SW 72nd and SW Bonita require thirty (30) feet of right-of--way from centerline which will necessitate a ten (10) foot dedication which must be ti r ' recorded on both streets. An L.I.D.''Agreement for future street improvements will also be required since both rcaads are in deteriorated condition. The future improvements of SW Bonita presents a problem in that Washington ,.• County Engineering Department projects a sizeable grade change in order to bring ' one intersection of SW 72nd and SW Bonita level with surrounding properties. The plot plan so indicates a 10'-0" dedication on the west and south boundaries of the property. Site Designation: The site is zoned M-3 "light industrial" and designated light industrial on NPO #5. Proposed Use: The building will be used for steel fabrication and related uses, Previous Action: There has been nu previous action on this site. The proposed use is permitted in the M-3 zone. Site Description; The site is relatively flat with two large specimen trees (fir and cedar) on the north east corner of the site. The property is toughly 5' above the grade from Bonita and 72nd. An L.I.D. agreement for future street improvements will also be required since both roads are in deteriorated condition. • The future improvement of Bonita presents a. problem in that Washington County Engineering Department projects a sizeable grade change in order to bring the intersection of SW 72nd and Bonita level with surround- ing properties. Because this work will affect the landscape buffer on. Bonita, the landscape plan specifies the major plantings to be done following road improvements Possible drainage problems were also examined. A meeting was held with the applicant,, representatives from Washington County and city staff. The result of this meeting was the determination by the county that the ° proposed project would not increase the flooding potential significantly and that on site detention of water was not a practical solution. The applicant should be advised that this decision, does not apply to any other future projects .t.n the area The landscape plan is sufficient except for the followings o No irrigation plan has been submitted, All landscaped areas viewed from the right-of-way should be irrigated, particularly those areas designated for lawn. Irrigation is particularly important to ensure plant material quality and survival o All areas where paving abutts landscaping should be curbed, it order to clearly define traffic circulation and protect plant. material o According to the T.M.C. 18.58.06 (D-3) a 5' landscape strip is required along lot boundaries, therefore, a strip should be installed along the east lot line. o Either wheelblocks should be provided for parking stalls along north property line or the landscape bed should be ex- paraded to provide for car overhand ! Architectural Review The building is proposed to be 45,000 square feat in are 35' tall, rectangular in shape. The material is pre-cast concrete, natural gray in color. The building is similar to surrounding industrial buildings. Preliminary architectural plans specified loading doors on the south side of the 'built-ling. AND TRAFFIC CONTROL SYSTEM DEVELOPMENT CHARGE BY INCLUDING CREDIT PROVISIONS' FOR PROPERTIES WHICH ARE REQUIRED TO SIGN A NON-REMONSTRANCE AGREEMENT FOR A FUTURE STREET L.I.D. ON A COLLECTOR OR ARTERIAL FACILITY, FIXING AN EFFECTIVE DATE AND DECLARING AN EMERGENCY. l WHEREAS, as a condition of approval of development proposals, the City m of Tigard often requires the submission of a signed non-=remonstrance agreement for future street L.I.D. 's on collector or arterial facilities; and WHEREAS, the System Development Charge is designed to provide funds for collector or arterial street improvements; and WHEREAS, the imposition of the Systems Development Charge and a non- remonstrance agreement for future collector or arterial facilities constitutes a double charge for the same purpose; and WHEREAS, the City of Tigard desires to eliminate an inequity that arises due to- che above described circumstances NOW, THERFOREy BE IT ORDAINED BY THE TIGARD CITY COUNCIL THAT: SECTION 1_ Section 5.3 of Ordinance No. 77-26 is hereby amended by the addition of a new subsection. C to read as follows: e C. In cases where the Planning Commission, Site Development .
