The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004 edition;
and 2004 Oregon Fire Code as amended by TVF &R. The submitted plans are approved subject to the
following conditions. NOTE: This structure is not approved to be used as a retail sales area.
1. As per approval of the building official dated December 5, 2005 (attached), the alternative design and
method of construction as requested per OSSC 104.10 will substitute for the requirements of
Sec 40210 # (1,2,and 4) as follows;
A. Providing, low temperature "early response" sprinkler heads above the Security/Guest Service kiosk area; and
B. Two (2) 2A:10BC fire extinguishers within the Security / Guest Service Kiosk area; and
C. This kiosk will be constantly attended during all hours of mall operations, and will be a remote location for
control of the fire and life safety system.
2. The minimum horizontal separation between kiosks, groupings and other structures within the mall
shall be 20 feet. Sec 402.10 #3
3. There shall be a min. of 10 feet clear exit width to a height of 8 feet between any projection of a tenant
space bordering the mall and the nearest kiosk or other obstruction to means of egress travel. Sec 402.5.1
4. Deferred submittals such as Fire Alarm, Fire Sprinkler, Truss Joist Shop Drawings, etc, will
be charged a deferred submittal fee based on the valuation of the portion of the work being
deferred. The minimum fee shall be $200.00. Deferred Items:
a. Fire Sprinkler
5.American with Disabilities Act (ADA): It shall be the responsibility of the Architect,
Engineer, Designer, Contractor, Owner and Lessee to research the applicability of the ADA
requirements for the structure. The City of Tigard reviews the plans and inspects the structure
only for compliance with Chapter 11 of the OSSC, which may not include all of the
requirements of the ADA.

Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be maintained
on the jobsite. The plans shall be available to the Building Division inspectors throughout all phases of
construction. 106.3.1 OSSC

Certificate of Occupancy: No building or structure shall be used or occupied until the Building Official
has issued a certificate of occupancy 110.1 OSSC
Premises Identification: Approved numbers or addresses shall be provided for all new buildings in such a
position as to be plainly visible and legible from the street or road fronting the property.
When submitting revised drawings or additional information, please attach a copy of the enclosed City of
Tigard, Letter of Transmittal. The letter of transmittal assists the City of Tigard in tracking and
processing the documents.

Dear Todd,
We are in receipt of your request for an alternate to Section 402.10.4 of the Oregon
Structural Specialty Code for construction of kiosks in malls. We have discussed this
with you on several occasions with Eric McMullen with TVF &R and have agreed to allow
some modifications for this kiosk only.
As stated in your letter, the kiosk exceeds the allowable 300 square feet by
approximately 90 feet and is of combustible construction. Additionally, this is not a
merchandise kiosk but a security and guest services kiosk that is occupied whenever
the mall is open. It is also open at the top and does not obstruct the sprinkler coverage.
Based on this, we have agreed to the following:
• The kiosk will be constantly attended to when the mall is open; and
• Early response sprinkler heads will be installed above the kiosk; and
• A minimum (2) 2A:10BC fire extinguishers will be located in the kiosk.
Based on your proposal, and the fact that the kiosk is open at the top, and the additional
features listed above are met, you request is being approved in accordance with
Section 104.10 of the 2004 edition of the Oregon Structural Specialty Code.

Dear Gary:
Thank you for meeting with us last week regarding the security and guest services area proposed
within the expansion to Washington Square Mall. I would like to follow up with you on our
proposed solution of how this area will conform to the 2004 Oregon Structural Specialty Code
(OSSC) .
As you know, the current planned security area is approximately 350 SF with an additional 40sf
stroller storage area. This area will exceed the 300 SF allowable area for a kiosk as stated in OSSC
402.10.4. This section also indicates that a combustible kiosk is to be made of fire- retardant-
treated wood. This proposed kiosk is not made from fire - retardent- treated wood. In order to
mitigate this, the owner has agreed to provide new low temperature "early response" sprinkler
heads in the area of the kiosk as well as providing two (2) fire extinguishers in the kiosk area.
It is also important to note that this is not a retail "kiosk" for the sale of merchandise. This is a
guest service and security area. It will be manned during all hours of mall operation, and will be a
remote location for control of the fire and life safety system.
We feel that these agreed upon remediations will reasonably meets the intent of the code and
maintains, if not, improved the overall security and safety of all occupants of the building. We are
requesting that you approve this as a modification as per section 104.10 of the 2004 OSSC. I
appreciate your consideration of this issue, and please feel free to contact MP with an additional
questions or concerns that you might have.
