The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004 edition
and 2004 Oregon Fire Code (OFC) as amended by TVF&R. The submitted plans are approved subject to
the following conditions.
1. Special inspection is required for concrete, welding, bolting, welded studs, embed plates, bolts in
concrete, structural steel fabrication and erection, adhesive and expansion anchor installation,
as items listed on sheet S0.0. The special inspection agency of record shall furnish inspection reports to
the Engineer of Record, VLMK Engineers, the General Contractor, and the City of Tigard, Building
Division, attention Hap Watkins. All discrepancies shall be brought to the immediate attention of the
general contractor for correction. The special inspector shall submit a final signed report stating whether
the work requiring special inspection was, to the best of the inspector's knowledge, in conformance
with the approved plans and specifications and the applicable workmanship provisions of the code.
1704, 1705, 1707, 1708 OSSC FYI The special inspections do not waive any of the inspection required
by code.
2. Structural Observations is required by the engineer of record on structural steel erection. Deficiencies
shall be reported in writing to the owner and to the City of Tigard, Building Division, attention Hap
Watkins. FYI The structural observations do not waive any inspection required by code.
3. Live Loads Posted: The live loads for which each floor has been designed to exceed 50 psf shall be
conspicuously posted by the owner in that part of each story in which they apply, using durable metal
signs, and it shall be unlawful to remove or deface such notices. The occupant of the building shall be
responsible for keeping the actual load below the allowable limits. 1603.3 OSSC
4. Provide 2 -A rated fire extinguisher per OFC table 906.3(1) on the first and second story area. The
extinguisher shall be located so that no usable space has a distance greater than 75 feet to the
extinguishers. OFC 906.3

5. The main exterior door or doors are permitted to be equipped with key- operated locking devices from
the egress side provided:
1. The locking device is readily distinguishable as locked,
2. A readily visible durable sign is posted on the egress side on or adjacent to the door
stating THIS DOOR TO REMAIN UNLOCKED WHEN BUILDING IS OCCUPIED.
The sign shall be in letters 1 inch (25 mm) high on a contrasting background. Sec. 1008.1.8.3
6. All exit doors shall be openable from the inside without the use of a key or any special knowledge or
effort. Sec. 1008.1.8
7. Exits and exit access doors shall be marked by an approved exit sign readily visible from any direction of
egress travel. Access to exits shall be marked by readily visible exit signs in cases where the exit or the
path of egress travel is not immediately visible to the occupants. Sec. 1011.1
8. Exit signs shall be illuminated at all times and shall be provided with a second source of power that will
provide 1 1/2 hours of illumination in case of primary power loss. Sec. 1006.3 FYI Additional exit signs
may be required by the city field inspector to clearly indicate the path of egress.
9. The means of egress shall be provided with illumination of not less than 1 foot candle at the floor
level anytime the building is occupied. The means of egress illumination shall be provided with a
second source of power in case of primary power loss. Sec. 1006.2
10. Accessible checkout aisles shall be on an accessible route and at least 36 inches wide. Counters in
accessible checkout aisles shall be not more than 38 inches (965 mm) high and the top of the raised edge
of the counter shall not exceed 40 inches (1016 mm) in height above the finished floor. Accessible
checkout aisles shall be identified by the international symbol of access. Sec. 1109.19, 1109.23.3
11. Floor drains shall not be located within the clear floor space at a lavatory, water closet, urinal, or
bathtub or shower. Floors shall not slope in excess of 1 unit vertical in 50 units horizontal (2 % slope).
Floor drains shall comply with Section 1109.4.5 and be without abrupt changes of level. Exception:
Floor drains may be located within a clear floor space at a frxtune provided the openings in the drain corer shall not
exceed 1/2 inch (12.7 mm) in any direction and the drain cover shall be no more than 1 /8 inch below the level of the
surrounding finished floor surface. 1109.10.1 OSSC
12. Safety glazing including but not limited to: the following locations: Each unit of glazing shall be
�.l permanently identified by the manufacturer. Sec. 2406. Some of these locations are as follows:
a. Glazing in ingress and means of egress doors.
b. Glazing in an individual fixed or operable panel adjacent to a door where the nearest vertical
edge is within a 24" arc of the door in a closed position and whose bottom edge is less than
60" above the floor or walking surface except when there is an intervening wall or other
permanent barrier between the door and the glazing.

American with Disabilities Act (ADA): It shall be the responsibility of the Architect, Engineer,
Designer, Contractor, Owner and Lessee to research the applicability of the ADA requirements for the
structure. The City of Tigard reviews the plans and inspects the structure only for compliance with
Chapter 11 of the OSSC, which may not include all of the requirements of the ADA.
Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be maintained
on the jobsite. The plans shall be available to the Building Division inspectors throughout all phases of
construction. 106.3.1 OSSC
Certificate of Occupancy: No building or structure shall be used or occupied until the Building Official
has issued a certificate of occupancy 109.1 OSSC
Premises Identification: Approved numbers or addresses shall be provided for all new buildings in such
a position as to be plainly visible and legible from the street or road fronting the property.
When submitting revised drawings or additional information, please attach a copy of the enclosed City of
Tigard, Letter' of Transmittal. The letter of transmittal assists the City of Tigard in tracking and
processing the documents.

Item #1: Provided a complete code analysis on the building space utilizing
current codes see attached. Building is to be upgraded to type II -B
per prior construction area increase allowance.
Response: This to be answered by Forever 21.
Item #2 Provide engineer design calculations with construction details showing
ceiling system meets chapter 16. OSSC 106.
Response: Please refer to detail 1 and 2 S4.0 for standard industry accepted
details.
Item #3 Provide egress path information (The construction documents shall
show in sufficient detail the location, construction, size and character
of all portions of the means of egress in compliance with the provisions
of this code. The construction documents shall designate the number

such as floor beams, headers, joists, sub -floor, wall construction, roof construction. More than one cross
section may be required to clearly portray construction."

Deferred submittals such as Truss Joist Shop Drawings, TJI floor joist, Acoustical ceiling suspension
system, Fire stopping, Intercom system, Specialty retaining walls, etc, will be charged a deferred
submittal fee based on the valuation of the portion of the work being deferred. The minimum fee
shall be $200.00. This fee is in addition to the project plan review fee based on the total project

"Documents for deferred submittal items shall be submitted to the registered design professional in responsible charge
who shall review them and forward them to the building official with a notation indicating that the deferred submittal
documents have been reviewed and been found to be in general conformance to the design of the building. The deferred
submittal items shall not be installed until the design and submittal documents have been approved by the building
offidal Oregon Structural Specialty Code Section 106.3.4.2"
