I..: #7. That a cul-de-sac be placed in S.W. 89th Avenue at

. This cul-de-sac shall have an emergency vehicle
ri access point connecting the two portions of 89th.
1 am the Architect retained by the property owner Donald
Pollock -and Larry Grayson to prepare plans and specifications
for tie development of 108 apartment units on sub j. site.
The owners and 1 agree that the intent of quoted item 7
is valid but that the specific direction to construct a
"cul-de-sac" has been rendered needless by the site planning. •
S An examination of t he enclosed site plan reveals a vehicle
• circulation system that, while allcv i.ng the mandated emergen- .
cy vehicle access from the site to S.W. 89th, in no way ens
courages traffic in the same directions
After discussions with members of the planning staff it
is apparent that while the intent of "condition 7" is fret, we 1
must seek a formal revision of the ordinance , hence frankly
tho cul-de-sac would be substantially detrimental to all. We M
are requesting permission to appear before the Council at the
earliest opportunity 'to be heard heard.
This letter Is to formalize that request and provide ad- .

The site is zoned A-2 "Multifamily Residential” zone.
Site Description:
The site is a sloping triangular parcel which is bordered by
. State Highway 217 to the west (runs diagonally from, the northwest to the ,
. southeast) and existing single family units form the northern and
,,\ eastern borders. The site has a drainage flow (approximately 7%) '
from the southern. tip (State Highway 217) to the northern boundary
and drains into Pete ' s Creek. The 100 year floodplain (166 foot
elevation) occupies approximately 1/6 of the entire site. • •

ZC 17-77 - On August 22 , 1977 the Tigard City Council approved a '
zone change to A-2 Multifamily zone subject to the
following conditions :

Required Parking:
• 1.5 parking spaces per unit
108 x 1.5 = 162 required parking spaces
Site Plan Review: E.
The applicant is proposing to build a 108 unit apartment complex
utilizing a contemporary architectural design. The complex will
be comprised of 14 apartment buildings of which 13 units will have
8 residences per building and, the remaining units will have 4
residences. All of the units will have fireplaces and porches,/ ''
decks . The plans indicate the construction of tennis courts with
lights and a swimming pool as part of the total 30 ,000 plus
square feet of required recreational area.
The proposed exterior walls will be a rough sawn plywood with 1x6
beveled siding. The units will be roofed with composition shingles
and the doors windows; corners and eaves will trimmed with 1x4 or '
lx6 cedar boards. The exterior coloration will be an earth tone
stain.
The proposed landscape plan shows an extensive use of scotch pine ,
•
(8 ' In ) wwhich will create a buffer zone t o reduce the impact ,
of State :Highway 217 on the project. Also additional scotch pine f '
will be placed to form perimeter buffers along the eastern and
northern boundaries which will have a greater unifying affect on the
apartments and allow increased privacy for bordering the single
family residences.
There are, however, several areas of concern.

Staff Recommendations :
1. Several handicapped parking stalls and access• ramps be r

2 . Include some type of street light system to reduce
possible vandalism and increase the overall security of
the units.
Staff Findings:

1. ) Postpone entire project to give Corp of engineering opportunity
to revise flood plain due in the fall .
°: 2.) Adequate landscraping and shrubbery with a fence along the north/east
boundary for the protection of the property owners.
3.) No thoroughfare on 89th and install 'gates that are approved by the
fire department for no thru pedestrians or auto traffic other than for
emergencies only. •
, 4.) Ash creek needs to be excavated of all foliage and debris and
enlarged with holding ponds to assist in minimizing water back-up.
5.) The density is heavy and recreation facilities do not appear
adequate. Also more specific as to a time when the swimming pool and tennis ,
. courts are to be built.
6.) 89th avenue under no circumstances to be used as an access road
for construction.
