AN ORDINANCE CREATING A CITY PARK AND RECREATION BOARD,
DEFINING ITS ;MEMBERSHIP, YowER`a AND DUTIES; AND DEOLARING AN

EMERGENCY.
} THE CITY OF TIGARD ORDAINS AS FOLLOWS:
Section
l: There is hereby a created ark and recreation board

of Tigard, Oregon, consisting of seven (7) persons
to be appointed by the Mayor and confirmed by the Council, not
more than two (2) of whom shall be non-residents of the City.
Board members shall receive ro compensatiof,.
Section 2: The City mark and Recreation Bcard shall, at its
irs meeting after the effective date of this ordinaace,
elect a president and vice president, who shall hold office
during the pleasure of the board, and the board shall elect
a secretary who need not be a member of the 1-a rd, and the
secretary shall keep accurate records of all board proceedings.
' At the first meeting of the board, the seven members
appointed by the Mayor shall choose their term of office by lot,
as follows:
1 for a term of 1 year

2 for a term of 2 years
= i 2 for a term of 3 years
2 for a term of 4 years
=; Immediately thereafter, the President of the Board
shall notify the Mayor and Council, in writing, of the allotted
term of office. Each successor to the members whose terms are
thus allotted shall serve a term of fours years; any vacancy
r shall be filled by the Mayor for the unexpired portion of the
term,
Section 3: The City Park and Recreation Board shall have the
power and duties to advise the City Administrator
and City Council concerning the management, care and control
of public parks and recreation facilities and programs of the
City, together with all park proper�y and recreation facilities
which may be acquired and developed; concerning the making and
altering from time to time of needful rules and regulations for
the maintenance of order, safety and decency in said parks and
` recreation facilities; and conccrnin- the expenditure of such
.; funds as shall be appropriated by the City Council for public

parks and. recreation facilities and programs.
�a Section 4. Inasmuch as it is deemed necessary for the public
health, peace and safety of the c;itizens of Tigard
that an advisory hoard on Parks and Recreation matters be estab-
lished, an emergency is hereby declared to exist. and this
ordinance shall be in full .force and effect on and afterthe
date following its adoption by the City Council and signature
by the Mayor.
