NOTICE OF TYPE II DECISION MISCELLANEOUS REVIEW (MIS) 2011 -00002 JOHN TIGARD HOUSE MUSEUM i. .a 120 DAYS= 21 SECTION I. APPLICATION SUMMARY FILE NAME: JOHN TIGARD HOUSE MUSEUM STORAGE SHED CASE NO: Miscellaneous Permit (MIS) MIS2011 -00002 APPLICANT/ Mary Feller OWNER City of Tigard OWNER Tigard Historical Assoc. (Property): 13125 SW Hall Blvd. (Museum): P.O. Box 230402 Tigard OR 97223 Tigard, OR 97281 PROPOSAL: The Tigard Historical Association proposes to build an architecturally compatible 10 foot x 12 foot storage shed at the site of the John Tigard House Museum. LOCATION: 10310 SW Canterbury Lane, Tigard, OR, Washington County Tax Assessor's Map 2S111BC, Tax Lot 02603. ZONING: R -3.5: Low - Density Residential District. The R -3.5 zoning district is designed to accommodate detached single - family homes with or without accessory residential units at a minimum lot size of 10,000 square feet. Duplexes are permitted conditionally. Some civic and institutional uses are also permitted conditionally. (HD) The Historic District Overlay shall apply to the following sites and areas: 1) Historic sites and areas; 2) Cultural sites and areas; and 3) Landmarks. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.390, 18.510 and 18.740. SECTION II. DECISION - Notice is hereby given - that - the City of Tigard - Community Development Director's designee - has APPROVED the above request for Miscellaneous Review subject to certain conditions of approval. The findings and conclusions on which the decision is based are noted in Section IV of the Decision. JOHN TIGARD HOUSE MUSEUM STORAGE BUILDING MIS2011 -00002 PAGE 1 OF 7 CONDITIONS OF APPROVAL THE FOLLOWING CONDITIONS SHALL BE SATISFIED The applicant shall submit revised designs and provide notice for inspection to the CURRENT PLANNING DIVISION, ATTN: GARY PAGENSTECHER 503 - 718 -2434. 1. Prior to construction, the applicant shall submit a revised detailed design that differentiates the proposed storage building from the original house by varying the siding, trim, or roof treatments in material, width, depth, or some other reasonably discernable way. 2. If during development activities the applicant or their staff encounters any cultural material (e.g., prehistoric stone tools or flaking debris, human remains, historic material caches), all activities should. cease immediately and a professional archaeologist needs to be contacted to evaluate the discovery. The applicant shall also notify the city. 3. On project completion, the applicant shall contact the planning division to conduct an inspection to verify that the proposal was completed in accordance with this decision and the approved plans. THIS APPROVAL SHALL BE VALID FOR EIGHTEEN (18) MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION SECTION III. BACKGROUND INFORMATION Site and Vicinity Information: The subject site is located on the southwest corner of the intersection of SW 103' Avenue and SW Canterbury Street. The site is gently sloping to the east and is a part of the city's 3.06 acre East Butte Heritage Park, an unimproved neighborhood park. The site is an approximately 16,226 square foot conservation area that has the Historic District (HD) Overlay. The John C. Tigard House was moved to the site in 1979 and has since been maintained and operated by the Tigard Historical Association. A single - family residence is on an adjacent parcel to the west. History of the Permits: Prior land use permits on the subject parcel included a lot line adjustment I52008- 00008); a conditional use permit (CUP2003- 00010) and variance (VAR2003- 00094) for the WC CA tower; and a modification to the conditional use permit (MMD2005- 00021) for changes in the tower height and site improvements. Proposal: The Tigard Historical Association proposes to build an architecturally compatible 10 foot x 12 foot storage building at the site of the John C. Tigard House Museum. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS A. LAND USE DECISIONS 18.390.040 - Decision Making Procedures Pursuant to TDC 18.740.040.D, approval for construction of new structures or exterior alterations of structures in an historic overlay district shall be granted by means of a Type II procedure, as governed by Section 18.390.040. A pre- application conference was held March 3, 2011. Notice of a pending land use application was mailed June 15, 2011. The applicant's submittal satisfied the applicable application requirements. ZONING DISTRICTS Residential Zoning Districts (Chapter 18.510) The proposed storage building is accessory to the existing John Tigard Museum, a cultural institution use, which is a conditional use in the R -3.5 zone. Minor modifications to a conditional use are processed by a Type I procedure. However, within the historic district overlay, a Type II procedure is required, as noted above. The subject site is located in the R -3.5 (HD) zone. The applicable development standards for R -3.5 zone govern the proposed development. In this case, the side and rear yard setbacks and height limits apply. As shown on the site plan, the proposed storage building is located six (6) feet from the side yard property line (south) and 17 feet from the back yard property line (west), consistent with the required five (5) foot side yard setback and 15 foot rear yard setback. As shown in the elevation drawings, the building will be 13 feet m height, consistent with the maximum height of 30 feet in the R -3.5 zone. C. APPLICABLE DEVELOPMENT CODE APPROVAL STANDARDS 18.740.020 Applicability of Provisions B. Designated activities. The provisions of this chapter apply to: 1. The demolition of structures within an historic overlay zone area, as governed by Section 18.740.030; and 2. The exterior alteration or new construction within the historic overlay zone area, as governed by Section 18.740.030. The applicant proposes to build a new stand -alone 10 foot by 12 foot storage building within the historic overlay district. Therefore, Section 18.740.030 applies. 18.740.030 General Provisions A. Approval of exterior alterations. Except as provided pursuant to Subsection B [Approval of demolition] below, no person shall alter any structure in an historic overlay district in a manner as to affect its exterior appearance, nor may any new structure be constructed in an historic district unless approved by the Director. The proposal does not include demolition and is, therefore, subject to review and approval by the Director. 18.740.040 Approval Process 18.740.040.D. Criteria for construction of new structures. Approval for exterior alterations of structures in an historic overlay district shall be granted by means of a Type II procedure, as governed by Section 18.390.040, by the Director using the following criteria: 1. The purpose of the historic overlay district as set forth in Section 18.740.010; A. Purposes. The purpose of this chapter is to: 1. Facilitate the protection, enhancement and perpetuation of such improvements and of such districts which represent or reflect elements of the City's cultural, social, economic, political and architectural history; 2. Enhance any registered historic or cultural areas designated in the City; 3: Stabilize and improve property values in such districts; 4. Promote the use of historic districts and landmarks for the education, pleasure, energy conservation, housing, and public welfare of the City; and 6. Implement the applicable provisions of LCD Goal 5 and the City of Tigard Comprehensive Plan. According to the applicant's narrative, the proposed storage building will provide an alternative storage area for items currently stored in the John Tigard Museum pantry, which are used for outdoor events. Freeing up this space will enhance the museums ability to showcase a finished pantry outfitted in period - appropriated kitchen wares and supplies. In addition, the storage building will provide covered storage for the cider press, currently stored outdoors. Consistent with Tigard's Comprehensive Plan, the city has cooperated with the Tigard Historical Association with council's agreement that the city pay the application fees for this application and, as the property owner, sign the application. Therefore, the proposal is consistent with the applicable purposes of this chapter. 2. The economic effect of the new structure on the historic value of the district; The new storage building will enhance the museum as discussed above which may increase public interest and add value to the cultural resource and to the Historical Society's program. 3. The visual effect of the proposed new structure on the architectural character of the district; The overlay district correlates with the area within the picket fence that surrounds the John Tigard House Museum. The placement of the proposed storage building in the southwest corner of the site, of the size and design proposed, will add character to the yard and provide an architectural counter point to the Museum. The building will be located to the side and behind the house and behind the orchard to minimize the visual impact on the Museum. 4. The general compatibility of the exterior design, arrangement, proportion, detail, scale, color, texture and materials proposed to be used in the construction of the new building or structure; The applicant has proposed to "replicate the architecture of the John Tigard House as closely as possible." Comments from the State Historic Preservation Office (below) take issue with replicating the original design. Therefore, the applicant shall submit a revised detailed design that differentiates the . proposed storage building from the original house by varying the siding, trim, or roof treatments in material, width, depth, or some other reasonably discernable way. FINDING: The proposed design will not adversely impact the property provided that the design is differentiated from that of the main house as identified in the comments from the Oregon State Historic Preservation Office. CONDITION: The applicant shall submit a revised detailed design that differentiates the proposed storage building from the original house by varying the siding, trim, or roof treatments in material, width, depth, or some other reasonably discernable way. SECTION V. OTHER STAFF COMMENTS Public Works Department manages the subject site which is owned by the City of Tigard. Accordingly, the Public Works Director signed the land use application in support of the proposed action. The Department did not submit any comments. The City Building Official commented that due to the 120 square foot size and use of the proposed storage- building-no- building - permits will be required. - JOHN TIGARD HOUSE MUSEUM STORAGE BUILDING MIS2011 -00002 PAGE 4 OF 7 SECTION VI. AGENCY COMMENTS The Oregon Parks and Recreation Department State Historic Preservation Office was notified and provided the following comments: SHPO Case No. 11 -1089 City Tigard Planning LU Permit Re: John Tigard House Museum Storage Shed Dear Mr. Pagenstecher: We have reviewed the materials submitted on the project referenced above, and we reaffirm that the John Tigard House is listed in the National Register of Historic Places. We also find that the proposed addition of a garden shed will not adversely impact the property provided that the design is differentiated from that of the main house. Currently the design calls for the construction of "historically accurate" replica. While the intention is laudable, constructing a building that appears historic would create a false sense of history that will diminish the authenticity of the historic site. Such projects are also discouraged by the National Park Service, the agency responsible for maintaining the National Register of Historic Places. Instead, the Oregon SHPO strongly suggests varying the siding, trim, or roof treatments in material, width, depth, or some other reasonably discernable way. The new shed should complement the Tigard House, but be easily identifiable as a new building. We ask that the applicant and the City of Tigard determine together what an appropriate treatment would be and then provide this information to the Oregon SHPO for final review under ORS 358.653. This letter refers to above - ground historic resources only. Because the project will require ground disturbance, comments pursuant to a review for archaeological resources will be sent separately. However, there have been no previous cultural resource surveys conducted in the project area. Future ground disturbing activities may reveal the presence of buried cultural resources. Please be aware that if during development activities the applicant or their staff encounter any cultural material (e.g., prehistoric stone tools or flaking debris, human remains, historic material caches), all activities should cease immediately and a professional archaeologist needs to be contacted to evaluate the discovery. Please refer to ORS 358.905 -955 and ORS 97.740 -760. Any party with standing as provided in Section 18.390.040.G.1. may appeal this decision in accordance with Section 18.390.040.G.2. of the Tigard Community Development Code which provides that a written appeal together with the required fee shall be filed with the Director within ten (10) business days of the date the notice of the decision was mailed. Unless the applicant is the appellant, the hearing on an appeal from the Director's Decision shall be confined to the specific issues identified in the written comments submitted by the parties during the comment period. When the contractor and I were sighting the building on Saturday we realized the building cannot be located as planned due to ADA code for the access to the bathroom. The ADA specifications require a 1" drop per foot for sidewalk elevation. The site was 8 feet too short to meet this standard. In order to meet the ADA 1 "per foot change in elevation, the building needs to be sited directly behind the John Tigard House with a north -south orientation rather than east -west. It would not be visible from the front of the house so the beauty of the historic house would not be compromised. 1. There are other pluses to this location: very little excavation needed (the excavated soil would be used as back fill behind the west wall since the ground is flat except very western part of the site (about 2 feet projecting west). The other site required removing 2 truck loads of soil. 2. The door to the ADA bathroom would be on the north end of the building with easy access to the existing sewer line on Canterbury Lane 3. The handicap access for the bathroom would tie into the concrete pad (by the Canterbury people gate) at the end of the wooden handicap ramp for John Tigard House. This would make it more convenient for anyone having trouble walking since the distance to the bathroom is much less. 4. Plumbing and electrical projects would require less distances for the lines. 5. I probably should mention that the �y 4 building project started out as a Boy Scout store shed. Once THA realized our Scout would not build the building we wanted we went to Plan'B- assuming the building cost ourselves. Since we were paying for the building we wanted to address the two deficiencies of the site: lack of storage room and no bathroom. Is this email sufficient to make the change of building site? BACKGROUND INFORMATION Site and Vicinity Information: The subject site is located on the southwest corner of the intersection of SW 103"' Avenue and SW Canterbury Street. The site is gently sloping to the east and is a part of the city's 3.06 acre East Butte Heritage Park, an unimproved neighborhood ark. The site is an approximately 16,226 square foot conservation area that has the Historic District (ID) Overlay. The John C. Tigard House was moved to the site in 1979 and has since been maintained and operated by the Tigard Historical Association. A single - family residence is on an adjacent parcel to the west. History of the Permits: Prior land use permits on the subject parcel included a lot line adjustment (MIS2008- 00008); a conditional use permit (CUP2003- 00010) and variance (VAR2003- 00094) for the WC CA tower; and a modification to the conditional use permit (MMD2005- 00021) for changes in the tower height and site improvements. Proposal: The Tigard Historical Association proposes to build an architecturally compatible 10 foot x 12 foot storage building at the site of the John C. Tigard House Museum. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS A. LAND USE DECISIONS 18.390.040 - Decision Making Procedures Pursuant to TDC 18.740.040.D, approval for construction of new structures or exterior alterations of structures in an historic overlay district shall be granted by means of a Type II procedure, as governed by Section 18.390.040. A pre- application conference was held March 3, 2011. Notice of a pending land use application was mailed June 15, 2011. The applicant's submittal satisfied the applicable application requirements. ZONING DISTRICTS Residential Zoning Districts (Chapter 18.510) The proposed storage building is accessory to the existing John Tigard Museum, a cultural institution use, which is a conditional use in the R -3.5 zone. Minor modifications to a conditional use are processed by a Type I procedure. However, within the historic district overlay, a Type II procedure is required, as noted above. The subject site is located in the R -3.5 (HD) zone. The applicable development standards for R -3.5 zone govern the proposed development. In this case, the side and rear yard setbacks and height limits apply. As shown on the site plan, the proposed storage building is located six (6) feet from the side yard property line (south) and 17 feet from the back yard property line (west), consistent with the required five (5) foot side yard setback and 15 foot rear yard setback. As shown in the elevation drawings, the building will be 13 feet m height, consistent with the maximum height of 30 feet in the R -3.5 zone. C. APPLICABLE DEVELOPMENT CODE APPROVAL STANDARDS 18.740.020 Applicability of Provisions B. Designated activities. The provisions of this chapter apply to: 1. The demolition of structures within an historic overlay zone area, as governed by Section 18.740.030; and • 2. The exterior alteration or new construction within the historic overlay zone area, as governed by Section 18.740.030. The applicant proposes to build a new stand -alone 10 foot by 12 foot storage building within the historic overlay district. Therefore, Section 18.740.030 applies. 18.740.030 General Provisions A. Approval of exterior alterations. Except as provided pursuant to Subsection B [Approval of demolition] below, no person shall alter any structure in an historic overlay district in a manner as to affect its exterior appearance, nor may any new structure be constructed in an historic district unless approved by the Director. The proposal does not include demolition and is, therefore, subject to review and approval by the Director. 18.740.040 Approval Process 18.740.040.D. Criteria for construction of new structures. Approval for exterior alterations of structures in an historic overlay district shall be granted by means of a Type II procedure, as governed by Section 18.390.040, by the Director using the following criteria: 1. The purpose of the historic overlay district as set forth in Section 18.740.010; A. Purposes. The purpose of this chapter is to: 1. Facilitate the protection, enhancement and perpetuation of such improvements and of such districts which represent or reflect elements of the City's cultural, social, economic, political and architectural history; 2. Enhance any registered historic or cultural areas designated in the City; 3. Stabilize and improve property values in such districts; 4. Promote the use of historic districts and landmarks for the education, pleasure, energy conservation, housing, and public welfare of the City; and 6. Implement the applicable provisions of LCD Goal 5 and the City of Tigard Comprehensive Plan. According to the applicant's narrative, the proposed storage building will provide an alternative storage area for items currently stored in the John Tigard Museum pantry, which are used for outdoor events. Freeing up this space will enhance the museums ability to showcase a finished pantry outfitted in period - appropriated kitchen wares and supplies. In addition, the storage building will provide covered storage for the cider press, currently stored outdoors. Consistent with Tigard's Comprehensive Plan, the city has cooperated with the Tigard Historical Association with council's agreement that the city pay the application fees for this application and, as the property owner, sign the application. Therefore, the proposal is consistent with the applicable purposes of this chapter. 2. The economic effect of the new structure on the historic value of the district; The new storage building will enhance the museum as discussed above which may increase public interest and add value to the cultural resource and to the Historical Society's program. 3. The visual effect of the proposed new structure on the architectural character of the district; The overlay district correlates with the area within the picket fence that surrounds the John Tigard House Museum. The placement of the proposed storage building in the southwest corner of the site, of the size and design proposed, will add character to the yard and provide an architectural counter point to the Museum. The building will be located to the side and behind the house and behind the orchard to minimize the visual impact on the Museum. 4. The general compatibility of the exterior design, arrangement, proportion, detail, scale, color, texture and materials proposed to be used in the construction of the new building or structure; The applicant has proposed to "replicate the architecture of the John Tigard House as closely as possible." Comments from the State Historic Preservation Office (below) take issue with replicating the original design. Therefore, the applicant shall submit a revised detailed design that differentiates the proposed storage building from the original house by varying the siding, trim, or roof treatments in material, width, depth, or some other reasonably discernable way. FINDING: The proposed design will not adversely impact the property provided that the design is differentiated from that of the main house as identified in the comments from the Oregon State Historic Preservation Office. CONDITION: The applicant shall submit a revised detailed design that differentiates the proposed storage building from the original house by varying the siding, trim, or roof treatments in material, width, depth, or some other reasonably discernable way. SECTION V. OTHER STAFF COMMENTS Public Works Department manages the subject site which is owned by the City of Tigard. Accordingly, the Public Works Director signed the land use application in support of the proposed action. The Department did not submit any comments. The City Building Official commented that due to the 120 square foot size and use of the proposed storage building no building permits will be required. AGENCY COMMENTS The Oregon Parks and Recreation Department State Historic Preservation Office was notified and provided the following comments: SHPO Case No. 11 -1089 City Tigard Planning LU Permit Re: John Tigard House Museum Storage Shed Dear Mr. Pagenstecher: We have reviewed the materials submitted on the project referenced above, and we reaffirm that the John Tigard House is listed in the National Register of Historic Places. We also find that the proposed addition of a garden shed will not adversely impact the property provided that the design is differentiated from that of the main house. Currently the design calls for the construction of "historically accurate" replica. While the intention is laudable, constructing a building that appears historic would create a false sense of history that will diminish the authenticity of the historic site. Such projects are also discouraged by the National Park Service, the agency responsible for maintaining the National Register of Historic Places. Instead, the Oregon SHPO strongly suggests varying the siding, trim, or roof treatments in material, width, depth, or some other reasonably discernable way. The new shed should complement the Tigard House, but be easily identifiable as a new building. We ask that the applicant and the City of Tigard determine together what an appropriate treatment would be and then provide this information to the Oregon SHPO for final review under ORS 358.653. This letter refers to above - ground historic resources only. Because the project will require ground disturbance, comments pursuant to a review for archaeological resources will be sent separately. We also find that the proposed addition of a garden shed will not adversely impact the property provided that the design is differentiated from that of the main house. Currently the design calls for the construction of "historically accurate" replica. While the intention is laudable, constructing a building that appears historic would create a false sense of history that will diminish the authenticity of the historic site. Such projects are also discouraged by the National Park Service, the agency responsible for maintaining the National Register of Historic Places. Instead, the Oregon SHPO strongly suggests varying the siding, trim, or roof treatments in material, width, depth, or some other reasonably discernable way. The new shed should compliment the Tigard House, but be easily identifyable as a new building. We ask that the applicant and the City of Tigard determine together what an appropriate treatment would be and then provide this information to the Oregon SHPO for final review under ORS 358.653. The purpose of the historic overlay district: The John Tigard House was moved to its current site, 10310 SW Canterbury Lane in 1979. The Tigard Historical Association was created specifically for the purpose of saving the John Tigard as a historical landmark for future generations to enjoy. In the ensuing years, both its exterior and interior were restored to its 1880 architectural and interior design standards. The defining white picket fence has been replaced twice in thirty years. In 2009 raised garden beds, a concrete front side walk and a gravel walk were added by Tanner Dean as his Eagle Scout project. In 2010, Tanner Oldham rebuilt the back porch, built a handicap accessible ramp and a people -gate on Canterbury Lane as his Eagle Scout project. In 2011, Tanner Bean will build a 10x12 foot storage building as his Eagle Scout project once THA and Tanner have satisfactorily completed the permit process. Since 1979, the Tigard Historical Association and the City of Tigard have worked very successfully together to maintain the property. The City of Tigard sees that the lawn is mowed every two weeks or as deemed necessary. Each fall season, usually in October, the city removes the fallen leaves that have accumulated on the lawn. Since 2008, the City of Tigard has given an Events Grant to THA to be used to host public events: the July Ice Cream Social, the October Apple Harvest and the December Christmas Holiday Celebration. THA has kept the John Tigard House painted, has the wooden roof cleaned, and replaced the custom - milled porch railings and steps as needed. When the historic front door was vandalized, the association had an exact replica made. The association has secured numerous grants to fulfill its mission of collecting and preserving Tigard cultural history. It houses the Collection at the John Tigard House which consists of historical artifacts, photographs and documents for display and research by the public. 2. The economic effect of the 10x12 storage building will be a positive one for the historic district because it will be designed and built to be appropriate for the 1880 John Tigard House architecture. 3. The visual effect of the proposed storage building will be pleasing. It will match the John Tigard House as closely as possible. It will be located in the southwest corner of the property next to East Butte Park. It will be obscured by the apple trees from pedestrians walking on 103` /Avenue. The general compatibility of 10x12 structure will replicate the architecture of the John Tigard House as closely as possible. It will have smooth horizontal siding as does the John Tigard House. Of course we cannot buy old growth lumber since it is not sold today. The pitch of the roof will be 9/12 which is the maximum possible for a small building on pier blocks. It will have double doors which will be left open during John Tigard House events so participants can view the historic items stored inside. The exterior will be painted white with red trim to match the John Tigard House. We had the great good fortune to have Tanner Bean, a member of The Boy Scouts of America Troop #843, ask if we could provide an Eagle Scout project. Unfortunately, Tanner and his father, feel that a 10 by 12 building with 8 foot walls and a 10/12 pitched roof is too expensive for a Scout project. We were not informed of this fact until recently. THA would like to hire a contractor to build such a portable building. If the City feels that the plans we propose are not acceptable we will proceed with the smaller Boy Scout building. In which case, Tanner will design and build a 8 x12 storage building with 6'6" walls on the grounds of the John Tigard House. It will be sited in an available area along the southern picket fence, and behind the apple orchard in the SW corner of the property. The building will be built with horizontal siding painted white with red trim. It will have a single entrance of double doors. There will be no windows and no utilities. The roof will consist of wood shingles. The pitch of the roof will mirror that of the John Tigard House as much as is possible. In a May 3 telephone conversation, Scout father, Jim Bean said the building could only be 8'by 12' with a 6'6" tall wall. THA has concluded that the proposed historically accurate 10 by 12 building is too large and expensive for a Scout project. As president of THA I have consulted with Norm Oyler, a friend of 45 years and the owner of a construction company. He has helped clarify what support structure is needed by a 10x12 portable building. He suggested that six two foot deep by 12 inch diameter poured concrete pillars poured into the ground topped by a #44 CB metal bracket would adequately anchor the building yet would allow the building to be moved if the occasion ever arose. The concrete pier blocks would simply be disconnected from the #44 CB bracket. THA feels it is imperative that appropriate materials such as cedar siding, a wooden shingle roof and fish scale Victorian style trim must be used to replicate the John Tigard House in miniature. We know the building could be built for less money by substituting modern materials such as concrete board siding and a composition roof. However, as the custodian of a 1880 historic home we feel we should not do so. Therefore, we will tap into our endowment hiring a contractor to build a historically appropriate storage building. We also feel we should have a concrete slab, perhaps 10 by 12 feet with a concrete ramp up to the storage building door, poured in front of the building to be used for display purposes, etc. during outdoor events. The other change we feel we should make is replace the gravel sidewalk on the south side of the John Tigard House with a concrete one. This will further enhance accessibility of the John Tigard House grounds for the physically handicapped. I have a couple of questions for you. I hope I word them so they make sense: 1. The site map that Dennis emailed to me is on 81/2 by 11 paper. He said this map can be used for THA site map. The City's land use permit application says maps or plans (plans must be on at least 24 x 36" paper. Can we use the site map provided as the basis of our site development plan even though it is only 8 1/2 by 11? On the site development plan list, you 3'8'2011 Page 2 of 3 checked many items such as existing and platted streets; easements on the site; proposed streets; alternative routes of dead end streets or proposed streets -It seems to me they are already shown on the existing map called Exhibit B. 2. You indicated that THA needs to have an "existing conditions map ". We only want to construct a 10x12 storage building on pier blocks. When I read the list, it sounds like a professional study by an expensive consultant firm needs to be hired to complete this section of the application. Does THA /Tanner Bean really need to complete an existing condition map? I don't see how we can determine whether the ground is unstable ground without some professional opinion. I know it is not from my 31 years of observation but that probably wouldn't count since I am not a geologist. 3. Could exhibit B map (provided by Dennis) be the basis for the information to be provided under "Vicinity Map" ? As a 501c3, THA is a non- profitorganization for the sole purpose of preserving Tigard cultural history. Although we have an endowment due to the generosity of Grace Tigard Houghton, we must be very frugal due to the difficulty of making earnings from our investments. As you know non - profits have a particularly difficult challenge in economic downturns as we are experiencing now. THA will guarantee that the storage building will be an appropriate addition to the site; one that is badly needed. We need a storage building to house our recently purchased 1876 apple cider press which stands 5 feet high.
