The Site plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004 edition and 2004 Oregon Fire Code as amended by TVF&R. The submitted plans are approved subject to the following conditions. 1. Note indicator #3 on sheet C6 at hydrant in front of Building A should be note indicator #16. Please revise to match correct note. 2. Please complete enclosed TVF &R Fire Flow and Hydrant Worksheet. The required number of hydrants and required fire flow will be determined by this worksheet. (Note: The worksheet can be accessed and filled out at www.tvfr.com.) Please provide plans showing the location of the required hydrants and flow test calculation sheets verifying the minimum required fire flow. Written approval of plans meeting TVF&R standards and any alternate design approved by TVF &R (John Dalby (503)356 -4700) must be provided to the City of Tigard. 3. Recorded easements to the City of Tigard are required for the vaults containing the double check valves located on private property as shown on sheet C6. Contact John Goodrich at (503)718 -2609. Please provide documentation of these easements to the City of Tigard building department prior to issuance of the site permit. 4. The Typical Handicap Parking Detail on sheet C7 shows the access aisle with a minim dimension of 5'. ORS 447.233 requires a 6' minimum access aisle. Please revise to meet minimum State of Oregon standards. 5. Please provide a copy of the approved 1200C plans in the construction document plan set indicating the required on -site parking for construction equipment and employees. OSSC 1103.2.3.1 requires the detectable warnings to extend the full depth and width of the ramp including Hairs. Please revise the details to meet the minimum requirements of 1103.2.3.1. 7. The extension of the property line past the construction site to the SW appears to be in the wrong location on sheets C3, C4, C5, and C6. Please revise to show accurate property line locations. 8. Please indicate the location of Grading and Erosion Control Note #1 on plan sheet C4. 9. The site accessibility details and retaining walls shown in the architectural and structural plan set must be reviewed and approved as part of the building permits prior to construction. 10. Please revise the Double Detector Assembly details on sheet C9 to reference Tigard Water District standards as opposed to Tualatin Water District standards. Note: PFI permit and City of Tigard engineering department inspection required for sewer taps into public sewer line located in public sanitary easement as shown on sheet C6. When submitting revised drawings or additional information, please attach a copy of the enclosed City of Tigard, Letter of Transmittal. The location of hydrants can be seen on the existing conditions map and utility plan. 3. WRG Response: Per conversations with Rob Murchison, Engineer with the City of Tigard, the easement will not be necessary with the reconfiguration of the water system. 4. The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004 edition the Tualatin Valley Fire & Rescue Fire & Life Safety Requirements for Fire Department Access and Water Supplies (Based on the 2004 Oregon Fire Code as amended by TVF&R) and NFPA 24. The submitted plans are approved subject to the following. EROSION 1. Erosion control measures shall be in place prior to excavation or grading. FIRE DEPARTMENT ACCESS 2. The driveway is considered a fire department access roadway. The driveway shall be capable of supporting a 12,500 pound wheel point load and a gross vehicle weight of 50,000 pounds. HYDRANTS/FIRE LINES 3. All piping shall be inspected prior to backfill. 4. The fire service main shall be flushed thoroughly before connection to the system riser in order to remove foreign materials that might have entered the main during the course the installation. The flow rate shall not be less than the water demand rate of the system. Section 10.10.2 5. Hydrostatic testing of the underground piping shall occur upon completion of work. The contractor's material and test certificate for underground piping shall be completed and signed. Copies shall be prepared for approving authorities, owners and contractor. Section 10.10.1 (All piping shall be inspected prior to backfill.) 7. When pipe must be run under buildings, special precautions shall be taken, including the following: • Arching the foundation walls over the pipe • Running the pipe in covered trenches • Providing valves to isolate sections of pipe under building. NFPA 13, 10.6 9. Thrust blocks shall be placed between undisturbed earth and the fitting to be restrained and shall be capable of such bearing to ensure adequate resistance to the thrust to be encountered. Wherever possible, thrust blocks shall be placed so that the joints are accessible for repair. Section 10.8 10. Piping shall be listed for fire protection service and shall comply with the standards in Table 10.1.1 11. A sign at inlets shall indicate the pressure required to deliver the greatest system demand. 5.9.5.4 12. The riser elbow and base detail must be submitted and reviewed prior to any foundation inspections. ACCESSIBILITY 15. Accessible walkways and routes shall not exceed a running slope of 1 unit vertical in 20 units horizontal (5% slope). Cross slopes shall not exceed 1 unit vertical in 50 units horizontal (2% slope). Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be maintained on the jobsite. The plans shall be available to the Building Division inspectors throughout all phases of construction. 106.4.2 OSSC Premises Identification: Approved numbers or addresses shall be provided for all new buildings in such a position as to be plainly visible and legible from the street or road fronting the property. The hydrant north of the project property is at the entrance to the retail shopping center. I believe we could consider this as a useable fire hydrant for the purposes of the required number of fire hydrants. Therefore, the project will have four fire hydrants for consideration as noted on your exhibit. The fire district will accept this condition. We trust this clears the way for this project to continue insofar as the required number of fire hydrants is concerned. John K.
