The owner has notified us that he/she will retain your services to perform Special Inspections in accordance
with the provisions of the State Building Code, permit documents, and special inspection requirements.
The owner or the owner's agent must also confirm with you that they have authorized you to do the special
inspection work.
As the regulatory agency, the City requires that you do the following:
1. Submit copies of all inspection reports promptly to the Building Division, architect, engineer,
and the contractor.
2. Maintain one copy of each field report at the job site.
3. Submit a final report at the completion of each category of work that you inspect. (See
U.B.C. 3318 for soils special inspection final report requirements).
If you fail to comply with the above requirements, there may be cause for the City to revoke your authority as
special inspector for this job.

Submittal documents for the above referenced project have been reviewed for
conformance with the applicable 1996 Oregon Specialty Codes and other applicable
codes and standards. The following comments are noted:

1. Pursuant to OSSC, Section 1113 (4)(a) - The accessible parking shall be on an
accessible route to the building, OSSC, ADAAG9. You may elect as an alternate
to ADAAG9, as per the enclosed detail.
2. Provide details for ADA accessible showers and lockers.
1. In order to have your area separation wall to comply, the basement floor must
run in line with the upper floor. See the attached drawing, OSSC, Section
504.6.4.
2. Doors - OSSC, Section 1005.8.1
A. 23A shall be labeled 1 -1/2 hour,
B. 23B shall be labeled 20 minutes,

3. Provide exit illumination and signs to include backup power at the following areas
(OSSC, Section 1012/1013).
A. Training room at doors 28A/28B,
B. At doors 12A/13ABC/23A -B/24,
C. At door 18 with arrow indication,
D. At doors 109/ 109A- B/505E/505B/103/105/204A/204C.
4. Area separation wall termination -
A. Your plans show perpendicular termination, however, it appears you will
have parallel termination, provide details (OSSC, Section 504.64).
1. Complete the enclosed Structural Special Inspection form designating an
Approved Testing Laboratory [Line B] and signed by the owner of the project -
[Line D].
A. The completed form must be returned to this office before a building
permit can be issued.
B. Copies of all special inspection reports shall be filed with this office
continually during construction.
C. Final signed report must be on file before an occupancy certificate will be .
issued [OSSC, Section 1701.3].

A separate application, plans and permit will be required. Due to the placement of the
area separation wall, the mechanical plans must be detailed and imposed over the floor
plan.

Structural Specialty Code and Tigard's Municipal Code 14.06.010 through 14.06.040.
The special inspections and/or testing services required for this project to be provided by the Testing

• Special Inspectors for the Testing Agency shall be qualified, to the satisfaction of

As requested, Structural Concepts LLC has completed a review of the roof structure of the
• Progressive Insurance Building in Tigard, Oregon, for the ability to support ponded water in the
event that the roof drains are clogged. Potential ponded water depths were based on information
• provided by McCormack Pacific in their roof slope survey which is attached.
•
The northeast quadrant of the roof structure ponds the most water, and this critical area was found
•
to be structurally adequate to support the additional load produced. All other areas of the roof
structure are less critical and are adequate as constructed.
