1 . The plan proposes hose bibs 100 ' on center as the method
. . of irrigation. This type of irrigation is insufficient i
for the vast amount of lawn and landscape, bids on tbe },.
site. In addition, many of the plants specified on the '
plan (Phodys, azaleas, pieris, Verburnum, and ivy) are {
moisture loving plants and wou1 d have a low survival rate
if 'not watered adequately.
• 2. Tree specifications list only the caliper size . A minimum
and maximum height (taken from the American. Standard. for
Nursery Stock) should be included in the specifications
to insure plant quality .
•
3 . No specifications for tree staking are on the plan. Since
apartment complexes tend to have a high vandalism rate all
. trees should be staked for the first three years.
4. No details are given for the landscape islands . These
islands should be at least 3- 10 ' in order to provide a
' suitable growing area.'
III . STAFF RECOMMENDATIONS :
Staff recommends denial based l 1 d on the following:
1. The type of structure° is not compatible with the single .1

2. t
Adequate creational opportunities are not being provided.

the site, and stated that half of the units are one ?,
C. Boar6. Discussion
•
o Board expressed concern about the location of the ,
single family homes in relationship to the apart-
ment units .
o Board discussed the need for access onto Scholls, '.,.
Perry Road, the need for emergency vehicle access, H
and the future traffic load on Scholls Ferry Road.
o Staff stated the need for proper timing for the
access onto Scholls Ferry Road and the need for
this development in sharing the cost of a traffic
. light at 121st and Scholls Ferry Road .
• o Goldbach suggested that the curb cut on Scholls
Ferry be used for emergency vehicle access only
with the intent that it could be opened to the , A • .
•
public when Scholls Ferry Road is fully developed.
•
. .
o Staff stated that the Director of Public Works
recommended that 50 ' access point onto S .W. 121st
Avenue and a 24 ' driveway as required by the Tigard '
• Municipal Code be adhered to .
o Applicant presented a revised pathways system for .
the development and stated that the combination of
•
a sloping grade, building structure , and a 5 berm
would minimize the impact of the apartments on the
single family homes. The applicant also stated
that the adjacent play area would satisfy the play
area needs of the development .
o Cook asked if a portion of the open area could be
utilized for a play area.
• o Applicant responded that they did not want to break
• up the grass area and that a pool, sundeck and
barbeque would be sufficient for the recreational
• needs .
o Staff stated that the addition of a basketball
pad and tennis courts would, help respond to the
recreational needs of a projected 150 people.
o Cook stated that determining the recreational
facilities needed was beyond the scope of the
Design Aeview Board, ,
• o Olson stated that typical children did not need
an organized play area

Re: Westwood Green Apartments at 10650 SW 121st Avenue;
WCTM 1 S134BD, Tax Lot 00100
Dear Erick:
This letter is in response to your request for a Minor Modification to the existing site
, improvements that were provided at the Westwood Green Apartments, The Director ., .
finds that the proposed modification complies with the limitations set forth in Sections •
18.12.0..0 70 and 1080 of the Tigard Community Development Code and is therefore,
defined as a Minor Modification to the original land use approval,
'I The proposed street tree replaceirent plan has been approved as submitted, Due to
the more limited branch width at maturity, the proposed October Glory Red Maple
appears to be a better choice than the existing London Plane trees that were originally
• provided for street trees.
If you have any questions concerning this information, please feel free to contact me at

; • " Dear Mark,
• w This letter is in regards to Minor Modifications to Westwood Green Apartments. Changes to the , .
site will include landscape improvements, street tree replacement, and minor walk
•.. modifications.
.""
w Landscape changes will impact frontage along SW 121st Ave. The existing lart 'scrape is a "
•• sparse mixture of laurel, juniper and bark. Present berm slopes along SW 121st Ave. are too I° '`
' f steep to maintain. We propose to regrade these berms for gentler slopes, add irrigated turf
adjacent to the existing sidewalk and install varying rows of ornamental shrubs. This will require : h - "
... '° the removal of existing street trees. Existing trees include several London Planes, Maples, and
one Liquidarmrber located randomly across the front of the property. A formal row of October ,
' ' ' Glory Red Maples would replace the removed trees and would reach a size comparable to the
existing trees while adding a more ornamental appearance. ,
