The car lot is almost complete with the 'landscaping and we
u have had many good comments regarding the appearance,
Although the lotus not completed, we plan to have it fin-
ished by the time our purchase of the property is finalized and we
will then have the southerly curb cut closed and all pending work
done
•
The feeling of harassment and nonsense at the time, has proved

facility, thing or appurtenance or change the manner of using any such approach road
without first obtaining written permission from the State Highway Commission with respect

REQUEST: The applicant is requesting site plan review for a
used car lot.
APPLICANT: Richard Cooper and Aldo Rossi
LOCATION: S.W. Pacific Highway 3 lots north of Gaarde
I BASIC FACTS
1. On May 23, 1977 the Tigard City Council approved a 'Conditional
Use permit for a used car lot with the following conditions:
a. A detailed landscape plan be submitted for design review.
b. The Southern access point be permanently closed, and '
the remaining access point onto S.W. Pacific Highway
be permanently closed if an alternative means of
access (frontage road) is developed
c. The area shown as natural ground cover be landscaped
and maintained within six months if no frontage road
is constructed.

Council also approved temporary use request subject to: - ,
a. Washington County Health Department approval of proposed .
sanitary holding tank. �.
2. The Tigtird City Council in 1971. approved an eight foot ,
sidewalk standard to be utilized in all commercially zoned
areas as they develop.
II STAFF FINDINGS:
1. The landscape plan submitted provides an aesthetically � ..
pleasing design which will upgrade a deteriorating site.
The only drawback in the plan is that a large existing
ce' dar has not been retained, However,

trees on the site have been utilized many additional
trees proposed
2. A sidewalk to Commercial Street standards should be in-

stalled along S.W. Pacific Highway. This could be
" accomplished when the southerly curb cut is closed.
These improvements plus landscaping should be completed
before use of the site is allowed. •
3. The applicant is proposing to utilize an existing
• freestanding sign on the site.' The sign is in a
state of disrepair and its appearance should be up-
graded in keeping with the development.
4. A letter has been submitted by applicant' s engineer
stating that on a site drainage retention system is
not feasible at this time. ' However when the adjacent
parcels develop) a drainage system should be developed
as per City Council condition #4.
5. Ivy's or hypericum has been specified as the ground cover' •
but nn spacing or number has been noted.
6. No details for the brick pillars at the entrance have
been submitted. These, will be necessary before their
construction: ti r
7. In order to protect the landscaping from vehicle and
• pedestrian traffic all landscape area abutting pavement
should be curbed.
III STAFF RECOMMENDATION:

Staff recommends approval as submitted with the following

Gentlemen:
Mr. Cooper of Tigard Motors requested our firm to make a study of the
storm water runoff from his site.
The existing paving on the site was accomplished several years ago:
The entire pavement area drains away from Hwy. 99 W and flows onto the north-
western unpaved portion of the tract. The paving edge along this northwesterly
unimproved portion is„uniform and water sheet drains onto the unimproved
portion causing no erosion or concentrated flow.
Mr. Cooper's site plan indicates the c xi sti ng unimproved northwesterly �.
strip which is approximately 85 feet deep to remain unpaved and planted to
grass.
This plan will not change the existing drainage pattern and will continue
to provide an adequate runoff area for the drainage from the paved area. ,„"
