This proposal, as "r reflected by the accompanying drat.i ngs, provides 22.5% landscaping overall , and about 27.7% on the portion of the site to be developed at this time. This site was recently rezoned from I-L to I-P. The rationale for the rezoning was to allow a broader range of potential land uses for a small, undeveloped portion of • the site than could be developed under the I-L zoning. While the major portion of the site was developed a number of years ago, the small remaining parcel fronting on S.W. Upper Boones Ferry Road is more suitable for an ancillary commercial use than for a purely industrial type building. At the time of the rezoning, no specific plans for development of the site had been prepared, nor had an accurate as-built survey of the existing development been accomplished. However, based upon the substantial existing,landscaping and the steep • ' . slope impacting the undeveloped parcel, it was felt that the 25% landscape standard of the I-P District would be achievable. . After the rezoning to I-P was accomplished, a detailed site design was prepared for the undeveloped parcel, and an ALTA survey for the developed area was performed to and landscaping basis "s h the exact building � landscaping pr oportions. establish nfarma� `. d landsca ing p portions. on the sus of this information, it was found that some and caping which had been assumed to he on the site was actually on the railroad right-of-way. Also, the site development analysis indicated that to meet the 25% landscape requirement overall, the proposed new building could be reduced in size by over 50% to only 5,533 sq. ft., thereby destroying the, economical feasibility of the project° to this site mitigate ate any adverse effect ec Additional to factors unique �: g t of the reduced overall landscape percentage: 1. The site abuts a large, steep undevelopable bank to the northwest on an adjacent parcel, which is effectively providing the benefit of open space to the proposed projects This area, because of its topography, will be maintaihed as a natural vegetation/open area. 2,. The existing project abuts the railroad right-of-way, along its entire southwest boundary. The existing landscaping along this area extends into��the railroad right-of-Way, and right y ntr^i bu d�� the r� ht-of wa itself el��'� co y� -� � � contributes to the open pace. h . w r • • .J 3. A strip of land 15 ft. by 195 ft. (2,295 sq. ft.) within the public right-of- way will be landscaped and maintained as part of the project along the site' s frontage on S.W. Upper Boones Ferry Road. 4. The quality of landscaping installed and maintained by PacTrust within the existing portion of the project, and as proposed for the new area, far exceeds minimum standards, and is an asset to the entire community. VARIANCE CRITERIA Each of the five criteria for approval of .a vari ;,nce is addressed as follows: (A) Policies and Standards; Other Properties The intent of the Comprehensive Plan and the Development Code is to ensure that new projects in the City will provide a reasonable amount of landscaping and an „ attractive appearance. The quality of projects accomplished by PacTrust is ' documented by the substantial work done in the vicinity of the site; the reduction in overall landscaping by 2-1/2%, while providing 27.7% on the new project, will not be outwardly apparent after completion of the project. Further, the overall site is physically and visually isolated from adjoining properties, and has very little exposure to S.W. Upper Boones Ferry, Road, thereby minimizing the impact of the reduced landscaping on adjacent properties or the public. Finally the • ” area with less than the Code-specified amount of landscaping is already developed. • (B) 5pl Gircumstances This property is unusual , as noted above, due to: r ; (1) The site abuts the railroad along its longest side, and some of the railroad right-of-way has been landscaped; (2) The adjoining property to the northwest includes a steep bank Which effectively . provides open space for the site. A portion of this area, while off-site, will be landscaped proposed ed with the project; (3) The major portion of the site is developed with the maximum amount of ,lur landscaping that is feasible; (4) The site's con g uration allows minimal exposure to adjacent public roads and abutting properties. (E) Hardship The recently approved zone change to I-p, which allows greater flexibility in uses for the site to be developed, included the assumption that the amount of existing on-site landscaped area, plus the new site, could reach 25% overall. As noted above, a subsequent detailed survey has shown that a significant amount of landscaping and open area, which benefit the site, are actually off-site. In . order to increase the overall percentage as much as possible, the new portion of • the site now provides 27.7% landscaping. In order to reach 25% overall, the new site would have to provide an additional 5,717 sq. ft. of landscaping, or 39% based upon the new site area.
