Condition 30 (Solid Wood Fence for Screening Refuse Container): Please address the fact that you are putting up a cash assurance for the wood fence • in your cover letter. The cash assurance can be in the form of Cash or Check payable to City of Tigard for the value of the trash enclosure, to be refunded once it is installed. Condition 31 (Apply for a Sign Permit): Although you are not proposing to install a sign immediately, this condition was required because the SDR application indicated a sign would be in the public ROW. To ensure that a sign will not be in the public ROW, you need to submit an application for a sign permit prior to the final inspection. The sign permit allows you to construct the sign within 90 days of approval and can be extended for an additional 90 days if you can show intent to construct. If you are not sure of the exact design, you may submit a general design, showing the intended type of sign with the intended dimensions and in the intended location. It may also need a building permit, depending on the type and size. The sign permit is $40. Revised bike parking plan: Bill was supposed to submit a site plan to me with the new location of the bike rack, indicating a hard surface underneath (such as pavers) and a directional sign indicating the bike parking (since it is not visible from the building entry or right -of -way). This could technically be a Minor Mod application, but I did not require it. A revised plan for our files is sufficient. There was a miscommunication regarding the fire /smoke dampers, but this was resolved almost immediately. During the stages of construction, as noted within the file of the master permit, the process has been punctual and was without a hold -up on our part. The contractor at times, had work that was either not ready or requests incorrectly called in, but I handled these situations routinely and worked with them to get it back on schedule. Brian, the issue with the fire /smoke dampers was written on 12 -26 -07 by Dan on a scheduled "drywall" inspection card. I had been there earlier on 12 -24 -07 for the drywall inspection requested for the AM. This was primarily for the corridor and property line firewalls, but they were "not ready" upon arrival at 10:05 AM. Upon returning from vacation, I retrieved a 12 -26 -07 phone message at 08:40 AM from Lloyd (superintendent) regarding the drywall inspection done by Dan. I returned his phone call on 1 -2 -08 and explained that I would find out what happened and asked that he recall for the inspection on the IVR System. On 1 -4 -08 at 08:37 AM, I received another call from Lloyd via Debbie (Front Counter) at 09:04 AM requesting an AM to another drywall inspection. Upon arrival, again they were "not ready ", whereas I just cancelled the inspection and not subjecting them to a re- inspection fee. On 1 -8 -08 another drywall inspection was requested with a message for an AM. During my inspection, I identified the GA detailing from the plans and found that they had already covered the base layer without inspection. I went through the building viewing other areas and determined that if they used the spacing of fasteners on the firewall(s) as they had on others, that I could approve the base layer on the basis "by appearance." The second layer was ok, except for the interior side along the property line. I failed the inspection, because they had forgotten the basement side of the stairwell and I asked for a tighter pattern at the property line firewall. On 1 -9 -08 I returned to do another drywall requested inspection and approved it. Brian, I thought maybe you should know the history of this site due to the stirring of talk within the office about a possible $20,000 claim that we held them up aimed at the inspection done by Dan. As you can see, we did nothing of a sort. The locking device is readily distinguishable as locked, 2. A readily visible durable sign is posted on the egress side on or adjacent to the door stating. THIS DOOR TO REMAIN UNLOCKED WHEN BUILDING IS OCCUPIED. The sign shall be in letters 1 inch (25 mm) high on a contrasting background. Sec. 2406. Some of these locations are as follows: a. Glazing in ingress and means of egress doors. b. Glazing in an individual fixed or operable panel adjacent to a door where the nearest vertical edge is within a 24" arc of the door in a closed position and whose bottom edge is less than 60" above the floor or walking surface except when there is an intervening wall or other permanent barrier between the door and the glazing. Live Loads Posted: The live loads for which each floor has been designed to exceed 50 psf shall be conspicuously posted by the owner in that part of each story in which they apply, using durable metal signs, and it shall be unlawful to remove or deface such notices. The occupant of the building shall be responsible for keeping the actual load below the allowable limits. 1603.3 OSSC Deferred Items: The minimum fee shall be $200.00. This fee is in addition to the project plan review fee based on the total project value. OAR 918 - 050 -0150 "Documents for deferred submittal items shall be submitted to the registered design professional in responsible charge who shall review them and forward them to the building official with a notation indicating that the deferred submittal documents have been reviewed and been found to be in general conformance to the design of the building.
