need of improvement.

G,. 5 The site is on a slope making it difficult to screen
effectively, In order for any impact to be r,ade on the
site large islands of evergreen plantings would he needed
on the site as well as evergreen trees along the 1-5 .
fence line. Site inspection has shown that it would
} be a major project to introduce island plantings that
0 would have a good change nf ' survival . However � it is
feasible to screen the view from I--5 by evergreen trees
along the fence. Because removing the concrete along
the fence would impose an undue 'hardship on the applicant,
staff has contacted the Oregon State Highway Departhient

' Normal spacing for an evergreen tree is 20 ' on center, this
would involve the purchase of 83 trees . Because of poor
site conditions it would be advisable for the trees to be in
