Dear Mr. Nelson:
In response to conditions listed in the City of Tigard Conditions Letter, dated 9/18/08 (attached), we are
submitting revised drawings as outlined below:
Condition #1
Every structure, and portion thereof including non - structural components that are permanently
attached to structures and their supports and attachments, shall be designed and constructed to
resist the effects of earthquake motions in accordance with ASCE 7 as modified by Section 1613.7.
The seismic design category for a structure is permitted to be determined in accordance with
Section 1613 or ASCE 7. OSSC 1613.1. Please submit plans and calculations as needed.
Response:
Per my conversation with Dan Nelson on 9/19/08, this plan check comment is in reference to the
two -level stock storage system described on Sheet A -001, under the section pertaining to
SEPARATE PLAN SUBMITTALS. This is to confirm that drawings and calculations will be
issued to the building department as a separate plan submittal demonstrating conformance with
ASCE 7. ASCE 7 requirements have been noted under the section pertaining to separate plan
submittals. See Cover Sheet A -001 — SEPARATE PLAN SUBMITTALS (revision is clouded).
Condition #2
Your request to have the building evaluated under the current edition of the OSSC as JIB
construction has been approved. The 1 -hour exiting enclosures should remain rated due to the
travel distance. Please provide new plans indicating these changes.
Response:
A. Code information has.been updated to reflect current applicable code requirements for Type IIB
Construction. See Cover Sheet A -001 - APPLICABLE CODES and CODE SUMMARY
(revisions are clouded).
B. Per my conversation with Dan Nelson on 10/1/08, we have reviewed travel distances and have
confirmed that travel distances to stair exit enclosures are achievable within the 250 -ft maximum
allowed under OSSC Table 1016.1. Therefore, existing one - hour -rated wall construction at
CALLISON ARCHITECTURE, INC.

Response:
Based on the explanation provided in response to Condition #2, nailing schedules for rated walls
are not applicable, given there is no new rated wall construction in the scope of work.
Additional Revision unrelated to Plan Check Comments
We have corrected a typographical error pertaining to the door exit width provided at Second
Floor to indicate 406 ". See Cover Sheet A -001 (revision is clouded).

As you may be aware a set of plans has been submitted to the Building Department for a
proposed interior renovation of the Nordstrom Store located at the Washington Square Mall.
After submitting the drawings for review, a meeting was held to discuss the project. During that
meeting Mr. Daniel Nelson, Senior Reviewer, proposed to the Lisa Kirby of Callison Architecture
that the project apply to have the entire Nordstrom Store reclassified so that the remodel could
be conducted utilizing the current Oregon Structural Specialty Code (OSSC) (which adopts the
International Building Code, 2006 edition). This code would then be used in place of the
Uniform Building Code, 1991 edition (UBC) which was in effect at the time of initial construction.
After reviewing the impact of this proposal we respectfully request that your office approve the
reclassification of the Nordstrom Washington Square Mall from a UBC Type IIFR building to an
OSSC Construction Type 2B building. Our justification for this request is based upon the ability
of the existing store to comply with all fire protection and life safety requirements of the OSSC
applicable to Cover Mall Anchor Buildings as detailed below:

Per our conversation this morning, Callison has reviewed the original construction detailing for the Nordstrom building and
has confirmed the east mall wall construction exceeds the 2 hour wall rating that would be required for Type 2B
construction under the current code. This should simplify the case favoring reclassification of the building's construction
type from Type II -FR (UBC) to Type 2B (IBC). We are having our code consultant evaluate the proposed reclassification,
so that we may report back to Nordstrom the information they need to make an informed decision. We anticipate that we
will issue a letter to the building department, the week of September 8.

HOURS OF OPERATION ARE CHANGING
To better \ serve you, the Building Division will be changing
its hours of operation. Beginning August 10, 2009
the Building Division will be closed on Mondays.. This is a
temporary solution to budget issues, and a direct result of
the current economic climate. However, by closing one day
a week, the Building Division will be able to offer additional
inspections in the afternoons, and open an hour earlier, at
7 a.m., Tuesday through Friday.
