Dear Dick,
We are in receipt of Nancy Edward's letter dated May 2, 1978,
Since you have indl.oated some concern about the term temporary,
it should be noted that we do not have adequate storage facilities
at this time and it is greatly limiting our efficiency of operation
from these facilities, but for now we cannot afford the 1.5 million
dollar business park that we envision here.
In paragraph (2) , Nancy refers to curb cuts (plural) and parking,
I. t., we should point out that one curb cut is, existing
and has been for some time prior to our purchase of the property.
The parking is a requirement of the City of Tigard.
In ara ra h (3) , reference is made to S.W. Bonita, w are located

r on S.W. 72nd, our property doesn't border Bonita at any point.

I have reviewed your submission Tsar design review with
Dick Bolen, Planning Director, A point of concern that
arose during our meeting was the statement t on your
application that, ”This development is Temporary - total

Since you interim improvement is proposing the establish- 10

On. February 27, 1978, Mr. Bil]. Hawkins of "Advance Interiors" was )��t�•v'

contacted by staff. According to Mr. Hawkins, they have been at
that location for , a year and are drywall contractors.
Our records show that no business license has been issued and Mr.
`\ Hawkins has verified this.
According to 18 .48.010(20) Plumbing, electrical, or general con-
tractor and shops" are listed as permitted uses . However, these
permitted uses are subject to Chapter 18.60 "Off-street parking
and loading" which states under 18 .60.020:

"Should the owner or alcupant of a lot or building change
the use to which the lot or building is put, thereby in-
creasing off-street parking or loading requirements, it
is unlawful and a violation of this title to begin or main-
tain
such altered use until the required increase its off-street
parking or loading is provided. "
Advance Interiors occupies a remodeled single family home with
only a driveway for parking space. Since the code requires all
carlmanuevering to be done on site, this driveway could not be
counted as required parking
Therefore, this use should not, be continued until a business license

Gentlemen.
*' In 1975 we designed and constructed our new facility here at 14795 S.W. s,
• 72nd Avenue, and were required by the City Planning Commission of Tigard
to do extensive landscaping in front and around our building. In addition
to this we were ,required to have off street parking for all of our
employees, as well as guests. These requirements were considerably expensive,
but we do not quarrel with that so much, aS we now find that our new neighbors
' • immediately to the south, Advance Interiors, are not required to conform to
. the same regulations that were imposed upon us. Specifically, they have been
in their facility for over a year now and have provided no off street parking
for their vehicles, other than the driveway that was already there. As a
result, their employees, as well as their visitors, park in front of our
facility, using the sidewalk we were Supposed to have provided for pedestrians. '
Mr. Tom Apperson, our Controller, has called the City Hall three times in --,,
addition, to having written a letter to the City of Tigard Police Department .,
explaining our problem. Our Operations Manager has talked personally to our
neighbors and was informed that within three months they would have off street
parking, That was last summer. In addition to the fact that these vehicles
being parked here obstruct the view of people leaving jour premises, they have Y •
finally managed to damage our sprinkler system, and I believe that was the last . '
straw.
We do not know what course the City Council' can take in this matter, but it
seems to us that all businesses locating in this areas should be subject to
the Same rules and regulations. There is also the possibility that a ''No Parking''
area could be located in front of our premises to stop further encroachment. y:
