The bridge over Fenno Creek just to the north of the subject site is narrower than the roadway on either eid= of it. The ;bridge has no sidewalks. SW Hall Boulevard is functionally ti lassified, as an arterial by the Tigard Comprehensive Plan Transportation Plan Map. nail Boulevard is under the jurisdiction of the Oregon State Highway Division. • gEDREIREA110211EaKIRME14 The applicant requests Minor Land Partition approval to divde the 1.52 acre parcel into two parcels of approximately one acre and 0.5 acre. The s,b1ect parcel is already developed with two houses. Each proposed parcel would ,include one of the existing houses. The proposed partition is illustrated on the attached map. Both parcels would continue to be provided with access from a 24 foot w„ dd access driveway from Hall that splits into two gravel driveways. Sanitary sewer, public water supply and other utilities are already provided to the site The applicant is arranging to connect both houses to the sanitary sewer during the time that this application is under review. Connection is anticipated to be complete hlr the time this decision is final. 3. ASehcy Comments additional The Tigard Water District has commented that an eit er meter will need to be purchased tcause the existinq homes would be able to be separately owned after partitioning and thus should be able to be billed separately The applicant should contact the Water District to arrange for meter installation. The Oregon State Highway Division has commented that the proposed continuation of a joint access to the parcels is consistent with Highway Division access management policies for this section of Hall Boulevard. An access easement in favor of lot one will need to be recorded for the portion of lot two that will serve as dri vew• y for both parcels. A map submitted by the Tigard Christian Church ill 1989 related to the church's expansion showed that sa,o a of the driveway to proposed lot two v ay intrude onto the church's property. The partition plat will need to show the actual location of thi driveway. Code Section 18.108.070 also o requires that driveways serving residences be pared. All driveways on the subject site are gravel surfaced. As with the rear yard setback for lot two, this is an existing situation that is not affected by the propos =+d partitioning. The proposed partitioning will not result in any additional development for the two lots an4 therefore should not result in any additional traf f is on, these driveways. Therefore, the City will recognize this as a non- conforming situation that is allowed to continue as long as the degree of non -- conformity is not increased. If either parcel is redeveloped in the future in a manner that would be expected to increase traffic on the driveways, the driveway(s) veway(s) will n to be paved. In, order to mitigate the potential adverse effects eots o f noise or lights from vehicles on this accessway upon the church property to the south, it would normally be required that screening be provided on the southern edge of the driveway consistent with Code Section 18.100.080.E.
