I. Basic Facts: j .
1. The site was zoned A-2 and designated multi-family in NP G

2 Parking requirements: The Tigard Municipal Code requires
1.5 parking spaces per unit. This development would,
therefore, require 37 parking spaces.
II . Site Plan Review:
The applicant is proposing to build 25 two-bedroom 'units.
The units are plannc.d in clusters of three and four around 4
three large open areas. Each unit has a private patio or
deck, and the site has been adequately landscaped.
A filbert orchard exists on the northern portion of the site. x
Tree locations have been pinpointed, and the applicant should l '
be commended for designing units and pay:king' to preserve the
maximum number of trees

adequate circulation for the fire department. In working t
with the applicant, it was determined that a cul-de-sac would
�,. be a detriment to the site;' therefore, it was agreed to even-
tually form a loop drive through h` an adjacent undeveloped

This would amuunt to extending the 25 foot driveway to the

Fence: According to a representative from the Tigard Police
Department, the apartments to the north of the site have had

numerous problems with '�vandalism.•
According to recent studies, the installation of fences has a
significant impact on, crime rates. Therefore, a fence should,' 1
be constructed• alone the north property line.
o No details for garbage dumpsters, mailboxes or play area
have been submitted.
o All areas where paving abuts landscaping should be curbed
to protect the plant material.
o Wheel blocks should be added for all stalls adjacent to
sidewalks to facilitate pedestrian traffic.
' III. Architectural Review:
The units are one- and two-story, with T-l-11 siding, dark
brown with tan trim and matching composition roof. The units
are standard design and will be compatible with the surround-
ng area. •
IV. Staff Recommendation:
