BACKGROUND INFORMATION Site Information: The subject parcel is located at the intersection of Hall Blvd. and O'Mara Street on the City Library site Proposal Description: The proposal is to remove 64 square feet of landscaping, remove and replace one tree, install a concrete pad 4 feet wide at a re- designated parking space and re -sign the parking space as E1 charging only. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: Upon review of the proposal's plans and narrative, staff finds that all applicable requirements of this tide are satisfied. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the criteria listed in TDC18.360.050.B.1 -11 do not apply. Therefore, the proposed development is not a major modification. This criterion is met. .CONCLUSION: The proposal is in compliance with the applicable requirements of this title and it is a minor modification of a site development. SECTION V. Need assistance with this page? email us II. 2 of 2 6:01 AM City of Tigard �, Memorandum To: Hap Watkins From: Michelle Wright Re: Library Electric Charging Station Parking lot -Minor Modification Type I Narrative Statement Date: November 6, 2012 Library Electric Charging Station Parking Lot Modification Minor Modification Type I Narrative Statement The City of Tigard will be installing an Electric Vehicle (EV) Charging Station at The Tigard Library located at 13500 SW Hall Blvd. This EV charging station will be placed in a parking lot that is typically full, so in order to meet the striping requested for EV Charging Stations the City proposes paving and striping 4 ft of the landscape area shown in Attachment A. This will allow the Library to only loose one parking spot instead of two. The city will plant oregon grape near the striping area to replace some of the landscaping lost. This construction will require the removal of one white oak tree, which the City will replant a new tree. This design request will provide EV Parking, meet the EV parking requirements, and change only 1 parking spot within the Library parking lot. Staff believes the proposal will meet a "minor modification" designation based on the fact that none of the following criteria, found in 18.360.050.B are proposed: 1. An increase in dwelling unit density, or lot coverage for residential development; Response: This project does not affect residential development. 2. A change in the ratio or number of different types of dwelling units; Response: The project does not involve dwelling units. 3. A change that requires additional on -site parking in accordance with Chapter 18.765; Response: This project does not generate a need for additional on -site parking, as it is a slight modification of an existing parking space. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code; Response: The project does not impact the existing building structure. 5. An increase in the height of the building(s) by more than 20 %; Response: The project does not impact building height. 6. A change in the type and location of accessways and parking areas where off -site traffic would be affected; Response: There will be no change to existing accessways and only a slight modification to an existing parking space. Off -site traffic will not be impacted 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day; Response: The installation of the EV charging station is not expected to draw any additional customers to the Library. It will serve as an added benefit to customers that may drive electric vehicles. 8. An increase in the floor area proposed for a nonresidential use by more than 10% excluding expansions under 5,000 square feet; Response: The floor area will not be affected. 9. A reduction in the area reserved for common open space and /or usable open space which reduces the open space area below the minimum required by this code or reduces the open space area by more than 10 %; Response: This proposal does not impact open space. 10. A reduction of project amenities below the minimum established by this code or by more than 10% where specified in the site plan: a. Recreational facilities; b. Screening; and /or c. Landscaping provisions. Response: The Library site landscaping is well over the minimum required 15% of site area. The installation of the EV charging station will only reduce the landscape area by about 64 square feet, which is well below a 10% change. The existing shade tree, which has a DBH of less than eight inches, will be replaced by a new two -inch caliper tree. Location of the new tree will be coordinated with the Library Director. 11. A modification to the conditions imposed at the time of site development review Response: No modifications to conditions of approval are proposed Based on the above information, this proposal should be deemed a minor modification of the original land use approval.
