I think we have what we need to push forward with our permit drawings. We wanted to clarify one thing with you however. The initial phase of the project involves demolition inside the existing structure to prepare for the renovations and additions. The demo work is part of a separate permit package currently into the City for review. The renovations and additions as well as the site work depicted on the preliminary plan I sent you constitute the second phase of the project. The School's intention is to install the new fire hydrants, FDC and fire protection service during the second phase. Do you see any issues with the timing of the construction activities? This project as you stated, is now being looked at being constructed in 1 stages, which can make it challenging to give back a review that is complete without giving you back a review that is way ahead of the project. I have tried to find a balance of somewhere in between those two phases. The attached letter addresses both the current issues and some potential, future issues. The plan submitted as you know is not a complete set of plans and as such does not provide me all of the necessary information for a full review, so I just want to clarify again that the comments are not a full review of the project. I believe that for this phase in the project we are in approval of the plans submitted to this point dated 11 -2 -12. The water /utility proposal looks to be acceptable as shown. Access is also acceptable as proposed. The main hurdle that I foresee is the future access when the auditorium is constructed. I hope this helps with what you need from me at this point. ND wanted to verify that it is acceptable to count Exit A and Exit D as two separate exits from this area. MV will review and follow up. 6 DN indicated that because the auditorium will be occupied during construction, proper ND, TH safeguards need to be provided. The contractor is to provide a narrative on the proposed approach. DOWA -IBI is to investigate accessibility requirements for the existing stage and control booths, and fire sprinkler requirements for the space underneath the existing stage. 7 ND explained that when the future auditorium is built, the gross building area will Info exceed the allowable and a fire wall will be required. ND suggested that in this current phase the building could incorporate a fire wall at the west wall of gym to allow for flexibility of future auditorium and still meet the code requirements. DN agreed to the suggestion. GYMNASIUM STRUCTURE 1 MW indicated that the building cannot be occupied before seismic upgrade is Info completed. This means that the gymnasium needs to be finished prior to getting the building occupancy permit or alternate seismic approach completed. 2 ND explained that the gym addition is scheduled to be completed at a later date than Info the rest of the building. The City is willing to grant a partial /temporary occupancy permit for the remodel and commons /library/classroom addition under a condition that at least the structural portion of the gym is completed and the building at a whole meets seismic upgrade requirements. The City will grant the permanent occupancy permit when the gym construction is finished. ACCESSIBLE SITE ACCESS 1 MV indicated that there might be language in the code for temporary solutions to MV providing an accessible site access route from Pfaffle. This might involve a temporary vehicle debarkation area designated for accessible drop -off near the main entry. MV will investigate alternative ways to get a temporary occupancy permit prior to completion of site work. 2 DQ indicated that the projected completion date of the site work is within five years. ND MV explained that typically the temporary permit is only for 6 months with a possible 6 month extension. MV will follow up on a specific timeline for the completion of site work. Discussion with planning on phasing and what need to be complete when in order to receive an occupancy permit is needed. ND to arrange meeting. FIRE PROTECTION 1 MV stated that fire protection issues will be handled by building officials until Info occupancy permit is issued. However, this is usually in consultation with Tualatin Valley Fire and Rescue. 2 MV stated that occupant safety needs to be maintained during construction.
