March 22, 1978
Mr. Deane Smith

Portland, OR 97225
Dear Mr. Smith:
Please be advised that, at your request , staff presented to the
Tigard Planning Commission on :February 14, 1978, a proposal by
Columbia Hardwood and Moulding Company to expand their existing
facilities at 12700 S.W. Hall Blvd, into a portion of .the 100 year
flocd plain of Fanno Creek. Since this request did not constitute
a formal application, the Planning Commission 's comments were in an
advisory capacity to your client, Columbia Hardwood and 'Mould ng
Company.
It was the unanimous opinion of the Commissioners that no further
development should take place on the site which represented an en-
croachment _into the 100 year flood plain, and that the 100 year flood
plain, as defined on the City's flood plain maps, is to be adhered
to unless it can be proven otherwise that this data is in error.
The Planning Commission directed staff to advise you that any develop-
.
ment proposals that constituted an encroachment within the flood
plain Would require that you proceed with '; aking ,a formal application
for a flood plain fill permit.
If you have any further queStions, please contact this office at
639-4171.
Sincerely,
yn

Th an k y ou for the opportunity to o r ev
iev our parking
needs this morning at your office. Per your request x am writing
to restate the facts as x see them, and why the City of Tigard
; should grant a building permit so we can begin construction.
The existing facility has not changed since our last
warehouse was constructed i n 1973. At that time we had a site
review and after a meeting with the Planning Commission received
approval of our present landscaping and parking area, which con- . ,
tai ned 45 spaces. They also exempted us from landscaping the bor-
ders on the North side of our driveway which abutts the RT&E Co.
property.
We have anticipated the probable need for more parking
spaces resulting f rot1i our present request for a building permit,
and have done a studyof,
the parking area and problems relating
to it. As a result of this study we have'taken the "ol l owi ng

of which is designated for motorcycles or a total Th

lot at various times and as a

are split one half hour as, follows: 7:00 A. M. to 3:30 P.M.

shift overlap i n parking.g Evaluation of results
that at our peak shift, which is the Day Shift, t'
we have 17 unused spaces if all employees are present.
The new building which contains about 15,400 sq.ft.
will replace an existing shed that contains approximately 4,800 sq. ft. ' '
Future planning contemplates plant modernization to gain
efficiency with some automation and will result in a reduction in
labor.

Commission granted our last permit.
In conclusion, it seems to me that current changes be-
ling made in the striping of our parking facility more than meets
the need of 10 - 11 parking spaces you indicate are required for f'
approval of our Building Permit. Should there be any further 1 ,
clarification or discussion necessary, please call me as we would ,
