The site is zoned "A-2" , multi-family residential, and multi-family designated "Residential-Commercial" on the Tigard Community ' 4 Plan. 2. On August 16 , 1977 the Tigard Planning Commission approved the expansion subject to the following conditions : a. The applicant obtain approval from the City for minor land partitioning for parcels partitioned illegally (Tax map 2S1 1OA, Lots 302 and 303) b. Design review consider the number of parking spaces in . conjunction with landscape requirements. 3. Site Plan and Architectural Review: The Proposed addition is minor and will be compatible in style e ,p• and materials to the existing building, Staff investigated °on 0 2 and determined that at no landscape islands could be added without removing required parking. In inspecting the site, staff found all landscape areas in need of Maintenance and additional Plant material. The a li care pp has szbmitted a proposal for upgrading these areas which is satisfactory. The only other change e wa the r e s tripxng of P arkin g to facilitate traffic circulation. Docket: SDR 36-77 (Tigard Care Center) • The following items were noted by staff and should be addressed by the applicant: • 1. All parking should be checked and re striped if necessary to facili- tate easy parking. The City code requires stall 91 feet by 19 feet. Of particular concern to staff is northeastern portion of the parking lot. These stalls should be placed at a 90 degree angle and widened to .91 feet. 2. The code requires landscape islands 70 feet on center ±n all park- ing lots. Rather than the applicant go to the expense of excavating . black top and inserting islands, staff would prefer that the existing landscaping be upgraded. The entire site is in deteriorating condi tion, i'.e. , dead plants; weeds, etc. In no other use would a color- • ful view from a window be of more importance; therefore, the main aim of the landscape designer should be to provide year-round color and ' pints of interest. 3. The applicant should also investigate e=nlarging the patio area by the new add room dining, and paths and benches in the adjacent addition an , yard.
