Varn Street Development
Following our telephone conversation this morning concerning the
new commercial development on Varn Street, I researched our files
for past communications on the subject. Attached is a letter from
Raleigh Carothers dated April 11, 1978 to Dick Bolen, the then Plan-
,
ning Director.
The original site plan was reviewed by this office, however, it varied
significantly from the current plan. The attached map summarizes the
difference in the two plans and their effect on the proposed S.W. 72nd
Avenue ramps.
Our engineering personnel are field checking the new building location
* today. If the new site plan is accurate, it may not be possible to . •
construct the ramps without a significant adjustment. A stop-work ;°�•
order would seem to be in order.

You requested our review of the Preliminary Site Plan ,
for Daniel Meekcoms, by L. M. Bruinier and Associates',
Inc. for development of a portion of Tax Lot 800, ,
r Lot 12 in Varns Acres. This plan was received by us
from Mr. Daniel Meekcoms on April 6, 1978. .
Upon review of the plan, ODOT personnel find that it ,
. ar )ears to satisfy the right-of-way requirements for
. the current Alternative 3 but not for Alternative 3A .
• modified. The actual alternative selected will he
determined after the public hearing, which is yet to
be scheduled. Final design of the selected alternative
S may vary in details from the design shown for the
project alternative.

Please be advised that on September 1, 1978 you request for site
design and architectural review of a professional office co .lex
at 7105 S.W. Varns (Wash. Co. Tax Map 2S1 1DA, Tax Lot , was
• approved subject to the following conditions:
1. The conditions established in ZC 9-78. (see attached
• staff report - previous action) .
• 2. Access ramps for the handicapped shall be installed
adjacent to the handicapped parking stalls for easy
accessibility.
3. The elimination of the totally substandard parking
stall to create a larger entry walkway to the buildings
as well as retaining the 8 ' oak presently located
• •
adjacent to this proposed parking stall.
•
4. Al]. i)arking stalls shall be a minimum of 9'6" in
widt. as directed by 18160, 160(b) of the Tigard
% Municipal Code. The small parking areas to the south •
of the proposed buildings will be most affected by
the mandatory increase. Therefore, it is recommended
that the four parking stalls pointing northwest 1,
acquire the additional width (1 '6") by removing the
16" fir tree presently jeopardized by the proposed
abutting parking curb. And the parking stalls It
pointing northeast should acquire the additional
• width (2 ' ) by reducing the width of the walkway
(adjacent to the southern unit of the Phase I building)
from 6 ' to 4' .
A revised plan shall be submitted to the Planning Department
incorporating the, listed conditions before a building permit
• can be issued.

Site Description .
4 The proposed site is relatively flat (approximately 2% grade) with
a drainage flow from the west to the east . The western portion of
the lot is heavily treed with large firs (6" - 30 diameter, ) . The
central portion of the lot contains more large firs, oaks (6" -
• . 12" diameter) , cotton woods (4" - 18" diameter) and a 15" alder ,
The eastern l port ion of the site is field with the exception of a 1
15" alder located next to the eastern boundary line . A single
Family residence abuts the eastern lot boundary, Varns load
creates the southern border with the 72nd business complex across
the street , Southwest 72nd street is the western border with single
family homes across the road and Oregon State Highway 217 forms the
northern lot boundary . �
Proposed Use: "
The applicant is proposing to build a professional office complex. "
The complex will be comprised of two 4745 square loot office
buildings to be developed in three phases ,•
• Previous Action :
ZC 9-78 - On May 22, 1978 the Tigard City Council approved the
• proposed zone change subject to the following conditions :
1 , That the property not be developed until S .W, Yarns Street
has been brought up to City Standards . It is recommended
that this be done by means of a local improvement district ,
with the applicant initiating the recituest .
2 , Five feet o.F additional right-of-way be provided along the
SW . 72nd Avenue frontage tor southern 115 feet of property.
3. File with the City Recorder an a reement to not remonstrate
against a future Local Improvement District (LID) for

Site Plan Review:
The applicant is proposing to build a 9490 square foot professional •.

The proposed buildings are a contemporary architectural design
utilizing a cedar strip exterior accented by recessed office windows . .
The exterior coloration will be an earth tone stain. .
The landscape plan meets all the necessary setbacks for. a M-4 zone ,
and is highly compatible with the surrounding environment . Due
to the unique characteristics of the site and the high maintenance
characteristics of lawn area, the proposed English Ivy groundcover
( to be placed 1S'' o,c. ) will satisfy the "park like atmosphere” as •
directed by Section 13,52 4 070(b) of the Tigard Municipal Code .. ,
There are , however; several areas of concern :
