The of O q g ., and conference S space. 00 s . ft. of meeting • p 3. Improved circulation on -sitea ' Final approval for the project will come from ODOT, however, a positive recommendation from the city is required in order to proceed. As you know, we vi ew this access project and the construction of meeting space as having _a significant economic impact on the operation of the Wayside Inn. We look , forward to your continued support in this project, subsequent to a review by staff of the enclosed information. , The support and cooperation we have received from the planning stafr is greatly appreciated. In our meetings of the last couple weeks, we have discussed the '`'1 to make some alterations in the • ever increasing need secon:dary ` v'er 7.nC'r'C'. p N access from the "Wayside Inn” onto Pacific Highway near my north- '', . These guests . a• are not only spending s endin taxable dollars here but throughout town!at ' . .,e.,,<'. our restaurants, service stations and retail stores. -, 1 A good portion of this problem is caused by the restricted flow of / traffic to and from our easterly driveway access road. Our. guests / , are not allowed to exit to the west or enter from the east. 4. ti This restriction was required, by the Oregon Department of Trans, portation, ,, , was f on in 1977 At that time Pacific Highway p differently and P a Hag wa., striped p y nd the center turn lane did not exist. • No such restrictions have been placed on the other businesses in the area, many of which have far greater vehicular traffic count. The Mobil service station immediately to ou r east, for instance, has two unrestricted entrance/exits within 140 feet of each other o and has fat more vehicular trips than our motel . ; • will still Our main entrance/exit entrance/exit be on S. W. 59th Avenue with , p g to promote the use of that route; signing around the axlta.n lot •' however, that does not preclude the fact that many of our guests still do not understand how to "get there from ;here and most ' important of all this does not address our primary problem of how to get our guests into our motel. p i fn , , w MI r A ' Mr. Bill Mon!'tin T October i ; Page 2 A local improvement district is presently forming and. is studying' • ways to improve S. W. 69th Avenue. When 69th is complete, we will have less traffic using our secondary driveway. Our guests will be able to use S. W. 69th to gain access to 1-5 rather than using Pacific Highway. ' In order to accomplish our goal, we are proposing that we remove the traffic island at the northerly end of our driveway to restripe the center line and crosswalk to allow entrances and exits in both directions. We are seeking your approval to this design so that we might apply for a minor modification of our design'reniew application. w . Respectfu_ily, Way (Lee . Wayside Inn Tigard, Oregon Gentlemen: We have had no response to our letter- of November 24, 1976 regarding direct access to the subject motel from Pacific Highway. Our approval of this loan, which involves three participating permanent lenders, was predicated on the property having said access. The original plan, submitted to your office long ago, reflected such access and, if objectionable, could have been rejected long before our loan commitment was i ssued. I .. We consider suc h access to be a prime requisite for the successful aperatinh of the motel . We have considered the 69th Avenue access to be a temporary one and if we had ever had any doubt that the principal access a1 to the motel would not be from Pacific Highway We would not have considered ,r I y grant i hg, the loan. Main Street Tigard, Oregon 97223 • Dear Rick: On December 9, 1976 I examined the site p lans for the Way Lee four-story motel located at S.W. 69th and Pacific Highway. Since this building will not have any public street access, the only access for the fire department is by private driveways and parking lot. ' This building is more life hazardous than the normal because of two reasons 1 It is a fourNstory building. 2. It is primarily used as a hotel . would like to see the following changed: ,/ 1 . The driveway that extends from 69th up through the end of the • two parking lots past the west end 'of the building around the front !of the building and up to Pacific c Highwa y is only 24 feet. . Since this is the only access to this building, I would ask that this driveway be enlarged to 28 feet. 2. Where perpendicular parking is allowed, i r It may remain but on the access way, from 69th up to the first parking lot and from the parking lot up to Pacific Highway, that.no° parking be, a.l l.vwedF.'.` 3, On the driveway the turning radius at the corners and at the driveway entrances follow the standard city strt et requirements of a 15 foot radius. 4. The parking be laid out in such a way that the private on-site ' fire hydrant will adequate access to it and the standpipe hose connections at the east end of the building have adequate room for our connection. 5. The driveway shows an island in the center of the entrance way at Pacific Highway, and the turning radiuses should' be enlarged enough to accommodate our fire equipment around the island from a Paci fi c Hi ghway." a I ^•a r I I , ` f • • • • • • • s j I -2 • 4 S 6. I also looked on the plans and saw the proposed canopy out of the front of the building. I could see no problem, because the - canopy sticks out no further from the building than the parked in front cars i of the building. In the event of a fire we would • be able to work right over the top of canopy. I am looking forward to meeting with you on Monday, December 13, 1976, and go over any further problems that might arise on future site plan. Pacif ic Highway. The site plan and building plans envision a drive-through canopy t; for registration on the S .W. Pacific Highway side of the building over) but no turn around is provided to get to -Lhr main parking lot on the south side of the building. The proposed configuration encourages the use of the secondary access point contrary to its intent and the required design standards have not been incorporated into this s site plan , By rotating the building 180° a site plan more in keeping with the intent of +Irr all a r evious City actions is attainable . Also involved is the shifting of the building 20-25 feet west . This shift would create a driveway along the eastern edge . This driveway d provide for better traffic circulation whether or no would not the building is i~otated. This would eliminate some parking and would necessitate relocating the swimming pool . 3) Section 18 . 58 . 080 (1 ) of the Tigard Municipal Code requires' landscape islands 70 ' on center in parking lots .
