this morning. Based upon our discussion, and review °of the file '

Murray blvd. at the 1. 5th Avenue intersection was discussed Councilor Brian n
indicated that he understood the curve radius would be less than 500 feet,
' Preliminary engineering work conducted by Tigard and Washington County staff i.'
and Walter West, the developer of the two parcels straddling M'Urray, indicates
that a 500 foot curve radius will be necessary to allow the intersection try
function properly 1 (See attached memo from Tom Tushner)«
A drawing has been attached illustrating 350 and 500 foot radius curves,
Staff recommends the 500 foot radius because of superior sight distance and
more desirable vertxr,al,
alignment with 135th Avenue, The developer of the
., adjacent projects is anxious to get this issue resolved in order to proceed

At the close of the meeting Mr. Daily expressed concern over the timing of
processing. It was decided that all correspondence should be directed to Tigard,
with the Tigard staff forwarding materials to the appropriate jurisdictions fort
approvals.

In an effort to eliminate misconceptions inaccuracies, and conflicts among

County, two meetings were held with representatives from affected agencies

design requirements for the Murray Road Extension; and
2) The Murray Road Extension be constructed with the following classification ..

BACKGROUND
Washington County adopted its Transportation Plan on June 28, 1983. This Y "
stated the Murray Blvd. Extension is a minor arterial/major collector.
This designation and mapping of this facility have been a point of :onfl i ct
between , ashi ngton County and City of Tigard for years'. to June 1983,'
an 'Irban Area Planninc ;UPAA) between Was'rington Cour wy and Tiaa'rd
included language which stated that the need and location for the Murray
4 e/ tne connection was unresolved. It also stated that until this issue
was resolved the City and County agreed to take no actions which would
preclude „alternative

taken. Howeveri the unresolved transportation issues still haunted the

In June 1985, the UPAA expired again and Mur-ay Pad Extension issue was
still unresolved, Thus, as a result of the need to reactivate the` UPAA
' on-going development, and proposed land use changes in the area, it is
imperative that the Murray PM ad Extension i_sue be resolved. To that end

Based on the ,review of traffic numbers provided byl all jurisdictions,ct•
p by 1 � ., ions, it
became obvious Ithat the connection of Murray Road between Old Scho�1 s �`c rry
and Walnut/Gaarde area is' necessary to assure that the Tigard nc;or: arhoods
w and south Beaverton residents can get to work and other major r: to transportation
facilities. The traffic numbers did show, however, that this road serves_
mainly this area and does not act as a regional route for traffic between
Beaverton and Tigard or other areas in South County. The numbers also
show that The Westly Bypass or an expansion of the Sunset Highway Highway
217 and 99W are necessary to .'avoid major traffic impacts in this area.
Traffic impacts would be the greatest with no bypass or widening of the
highways and no ,Murray Road Extension,
h The numbers also show that very little (12%) through traffic is a t.t"acted
as a result of the extension of Murray Road. With the extension and either
the bypass or widening Sunset Highway, it'v_>>s foLnd that approxinarely
,•,.. 8,000 to.: 10,000 vehicles per day would travel this road.

Murray Extension were analyzed. Those are:
1 ) Curve This alternative assumes that deg i gn standards are the same
throughout this facility, and traffic i allowed to free f lcw from
Murray to Walnut. The advantages to this are traffic flow, energy
conservation, traffic safety, driver convenience, and lack of (conflicts.
The disadvantages are tht:t it will attract approximately e:`7 �+'hicles
per (2 ) more than the other al tei"na ci vea
2) Modified 'T' Intersection - This alternative assumes tr,e intersection
of
135t1., and Murray Extension would 4'e vr'idened sufficiently to allow

would not recommend the straight 'T' intersection to be built due to safety

However, due to roadway width requirements, added delays, and potential

problem at the intersection of 135th and the New
Scholls/Old Scholls intersection because of the
unsafe geometrics of the intersection. The increase
in traffic volumes on 135th with development of the
area significantly increases traffic operating
through that intersection, creating a very unsafe
\ condition. I would recommend, in fact, closing the F,

2. If the Highway 217/Sunset transportation system

to 135th Avenue) , the overall traffic through the
corridor will'. increase some 12 percent in the western I.
parts of the corridor and 6 percent in the eastern
parts of the corridor. This facility would relieve
the traffic problems on 135th and at the 135th/Scholls
. intersection, but would leave the heavy traffic on
Walnut and 122nd. In addition, this configuration
would create a difficult traffic operating condition

due to the close proximity of the 13,��,,h/6Valut inter-
section and the 135th/Murray Boulevard extension
intersection with the predominant traffic flow being
between the Murray Boulevard extension and walnut.
