Dear Mr. Kemp,
Winstead & Associates has completed a review on behalf of the City of Tigard
Building Division of the above referenced project. This review was performed
under the provisions of the. State of Oregon Structural Specialty Code (OSSC),
.1998 edition and the Uniform Fire Code (UFC) as amended by Tualatin Valley
Fire & Rescue. The plans are approved subject to the following conditions.
1. Special inspection is required for concrete placement and structural steel
welding. The special inspection agency has been identified. as Krazan &
Associates. All inspection records shall" be forwarded to the attention of
Hap Watkins, Supervising Inspector at 13125 SW Hall Blvd., Tigard, OR
97223.
2. Fire extinguishers shall be provided in accordance with UFC Standard 10-
1 and shall be located so the travel distance from any point to an
extinguisher does not exceed 75 feet.
3. A copy of the approved plan shall be kept on the site and made available

to the City of Tigard inspectors for inspection purposes.
4. A final inspection and certificate of occupancy is required prior to the
intended use of the addition.

Dear Gary,
The drawings and related design documents for the proposed work were REVIEWED
AND FOUND TO BE IN SUBSTANTIAL COMPLIANCE with the 1998 Oregon Structural
Specialty Code (OSSC). It is important to note the issuance of a permit shall not
authorize the violation of any provisions of the OSSC. Permits presuming to give
authority to violate or cancel provisions of the OSSC are not valid. The recommendation
for approval and issuance of a permit based on the plans, specifications and related
material shall not prevent the building official hereafter from requiring the correction of
errors in plans, specifications and related material or from preventing the building from
being operated in violation. The building is classified as M (mercantile) the maintenance
room as S3. The structure is of Type V -N construction, fully sprinkled. We recommend
approval with conditions.
CONDITIONS OF CLEARANCE:
1. Final clearances and permit processing is by the Jurisdiction.
2. Separate permits are required for mechanical, sprinkler modifications, plumbing and
electrical.
3. It has been assumed that the building and site are totally accessible. This will need
to be validated on site by the building inspector. The construction documents •
indicate accessible parking but fail to indicate if any are "van accessible" as well as
an accessible route from the parking spaces to the building. If indeed this is the case
the architect shall submit additional information describing the accessible route from
the spaces to the building.
4. A one -hour occupancy separation is indicated on the construction documents. This
separation must also be between the store and the maintenance room. This has
been redlined on the construction documents. Penetrations will need to be protected
as well.
/ 5. The check -out area inn the tool rental area will need to be accessible. The architect
shall submit information on the checkout area prior to installation.
6. Special inspection is required per Section 1701 of the OSSC. The City shall review
and approve special inspection firms.
7. Prior to installation of the air compressor and the electrical transformer, the structural
adequacy shall be validated by the engineer of record. If the equipment weights over
400 pounds the support shall take into consideration seismic loads.
DOCUMENTS TRANSMITTED:
1. Three (3) sets of architectural and structural construction documents with supportive
information prepared by Omicron dated 07/02.
2. One (1) set of structural calculations by Omicron dated 09 Sep 02
3. One (1) copy of TVA report April 25, 2000
