CONCLUS I OiS AND REC01M1'.1ENDATIONS "• ` Based on a review of the latest traffic projections prepared by Metro as a' portion, of the ;SW' corridor Analysis the following conclusic;°s can be , 1 r, made: l ) The he corst u:t7on of a westerly bypass or widening of Highway 217, 99Wy . . , and Sunset Highway are necessary to assure that traffic volumes in — the Murray Road extension/Walnut/Caarde area are kept at a minimum;..w 4 - 2) without such a bypass or highway traffic widening improvements, v will increase significantly in the northwest Tigard area due to motorists • trying to avoid congestion on existing state facilities; and 3) A Murray Road Extension is necessary to provide a transportation network for the residents of the hcrthwest Tigard and south Beaverton area f' to and from state facilities meaning g the current arterial desi gttati one.' is not correct since it functions as a collector rL..ad and . 4) The Murrayurav Road t n s rr carry ess traffic than originally p l anned in the 1963 Washington Ccunty TrPOsportation Plan; and • 47 • • • Murray Road Extension , January 27, 1986 5)P.ge 2 A 'T° intersection constructed to adopted engineering standards will • not reduce traffic volumes on the Murray lxtens i on/Walnut/Gaa rde Streets; 41"• , and r 6) 'T° 'i intersection not constructed • 6 A , to adopted engineering standards structed would create traffic safety problems and possible liability to the • governing agency; and 7) Without the Murray Road Extension, traffic volumes on SW 135th Avenue will increase si t g-if7can,ly causing traffic safety concerns at its intersection with Old Scholls ,Ferry Read. This safety problem may • , necessitate closure; and 8) Without the Murray' Road Extension, traffic on SW 121st Avenue between !; • . Old Sc col l s Ferry Road and Gaarde Streets will double in the next 15-20 years. Further, it is recommended the following actions be taken to assure there is complete agreement on this facility, its functional class, and traffic i carry capacity: 1 ) City of Beaverton, City of. Tigard, and Washington County agree and , make necessary plan amendments to enact common functional class and design requirements for the Murray Road Extension; and 2) The Murray Road Extension be constructed with the following classification .. • and des 'r.)ri considerations Designation: Collector _ Number of Travel Lanes -- 2 (plus turn lanes at major intersections) Bike Lanes -- Yes Right-of-Way Requirements -— 50 feet (plus slope ea cements where... . •.,,. . .. necessary) Paved Width -- 40 foot tr,inimum, Act-e ss -- Limited l Design Speed 35 M.P.H.• i• Minimum Turning Radius - 350 to 500 feet 1` i Parking cl 11 u 1 e 5 -- Note provided on street is 3) Any cht;noes to current land-use designations in the Murray Road Extension ?' area coordinated with all jurisdictions to assure that traffic impacts t. ;.. b e are ede q uatu y analyzed since all current traffic P ro ject7b ors, are based on the exi sti ng land-use and 4) The Murray Road Extension should be constructed to five lanes n„:ar the Murray/Old Scholls intersection to adequately address turning movements in bc, ii directions;' and 1 a • Murray R •ad Extension January 27, 1986 Page 3 • r 5) City of Beaverton, Tigard' and Washington County should vigorously support e , improvements to the surrounding regional transportation system as outlined in the Regional Trar.r, 7rtation r" ,i; and • 6) The actual alignment, to be subsequently developed, will be formulated by the Cities of Beaverton or,Tigard based on the design standards • outlined in 2) above; and 7) Maps reflecting the above noted classification and design n considerations ' • be prepared for adoption in the Urban Planning Area Agreements (UPAA) . ,e ington County and City of Beaverton and Washington County and city Washington hTigard; and 8) The Intersection design of S.W. 135:h Avenue and Murray Extension should not be a 'T' Inters° ction due to potential liability to the governing • agency and since no reduction in through traffic will result; and ° ' 9) Improvement to S.W. This Y " stated the Murray Blvd. Extension is a minor arterial/major collector. This designation and mapping of this facility have been a point of :onfl i ct between , ashi ngton County and City of Tigard for years'. to June 1983,' an 'Irban Area Planninc ;UPAA) between Was'rington Cour wy and Tiaa'rd included language which stated that the need and location for the Murray 4 e/ tne connection was unresolved. It also stated that until this issue was resolved the City and County agreed to take no actions which would preclude „alternative ,« since the e ee e" i a , e ti } , time of that dg, .c nt, ie UPAA „as e;prd and, var•,cs de ,cr.. ments have been approved by City of Tigard and subsequently appealed by the County to their City Council for resc ution of the street design in • early 1984. After lengthy discussions and exi:enditures' of funds by the City and the County, interim revisions to land development actions were taken. Howeveri the unresolved transportation issues still haunted the reac 4i vi ated UPAA in April 1584, r , In June 1985, the UPAA expired again and Mur-ay Pad Extension issue was still unresolved, Thus, as a result of the need to reactivate the` UPAA ' on-going development, and proposed land use changes in the area, it is imperative that the Murray PM ad Extension i_sue be resolved. To that end a meeting k-,?s cal led with re xese-tative s from ,Me"tro, the City of City of Beaverton w sr,incton Coriity, and >00 T. to e h e;p resolve e a d achieve a common to chni cal, base of ;,r=ow'e We. ■ • • • a . • qq Murray Road Extension January 27, 1986 Page , ALTE ,tdAT. ES Based on the ,review of traffic numbers provided byl all jurisdictions,ct• p by 1 ., ions, it became obvious Ithat the connection of Murray Road between Old Scho1 s `c rry and Walnut/Gaarde area is' necessary to assure that the Tigard nc;or: arhoods w and south Beaverton residents can get to work and other major r: to transportation facilities. The traffic numbers did show, however, that this road serves_ mainly this area and does not act as a regional route for traffic between Beaverton and Tigard or other areas in South County. The numbers also show that The Westly Bypass or an expansion of the Sunset Highway Highway 217 and 99W are necessary to .'avoid major traffic impacts in this area. Traffic impacts would be the greatest with no bypass or widening of the highways and no ,Murray Road Extension, h The numbers also show that very little (12%) through traffic is a t.t"acted as a result of the extension of Murray Road. With the extension and either the bypass or widening Sunset Highway, it'v_>>s foLnd that approxinarely ,•,.. 8,000 to.: 10,000 vehicles per day would travel this road. • ti ,r .The• attached °analysis also shows that the provts•"on of a 'T' int.,:-section in lieu of a sweeping curve reduces the atltrscti , of this faci 1 ;L) very slightly. It is estimated that approximately 27 vehicles per hoar r q less will utill ize this facility if a 'T' intersection is included at 1 th Avenue and the Murray Extension. The analysis was also pet"fo,-med Cr a --* modified 'T' i r •ersec ,. be r• ,cepted traffic i c _ , ..ty tionwh7chwo,rldb,. bc.ltto - - standards,, Thus, three alternatives for the intersection at l: 5th and Murray Extension were analyzed. Those are: 1 ) Curve This alternative assumes that deg i gn standards are the same throughout this facility, and traffic i allowed to free f lcw from Murray to Walnut. The advantages to this are traffic flow, energy conservation, traffic safety, driver convenience, and lack of (conflicts. The disadvantages are tht:t it will attract approximately e:`7 +'hicles per (2 ) more than the other al tei"na ci vea 2) Modified 'T' Intersection - This alternative assumes tr,e intersection of 135t1., and Murray Extension would 4'e vr'idened sufficiently to allow safe turn refuges and right turn troverents for southbound !our-ay roadl'; ' i I Extension vehicles. This would require 135th >Avelue to b ' at least three to four travel lanes. The advantage of tni s alternative, is the Y design of this facility (sirce it was designed to curre nt traffic engineering standards) would not pose a liability concern to the governirg 'agency. The disadvantages are inconvenience, conflicting turn;,'ig 'move~ents'y extra costs, decreased saetyand-exce ssive roadway width w F r >'11- in , 1~sults driver confusion: • Y I rt i I • s v. v.:::..-.:.xr..,..:xrk.«e........:::::t...u.,....w«;.»:r_+.,.iraa a;mraiawr•,.,.w w.. wuo-..a.>.x«au.tr...n.xt.a.sx.x~:..x...wu•ww,..:,+.a..a._..+..w.ir,».. t4 • • • Vurray Woad Extension January 27 , 1936 ` Pao 5 3) 'T' Intersection -- This al ternat'. ve assumes two lane/two lane straight 'T . The advantage of this is a slight reduction (2%) orf tra.f'iic attraction. The disadvantarjes inelt•de intersection with no turn lanes, unsafe turning movements and liability to governing public agency for knowl i n ly allowing too an unsafe intersection design for the turn volumes projected for this i ntersection. Based on she analysis above, it was ,.he conclusion and recommendation of all participants that a curve (alternative. 1 ) be built in lieu of a modified . !1' intersection or a standard 'T' intersection. The representatives present would not recommend the straight 'T' intersection to be built due to safety ' anc liability problems. A modified 'T° was considered as a possible solution However, due to roadway width requirements, added delays, and potential confusion, the curve (alternative 1 ) is recommended. • r JQ .,, nrtl+ •1 o . • Ic I r • • ' •_ L itr. I • J*1 t. • Ad'ETROPOLITAAI SERVICE DISTRICT 527 S,W HALL ST, PORTLAND, OREGON 97201 503 221-1645 Pmvkiing Zoo, Transportation,Solid Waste end other Regional Services Date: ranuary 17, 1986 . . If the Highway 217/Sunset transportation system includes c • .Harr.uetion of a phase x Murray Boulevard - extension (from the intersection of Murray and Scholls f to 135th Avenue) , the overall traffic through the corridor will'. increase some 12 percent in the western I. parts of the corridor and 6 percent in the eastern parts of the corridor.
