Parking: Proposed Unit 121,550 square feet - required parking 1,500 square feet/1 parking space 121,550 square feet/(1,500 square ,feet/1 parking space) 82 parking spaces. • Due to nature of proposed use, 82 parking spaces are unnecessary. The proposed landscaping meets all the setback requirements and Y/ should work well within the Southern Pacific Subdivision. The parking and loading areas will be reasonably screened by a three foot berm around the perimeter of the site. The berms will be, planted with grass and crimson king maples/norway maples (planted 30' on center) on the crest of the berms. Staff Recommendations: It would be highly advisable to run extensive soil tests due to the characteristics of the land so extensive foundation sinkage and structural damage can be avoided. Staff Bindings: Staff recommends approval subject to the, conditions specified in n S 5-78, and the following Site Design Review conditions: 1, The proposed drainage system is subject to approval by the Building Department. 2. Metal. canopies (earth-tone coloration) shall be installed,' over the 18 truck loading/unloading bays on the east face of the warehouse. This is in keeping with previous planning policy with buildings of this magnitude, as well as, lessening the impact of the flat 650' face of warehouse. Also, due to the extremely wet winters, N the canopies will provide greater protection for loading , dock personnel and the client's goods. 3. A five foot $idewalk is to be installed on the north side of the site as indicated on the submitted site plans. o future 4, The applicant shall dedicate 10 .feet, right-of-way for f t r e widening of S.W. 72nd Avenue to 60 feet. 5. S.W. 72nd AVENUE, TIGARD,' OREGON storm Drainage • The subject site is located 1. 5 miles from the mouth of Fanno Creek with, approximately 95 to 98%,ofthe Fanno Creek Drainage 5asin area lying upstream from the site The site boundary is within 200 feet of the Fanno'Creek channel and runoff from the site will have a short, direct route to Fanno Creeks • As a storm passes over the drainage basin and precipitation begins' to fall, a runoff response as seen in Fanno Creek across from the site will .n , start to pick up. The precipitation which falls on the lower portions of the basin will show up first, and the flood wave vvi l continue to build as runoff from more of the basin reaches the drainageway: Att1 � , ]�e location S � the drainage basin the application of on-site storm water retention would only serve to delay a portion of the runoff reaching Failno Creek until many more areas of the basin were fully responding. Thus effectively raising the Ipeak flow in Fanno Creek, It would therefore appear to be in the best interests of all parties concerned if all of the runoff from this site were transported to Fanno Creek as quickly as p ossi,ble to make e tvay f©r flows generated high ex up in the basin.
