Interior parking would not be taking advantage of or be com- plementary to the Planned Development Concept utilized for the , shopping center as a whole. 4. Interior parking presented major pedestriaa safety problems. n ' Therefore with a high intensity use such as a McDonald restaurant and a small lot size, the major aim of the site plan has been to incorporate parking and circulation into the Payless Planned Development as much as possible. In consideration of this, the applicant proposes to..'share' parking with Payless, Since Payless installed a large amount of excess parking this can be easily accomplished. The applicant should be aware that in order to comply with the code a minimum of 17 spaces must be provided by Payless. •' The landscape plan consists mainly of low juniper plantings with a few rhododendrons and mahonia. This type of planting is not compatible with. the landscape theme of the Payless Planned Development or Liberty Park.. This primary corner should have a landscape plan that will provide aesthetic transition between the shopping center, Liberty Park and the rest of Main Street. Therefore the projects landscape designer should meet with staff to discuss design criteria in order to revise the landscape plan and submit, a new plan. Other items that should be addressed are as follows 1. An irrigation plan has not been submitted, a manual or automatic irrigation system will be required in order to insure plant material quality and survival. 2. Parking stalls along the east property line are r angled whi.cli, complies with the site circuiationrplan, however the area is paved so as to support eithej• angled or 90° parking. Therefore the dead areas of paving caused by angled parking should be incorporatKd into the landscape plan so as to better define the parking stalls. .,., 3. The two existing cedar trees on the site are proposed to be re- ! moved. Normally design review policy has been to incorporate ++, •�,,, existing trees ,into the design. However two problems exist., one, the trees were in the center of a small site which made building location extremely difficult and two according to the project f l, engineer, the tree roots were intwinned in the old schools found- ation, making their chances of survival extremely limited.
