The subject property is located at the intersection of Pacific Highway and 69th Street, on the northeast corner, adjacent the existing Texaco station. (tax map 1S1 36AD, tax lot 4300) . • Staff Findings , . 1. The applicants propose locating two restaurants on the site which has been divided into separate parcels according to the Planning Commission approval of November 19, 1974. 2. Access to the property is provided by one entrance from Pacific Highway located in the middle of the property and between the two proposed restaurants. Additional access ( and the only egress is provided from 69th Street at two points. • 3. Both buildings are proposed to be located at the minimum TS • distance from the Pacific Highway frontage which is 10 ft. This 10 ft. setback is required to be landscaped and is shown as such with the exception of the Country Kitchen • Restaurant which shows a small portion of its 10 ft. being used as a walkway. 4. The submitted landscape plan shows considerable landscaping • along Pacific Highway and 69th within the public right-of- , way area. This is due to the fact that, for instance, on the Pacific Highway side, there is a 20 ft. strip of land between the existing curb and the applicant' s property line. •, 5. There is one location in the parking area, in front of the Country Kitchen Restaurant, where the required tree plant- ings at 70 ft. on center are not indicated on the submitted ! • plan. 6. The Pacific Highway frontage presently has the necessary storm • drainage and curbing. 69th Street has only a pad surface with open drainage on its margins. The meeting was called to order at 4:45 p.m. 2. ROLL CALL A. Members present: Edin, McMonagle, Whittaker, Chairman Bartel, City Planner Bolen and newly-appointed member Wakem observed 1I 3. APPROVAL OF MINUTES A. Whittaker pointed out that on the initial motion for approval of the City shop building's site development plan, that Edin voted no rather than Cook. The minutes were then approved as corrected. • 4. SITE DEVELOPMENT PLAN REVIEW 4.1 SDR 24-74 (Country Kitchen-Shakey's Pizza) A proposal to locate a Country Kitchen Restaurant and Shakey's Pizza Parlor on two parcels located at the corner of 69th and Pacific Highway,, A. Staff Findings 1. Bolen presented the findings noting that the plan did conform to the city's landscape requirements with two minor exceptions and pointed out the inadequacy of the existing condition of 69th Street. B. Applicant's Presentation 1. Carl Anderson of Caldwell-Banker stated that Mr. Bolen. had adequately explained their proposal and that he himself and Bob Martin, the engineer, as well as milt Olson, the general contractor, were present for any questions the board might have. C. Staff Recommendation 1.
