This zoning district permits a wide range o uses including major retail goods and services, business /professional offices, civic uses and housing; the latter includes multi - family housing at a maximum density of 25 units /acre equivalent to the R -25 zoning district. BACKGROUND INFORMATION Site Information: The subject parcel is located at 7086 SW Beveland Road between 72n Avenue and unimproved 70 Avenue. The parcel was previously approved as a commercial property. The proposal will replace the street trees that were required but did not survive. The gravel parking area at the rear of the lot will be served by a 100 foot driveway 24 feet wide. Proposal Description: The proposal is to change the use of the property from Business Machine Sales and Service to Personal Services, which requires a minor modification of a site development. A 24 foot wide paved drive will be extended to 100 feet from the right -of -way and the parking will be re- striped. Previously required street trees will be planted and a bicycle space will be provided. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: Upon review of the proposal's plans and narrative, staff finds that all applicable requirements of this title are satisfied. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC18.360.050.B.1 -11 are either satisfied or do not apply. Therefore, the proposed development is not a major modification. This criterion is met. .CONCLUSION: The proposal is in compliance with the applicable requirements of this title and it is a minor modification of a site development. SECTION V. In order to comply with current zoning regulations we propose some minor modifications and upgrades to the site. We will be extending the pavement to 100 feet from the right of way with a width of 24 feet to allow fleet vehicles to park in the graveled area at the rear of the lot. We also will re- stripe the parking lot to show five 8.5 X 18.5 foot standard spaces with one 9 X 18.5 handicap accessible space with an 8 X 18.5 foot unloading area. ADA signage will be installed per the Building Code. A bicycle space will be provided at the post of the entry porch where a bicycle can be secured. Three street trees that were required on the original site development review will be planted two feet minimum from the right of way and as indicated on the site plan, detail one. B. Evaluation criteria. The Director shall determine that a major modification(s) will result if one or more of the following changes are proposed. There will be: 1. An increase in dwelling unit density, or lot coverage for residential development; This criterion does not apply. 2. A change in the ratio or number of different types of dwelling units; This criterion does not apply. 3. A change that requires additional on -site parking in accordance with Chapter 18.765; Six spaces were provided previously by site development review. A change in the type of commercial or industrial structures as defined by the Uniform Building Code; There will be no change in the type of construction. 5.
