Hall Blvd, into a portion of .the 100 year flocd plain of Fanno Creek. Since this request did not constitute a formal application, the Planning Commission 's comments were in an advisory capacity to your client, Columbia Hardwood and 'Mould ng Company. It was the unanimous opinion of the Commissioners that no further development should take place on the site which represented an en- croachment _into the 100 year flood plain, and that the 100 year flood plain, as defined on the City's flood plain maps, is to be adhered to unless it can be proven otherwise that this data is in error. The Planning Commission directed staff to advise you that any develop- . ment proposals that constituted an encroachment within the flood plain Would require that you proceed with '; aking ,a formal application for a flood plain fill permit. Per your request x am writing to restate the facts as x see them, and why the City of Tigard ; should grant a building permit so we can begin construction. The existing facility has not changed since our last warehouse was constructed i n 1973. At that time we had a site review and after a meeting with the Planning Commission received approval of our present landscaping and parking area, which con- . , tai ned 45 spaces. They also exempted us from landscaping the bor- ders on the North side of our driveway which abutts the RT&E Co. property. We have anticipated the probable need for more parking spaces resulting f rot1i our present request for a building permit, and have done a study�of, ��� the parking area and problems relating to it.
