Ladies and Gentlemen:
As you know, Tom Miller resigned his position with Georgia-Pacific Corporation '.•
effective September, 30, 1977. However, he met with Nancy Edwards on September ,
19, 1977 and gave me a letter outlining his commitment to the City of Tigard, 1
pursuant to getting a Certificate of Occupancy for our new building.
Specifically Tom said he and Ms. Edwards agreed we would:
1. Submit the attached drawing of the creek area showing the options
• available to us.
a 2. Submit a Performance Bond for landscaping.
3. Provide a time table for installation of the fence along the creek that
passes our property.
This letter is to confirm our mutual understanding regarding a rdi n g

Corporation's obligation to install a six-foot slatted chain link fence along
the west side of our property. Portions of fence to be set back five feet from
the boundary of Georgia-;^Pacific's property located in Section 1, Township 2 South, L
Range I West, Willamette Meridians in the City of Tigard, Washington County,
Oregon.

1. Install the required six-foot chain link fence with redwood slats at
a temporary location along an existing drainage ditch at the back
portion of Georgia-Pacific's property and approximately twenty-five
feet from the property line.
2. Upon completion of culverting and backfilling of the drainage ditch
referred to above, Georgia-Pacifi.c Corpo,;ation shall move the temporary
fence to its permanent location and landscape the set back area as
required, or move the temporary fence eastward if necessary to provide
a firm five foot wide strip west of the fence to be landscaped if the
culvert and back filling decided to be impractical. Therefore, the
temporary fence may become the permanent location.
If the above adequately sets forth your understanding of our agreement, please
sign the enclosed copy of this letter and return the same to the undersigned
. at the above address. Upon receipt of the signed copy, we will issue a purchase
order for the fence. I assume upon receipt at your offices of a copy of that
purchase order a Certificate of Occupancy will be issued,

3. On October 13, 1976 staff issued a sign permit for the Georgia
Pacific sign approved by Design Review. Staff received a
landscape plan for this area on 3-2-77. This landscaping has
already been installed. The landscape play was not approved
by staff as specified by Design Review,

4. Parking spaces do not in many instances correspond .with code
•
requirement as stated in 18. 60 .160. Most of these discrepen--
cies are minimal except for spaces 40 and 39 which should be
• shifted next to space 62 .
5. Parking space #1 ' s backup are enroaching on the entry area
and could present a traffic sa 'ety problem. This space should
therefore be moved next to #27 and the landscaping next to spate
#2 adjusted:

6. The landscape plan is vague and unclear as to plant numbers,
sizes and locations.
• 7.. Trees are not shown in several of the landscape islands . In
order for these islands to have any effect trees should be added.
S • No method of irrigating the planting areas has been, shown.
According to the Tigard Municipal Code all landscaped areas
should be provided with some means of maintenance"

A. Staff Report and Recommendation : Presented by Edwards
B. Applicant' s Presentation :
Mr. Bill Foran, Security Sign Company, stated that the
Econo-Wash sign has been removed and discussed differences
in existing and proposed sign.
C. Discussion: .

Cook suggested a sign denoting the Tigard Plaza, the major
• tenants and the address of the center and the minor tenants
on a secondary sign inside the parking lot .
Jim Dryden, Countl'y Closet , stated a need for the sign and 0
although the lettering is small for the minor tenant6 ,h :
:Celt that they would be readable when traffic was stopped
at the signal .
D . Board Action
Hammes moved and Goldbach seconded to approve the proposal
with the condit9 on that the vision clearance requirements
of the sign code be satisfied.
The motion was approved by a 4 to 1 voice vote with Cook
dissenting.

He stated that the location shown on .the site plan were
the most convenient for both the garbage collectors and
the tenants and they could be widened to accomodate
additional landscape plantings

intent to minimize adverse impacts on the adjacent
homes by eavier than normal londscapin,g between the

Tn addition this storage area is unsightly, and as surround-
in,g properties develop it 'wi11 become an eyesore. Because
of site topography a fence cannot do an adequate screening
job . A possible solution would be to install a fence (per ,
City Council condition) a minimum of 5 ' within the property
lines and to plant, evergreen trees between the fence and '
the property line. This fence would then, offer protection
to the trees and clearly define the area where material can
be stored.
r 3 . On October 13, 1976 staff issued a sign permit for
the
Georgia Pacific sign approved by Design Review. As of yet
no landscape for the area around the sign has been received.
4 . While inspecting the site, staff found that a severe parking
shortage existed. The applicant has stated that Georgia ,
Pacific was considering expanding their parking facilities ..
onto an adjoining tai. lot . However, this future 'expansion
has not been shown on the site plan and according to the
Tigard Municipal Code 20 new parking places must be pro-- ° ,
vided for the new addition .
5 Because of the parking shortage the landscape islands
required by the code cannot at this time be added to �the
existing parking. However, this would be a requirement
for 20 new spaces and when the parking lot is expanded the
entire parking area should be brought up to , code.

III , STAFF RECOMMENDATIONS :
Staff recommends approval with the following conditions :
1 , Conditions attached to the conditional use permit be
satisfied before issuance of a building permit .
